Some sectarian parties on February 25 demanded the removal of Interior Minister Monuddin Haider over a February 13-statement of the latter regarding the ban on Jehad fund-raising by various terrorist outfits. Speaking at a press conference in Peshawar, Maulana Abdul Akbar Chitrali, Chief of the Jamaat- Ittehade-Ulema, North Western Frontier Province, said the registration of a case recently against an Urdu daily Jasarat was a deliberate attempt to divert people's attention from the real issue and demanded immediate withdrawal of the case. Among the others who made a similar demand were Haji Dost Mohammad, Maqsood Ahmed Salafi and Habibullah Shah of the Jamaat-Ahl-e-Hadees Supreme Council. The Ulema (religious scholars) held the government responsible for a number of incidents, which caused widespread resentment among the people and damaged the Islamic status of the country. They also mentioned that the Interior Minister's statement negated the teachings of the Quran and the Sunnat. They demanded a ban on cable network, music centres, cinema houses, dish antennas and all such things which, in their view, promoted vulgarity and obscenity in the society.

The ‘Supreme commander’ of Al-Badr Mujahideen, Bakht Zameen Khan said in Mansehra on September 28 that the ongoing conflict between US and the Taliban over Osama bin Laden has affected terrorist activity in Jammu and Kashmir. He claimed that India was spreading ‘propaganda’ against the terrorist outfits in order to get them declared as terrorist outfits by the US administration. Consequently, he also claimed that the US has not declared one outfit as terrorist but has also had its assets and bank accounts frozen in Pakistan. He said that if Pakistan was supporting such moves to declare Jehadis as terrorists "then it will be an open war against us and we will never tolerate such tactics." Khan warned that if the US attacked Afghanistan, "we would be left with no other option but to take part in the holy war against the US."

Earlier, speaking at a Jehad conference in Chitral, on September 29, the HM chief said terrorist outfits would not agree to anything less than ‘complete independence’ of Jammu and Kashmir from India. He also indicated that terrorist operations in Jammu and Kashmir were the ‘struggle’ for the solidarity and integrity of Pakistan. Lashkar-e-Toiba (LeT) Chief Hafiz Mohammed Saeed said, in Abbottabad, on October 1, that Pakistan was passing through a critical stage and the ‘need of the hour’ was to chalk out a consensual, joint strategy to meet the current crisis. Speaking at a press conference, he said the nation must be taken into confidence while taking any decision on Afghanistan. He also opposed taking any decision against the Taliban regime or any individual. Hafiz Saeed also indicated that any effort to stop Jehad would not only damage terrorist operations in Jammu and Kashmir but also cause "irreparable loss to the entire Muslim Ummah." Commenting on the September 11-terrorist attacks on USA, he claimed it was a conspiracy by the Jews to create differences among the two main religions of the world. He also claimed that the LeT was not a terrorist outfit.

The North West Frontier Province (NWFP) government on October 7 put the Jamaat-Ulema-e-Islam (JuI-F) Chief Maulana Fazlur Rahman under house arrest for more than 12 hours to prevent him from proceeding to Multan to lead an anti-US rally. Pakistani news reports indicated that he was put under house arrest and directed not to leave his residence in his native village Abdul Khel in Dera Ismail Khan. Restrictions on his movement were later withdrawn. Commenting on his arrest, Fazlur Rehman said, "This reflects the government's nervousness. Our public meetings upset General Musharraf as these are spreading to the biggest province Punjab." The house arrest sparked unrest among his followers resulting in protest demonstrations in Peshawar. Hundreds of JuI-F activists assembled at the Madni Mosque at Namakmandhi and were addressed by party leaders. Some of the speakers indicated that the anticipated US attack would be met with retaliation and they would destroy all churches and temples in the region. They also stated, if the government banned their demonstrations on roads they would go underground and launch a massive attack against US interests. The leaders also added that if the day government allowed the US to use its territory against the Taliban, it would be the ‘last day’ of Gen. Musharraf’s regime.
