An Intelligence Agency informed the Sindh Inspector General of Police (IGP) through a letter that “AQIS, the TTP, the Jamaat-ul-Ahrar (JuA) and the LeJ are planning to attack Counter Terrorism Department official Raja Umar Khattab”, reports The News. Khattab said that continuous operations against banned outfits had resulted in a decrease in terrorism-related cases and many key terrorist leaders, including Naeem Bukhari of the LeJ and Farooq Mussana of AQIS, had been arrested. However, he added, a cell of AQIS still existed in Karachi and operating in small groups as after the Operation Zarb-e-Azb in the tribal areas, their network had been dismantled and now they were showing their presence by attacking Rangers, police and schools. “But that doesn’t mean that they will be unable to carry out major attacks. But if the crackdown against them continues, such attacks can be prevented.”

While addressing a press conference at the Karachi Press Club on March 16 Baloch Republican Party (BRP) Ailaaf Baloch and Afshan Baloch said that more than 70 members of the party had been missing for several months and emphasised that the situation in Balochistan could only be normalised if aspirations of Baloch people were kept supreme, reports Dawn. They urged the authorities concerned to give their right arm to solve the simmering problem in Balochistan.They recalled that Balochistan had plenty of natural resources, yet its people were unable to have clean drinking water, education and healthcare facilities. They pointed out that giving Baloch people their rights on a priority basis would be a huge step. They said the BRP had been raising its voice for the recovery of its members who, they claimed, were victims of enforced disappearances.

More than two dozen IS-inspired militants have been found operating and planning some major terror attacks in the metropolis, said an officer of the CTD of Police on April 6, reports Dawn. “There are 25 IS-inspired militants operating in the metropolis. They are planning to target foreign missions, law enforcers and shopping centres,” said CTD SSP Junaid Shaikh. When asked about the Federal Minister of Interior Nisar Chaudhry Ali Khan’s denial of the presence of IS, the officer said the militants were ‘ideologically’ linked with the IS and remained in contact with the Middle East-based outfit through social media only. “Previously, these militants belonged to the banned LeJ, TTP and al Qaeda but now they have jumped on the IS or Daesh bandwagon,” the officer added.

Sindh Rangers spokesman, in a statement issued in Karachi, said, “Kashif aka David has confessed to killing more than 30 people.” The spokesman said that the accused was part of Ajmal Pahari group since 1995. The Counter-Terrorism Department (CTD) arrested two Tehreek-e-Taliban Pakistan (TTP) terrorists during a raid in SITE Town of Karachi, the provincial capital of Sindh on June 28 (today), reports The Nation. The two were Afghan nationals and during the initial investigations, thy confessed their affiliation with the TTP and providing medical treatment to injured terrorists. The CTD has also recovered fake identity cards from their possession.Meanwhile, Sindh Chief Minister Syed Qaim Ali Shah while presiding over a special cabinet meeting on the law and order situation in Karachi on June 27 said “Now, we have to recover the barrister [Ovais Ali Shah] and arrest the killers of Amjad Sabri to regain that confidence and foil terrorists’ nefarious designs,”Inspector General (IG) of Police A.D Khwaja said that the Police have conducted a number of raids and have arrested some suspects. “We still believe that he [Ovais Shah] has been kept in Karachi and with the help of all agencies and using the technology available to us we would recover him safe and sound shortly,” the IG assured. The Sindh Government on July 19 moved to consolidate its position amid the ongoing debate on its strained relations with the Pakistan Rangers when Chief Minister (CM) Syed Qaim Ali Shah insisted that the paramilitary force was given powers only to establish peace in Karachi and not to operate in the whole province, reports Dawn. He also said that “investigations” were going on to determine whether the paramilitary force had moved beyond its power in the Asad Kharal affair in Larkana. The CM’s stance emerged challenging the paramilitary force’s viewpoint about the powers as Pakistan Rangers, Sindh, Director General Major General Bilal Akbar had asserted only a few days ago that Rangers could move in any part of the province to chase criminals using their special powers given under the defined laws. “One should say that the Rangers are here to assist the police in maintaining law and order,” he said while speaking at a press conference in Larkana. “The Rangers were given powers for four heinous crimes — terrorism, targeted killing, extortion and kidnapping for ransom. They were authorised under certain circumstance to curb these crimes. Furthermore, they were given powers to operate only in Karachi and not in the entire province.”Earlier, the Federal Minister of Interior Chaudhry Nisar Ali Khan wrote a letter to the Sindh CM, asking him to extend the policing powers of Rangers in the province, adds Dawn. “Unnecessary delay in extension of power to Rangers in Sindh will not only disrupt operation against terrorists but also negatively impact the morale and performance of the civil armed forces,” the minister said. The policing powers of the paramilitary force in Sindh, last extended on May 4 for 77 days, expire on July 21. The deployment of Pakistan Rangers, Sindh, in Karachi is requisitioned under Article 147 of the Constitution and Clause 1 of Sub-section 3 of Section 4 of the Anti-Terrorism Act, 1997, authorising the paramilitary force to prevent the commission of terrorist acts or scheduled offences in the notified area for the punishment of terrorists in accordance with the provision of the ATA, 1997.

Around 500 refugee families are returning to Afghanistan every day, said United Nations High Commission for Refugee (UNHCR) spokesman Duniya Aslam Khan on August 28, reports Pakistan Observer. "When refugees return, their identity is verified through the latest IRIS (Internal Rotary Inspection System) test and then they are issued registration forms," said the spokesman. Every person who leaves is given USD 400 of financial assistance, he said, adding that two centres have been established to facilitate the return of refugees. One located in the Chamkani area of Peshawar, which assists refugees returning from the areas of Sindh, KP, Azad Kashmir and Islamabad. The other is located in Quetta, where refugees from Sindh and Balochistan can establish contact to get a date for their return and complete other formalities.
