Khyber Pakhtunkhwa (KP) Police Chief, Moazzam Jah Ansari declared that Islamic State group’s Khorasan chapter (IS-K) a bigger threat to peace in the province than Tehreek-i-Taliban Pakistan (TTP), Dawn reports on January 21. “I see IS-K as a bigger threat to peace and security in the province compared to the TTP in near future,” Ansari stated. He said both IS-K and TTP were involved in the recent acts of terrorism in Peshawar, the provincial capital. At least 24 law-enforcement personnel were killed and 26 injured in several terrorist attacks in Khyber Pakhtunkhwa (KP) since the Tehreek-e-Taliban Pakistan (TTP) launched the Operation ‘Al-Badar’ on April 2, Dawn reported on April 27 quoting KP Police. The TTP’s March 30 announcement for the launch of a special operation against law-enforcement agencies has led to a surge in its attacks in tribal districts, southern region and other parts of the province. A senior Police official told Dawn on condition of anonymity that the law-enforcement agencies were working on a multi-pronged strategy to defeat terrorism amid growing attacks. “Terrorists are attacking soft targets to sow fear among them. It shows that our strategy of denying land and resources to them [TTP] is working,” he said. The official said that the TTP attacks against law-enforcement agencies in the province had surged compared to last year when the Islamic State Khorasan chapter (IS-K) was carrying out most of such attacks. The official said that the TTP issued around 35 ‘threats’ to attack law-enforcement agencies in the current month and the IS-K three only.

KP Inspector General of Police (IGP) Moazzam Jan Ansari said on April 28 that terrorists were infiltrating from Afghanistan in tribal Districts to carry out attacks, reports Dawn. IGP Ansari said that on Pakistani side, kinetic action was being taken against terrorists; however, for the issues emanating from across the border needed to be taken up with Afghan authorities. “We are facing problems from other side of the border,” he added. He said that over past four months, Counter Terrorism Department (CTD) arrested 202 terrorists including 18, who were carrying head money. He said that about 70 terrorists including proclaimed offenders were killed in police action during that period. CTD recovered 46 kilograms of explosives, 99 hand grenades, eight suicide jackets, three rocket propelled grenades, 43 RPG shells and other arms and ammunition. “During the first four months of current year, 30 policemen were martyred,” said the IGP. He added that seven of the martyred officials belonged to CTD and seven others were injured. He said that Police carried out a total of 6307 search and strike operations and arrested 45,697 suspects. He said that police also recovered 8,198 different types of arms and 184,193 rounds as well.

According to a report issued by the Central Police Office (CPO) on November 19, as many as 105 Policemen were killed in 151 militant attacks in 2022 across Khyber Pakhtunkhwa (KP), reports The Express Tribune. A total of 109 Policemen sustained injuries during these attacks. The report said the weapons left behind by NATO forces in Afghanistan were used against KP Police including thermal imaging devices which enabled them to stage surprise attacks under the cover of darkness. “These attacks were carried out by militants released from prisons after the fall of Kabul last year,” adds the report. Police registered 151 cases in the first eleven months of this year under 7 Anti-Terrorism Act, 1997 (ATA). The biggest target of militants was police mobile vehicles, the report added further.

Seven people, including two children and three Security Force (SF) personnel, were injured following firing from across the Afghan border over a land dispute in Kharlachi and Borki border in Kurram District of Khyber Pakhtunkhwa on November 20, reports Dawn. Several livestock were also killed due to shelling from Afghanistan on the local community. In a statement shared on Twitter, Federal Minister for Overseas Pakistanis and Human Resource Development Sajid Hussain Turi said: “Afghanistan’s violation of Pakistan’s Kurram border at Kharlachi and Borki and targeting the civilian population is condemnable.” Turi said that land disputes between the people living on both sides of the border should be resolved through bilateral jirga and diplomatic channels so that no such incident takes place in the future as it will damage the fraternal and friendly relations between the two countries. “He said that we have already held jirgas and negotiations with the Afghan government on the land dispute and more negotiations are needed, and the people across the border should not try to unsuccessfully occupy the Pakistani lands of Kharlachi and Borki,” the statement shared on Twitter said.

Amid the rising terror incidents in Pakistan after the Tehreek-e-Taliban Pakistan (TTP) ended ceasefire, the United States (US) on December 19 offered to help the country in dealing with the threats posed by the militant outfits, reports Geo TV. During a press briefing, State Department Spokesperson Ned Price was asked to comment on terrorism and the hostage situation at a counterterrorism centre in Khyber Pakhtunkhwa's Bannu city. “Well, first on the ongoing situation in Pakistan, we are of course aware. We’ve been closely following reports that militants have seized control of the counterterrorism centre in Bannu. We offer our deepest sympathies to those injured,” Ned Price said and urged those responsible for the attack to cease all acts of violence, to safely release those who remain hostage, and to end the seizure of the counterterrorism centre. The spokesperson said that Islamabad is a partner when it comes to these shared challenges, including the challenge of terrorist groups — terrorist groups inside of Afghanistan, and terrorist groups along the Afghan-Pakistan border. “We have partnered with our Pakistani friends to take on — to help them take on this challenge. We stand ready to assist, whether with this unfolding situation or more broadly. But this is a situation for which we’d have to refer you to Pakistani authorities.”

After analysing the overall law and order situation in Khyber Pakhtunkhwa during the outgoing year, the Police department has declared South and North Waziristan, Lakki Marwat and Bannu Districts as terrorist trouble spots, reports Dawn on December 24. “Southern districts, including North and South Waziristan [from among the newly-merged tribal districts] as well as Lakki Marwat and Bannu districts [from settled areas], are trouble spots,” Additional Inspector General of Police (ADGP), operations, Mohammad Ali Babakhel told reporters in Peshawar on December 23. Babakhel said that the annual analysis of the security situation revealed a surge in the number of extortion calls from Afghanistan after the Taliban’s takeover of Pakistan’s Western neighbouring country. He also said that the number of targeted attacks against Police increased in 2022 compared with the previous year. Official says most extortion calls made from Afghanistan. The ADGP said that the number of suicide attacks in the province also escalated in the outgoing year, while most of the extortion calls received by the local residents were made from Afghanistan. Babakhel said that the Counter-Terrorism Department (CTD) arrested 158 extortionists wanted in 81 cases, while 62 suspects were taken into custody for kidnapping people for ransom. He further said that the CTD arrested 806 militants, including 90 with head money, and killed 196 militants during operations in the province.
