He claimed that terrorist outfits were relying on technology and weapons produced by them indigenously. The Hizb chief said, "India was under tremendous economic pressure as it was spending Rs520 million daily to fight the Mujahideen". Replying to a question regarding autonomous Kashmir, Salahuddin said, "Mujahideen wanted liberation from India at all costs. All other issues would be settled subsequently". He was critical of the United Nations Secretary-General Kofi Annan for his argument that, since the Kashmir issue did not meet the requirements of Chapter 17 of the UN Charter, he was unable to intervene.

Referring to the forthcoming Indian visit of Gen. Pervez Musharraf, he clarified that the Chief Executive would not talk to the Indian Premier about trade relations between the two countries, as the main focus of the dialogue would be to settle the Kashmir issue. While supporting the demand of the All Parties Hurriyat Conference (APHC) for a tripartite dialogue on the Kashmir issue, he also added that the APHC is "an authoritative and authentic organisation struggling for the liberation of Kashmiri people." He indicated that the APHC is the ‘real representative of Kashmiris’ and had "proved over the last 12 years by offering sacrifices that they are effective leaders and credible interlocutors."

The announcement was made in Lahore after a meeting of the Punjab Chiefs of seven terrorist outfits, held at the Tehreek-ul-Mujahideen (TuM) office and chaired by Punjab TuM chief Shakilur Rehman Nasir. A joint committee was constituted under TuM Shakilur Nasir to start a dialogue with the Ulemas (religious leaders) and leaders of political parties to apprise them of their ‘responsibilities’ in the present situation. In a joint statement, the outfits said that the government should distinguish between jehad funds collection and extortion. While indicating that terrorist outfits neither possessed illegal arms nor were any of their members involved in sectarian activities they also added "Kashmir Jihad did not depend on the Pakistan government. It would continue till the liberation of Kashmir that amounts to the completion of the Partition formula." Replying to a question about the indication of a ban on all terrorist outfits, they observed that President Gen. Pervez Musharraf had been supporting their ‘cause’ but it was the Interior Minister who was "talking different things and his removal will settle the entire controversy." The outfits also asked the government to reject foreign pressure and prioritise national interests. They said that the government was fulfilling the "wishes of enemies who wanted Mujahideen to get entangled with internal matters and abandon Jihad." While criticising the pro-US policy of the Pakistani government, he alleged that it was alienating the country. By allowing the US to use military facilities in Pakistan for strikes against the Taliban regime, Pakistan was ‘annoying’ both its ‘friends’ - China and Iran, the JeI chief indicated. While opposing what he perceived were attempts to overthrow the Taliban regime and induct a broad-based government in Afghanistan, he added that if such efforts succeeded, an anti-Pakistan regime would be installed in Kabul, which would try to have the ‘freedom movement in ‘occupied Kashmir’ tagged as terrorism. He said that the Musharraf regime could not survive the policies it was following and was consequently bound to collapse. The JeI, he indicated, would not ‘relax’ unless it ‘pulled down’ a government which, according to him, had placed the Army and the country at the disposal of the United States.

Punjab Jamaat-e-Islam Chief Hafiz Idrees said in Lahore on December 3 that the aim of the government campaign against religious institutions is to "secularise them by controlling them and uprooting the basic Islamic values and spirit of Jihad." He opined that the madrassa syllabus is based on the principles laid down by the Holy Prophet, which brought peace and love to the barbaric society of the pre-Islam days, and which was regularly revised by religious elders. Jamia Manzoorul Islamia leader Pir Saifullah Khalid alleged that the message of Jehad and Islamic values has been deliberately distorted by the West to malign Islam and muster support of all secular and anti-Islam forces against it.
