A grand jirga of elders from Khyber Agency was held on February 6 in Jamrud town, opposing the proposed merger of the Federally Administered Tribal Areas (FATA) with KP, reports Daily Times. Jirga participants urged the Government instead to form an independent FATA Legislative Council or announce a separate province status for the tribal areas. Malik Ghaffar Khan Afridi, a tribal elder, said that the merger of FATA with KP was unacceptable to tribal people. He said the proposed legislative council should be formed to legislate for the tribal region in line with the local social, political and traditions. The elder believed that the FATA reforms proposed by the government committee went against tribal customs and traditions. He said legislation and policies on Fata should be made in light of local traditions and customs. Malik Ghaffar Khan Afridi opposed the extension of the jurisdiction of the Supreme Court and high courts to FATA, saying local residents knew very well how to resolve their issues through a jirga system.

The cadres of Islamic State or Daesh hide among the general population, using small businesses as a cover, The Express Tribune quoting a Police official reported on March 2. The official under the condition of anonymity said that their approach differs from the Tehreek-e-Taliban Pakistan (TTP), whose cadres used to openly establish camps in parts of Federally Administered Tribal Areas (FATA) and even in the settled areas of Khyber Pakhtunkhwa (KP). They are highly experienced in sabotage and concealment” since most cadres had previously belonged to the TTP, he added. “These people hide among the (general) population and we have solid evidence suggesting that they engage in small businesses such as fruit vendors, plying pushcarts, using it as a cover, avoiding suspicion … Their strategy is mostly successful,” he said, adding that these people rent houses and move frequently to avoid detection. “All new recruits are sent to Afghanistan … Once people know that you are fighting in Afghanistan, chances are that no policeman or anyone else will touch you simply because you are (among) ‘good Taliban’,” he maintained.

Three ‘hardcore terrorists’ sentenced by military courts were executed in Kohat jail of Khyber Pakhtunkhwa on May 4, said a statement released by the Inter-Services Public Relations (ISPR), reports Daily Times. (PHC) on May 25 stayed the execution of former spokesman of the Swat chapter of TehreekiTaliban Pakistan (TTP), Muslim Khan, who was sentenced to death last year by a military court on multiple charges of terrorism, reports Dawn. The PHC bench comprising Chief Justice Yahya Afridi and Justice Ijaz Anwer issued the order after a preliminary hearing of a petition filed by Nida Bibi, wife of Khan, challenging the conviction of her husband by the military court. The bench issued notices to the Ministries of Defence and Interior directing them to submit the record of the case and fixed June 1 for the next hearing. Advocate Tariq Asad, representing the petitioner, put forward different objections to the trial of Khan under the Army Act. He said that Khan was taken into custody by Security Forces (SFs) in September 2009 after which nothing was known about him. Finally, his family came to know about his conviction through newspapers in December 2016. The counsel said that the family had not been provided record of the trial proceedings and it was not known under what charges Khan had been convicted. They submitted an application to the military court of appeal seeking details of the trial proceedings, but no reply was given to them. He said that Khan was not provided a counsel of his own choice and was denied fair trial as provided under article 10A of the Constitution.

A relative and former secretary of Afghanistan’s former Prime Minister Gulbuddin Hekmatyar, Haji Fareed, was shot dead in Tajabad area of Pishtakhara in Peshawar, the provincial capital of Khyber Pakhtunkhwa, on May 30, reports The News. Police said unidentified attackers opened fire on Haji Fareed while he was coming out of a mosque. As a result, Fareed died on the spot. Haji Fareed had served as secretary of Gulbuddin Hekmatyar. He had recently returned from Afghanistan. Hailing from Kunduz, Fareed was based in Peshawar for the past decade with his family.

Outlawed organisations allegedly supporting those who’re fighting in Afghanistan and other regions, have once again started collecting donations in areas across the country, reports Express Tribune. According to a BBC Urdu report, banned organisations have circulated videos and brochures, asking people to help the mujahidin. One of the videos, which have apparently been shot in a mosque of a far flung area of Khyber-Pakhtunkhwa, invites people for jihad and helping Afghan fighters. Similarly, a letter circulating on social media appeals the people to help the Taliban in Afghanistan. The letter is addressed to a mosque in Zhob District, Balochistan, appealing for donations on Friday for mujahidin. According to the imam of the mosque, contributions are collected to help the mujahidin.

The convicts were "involved in committing heinous offences relating to terrorism, including [an] attack on a Pakistan International Airlines (PIA) plane at Peshawar Airport, killing of civilians, attacking the armed forces and law enforcement agencies," the ISPR handout read. Former Army chief General Raheel Sharif signed the death warrants of the three terrorists, identified as Sajid, Behram and Fazal-i-Ghaffar.

A Peshawar High Court Bench including Chief Justice Yahya Afridi and Justice Roohul Amin Khan has summoned the Counter-Terrorism Department (CTD)’s Deputy Superintendent of Police (DSP) (Investigation) along with the relevant records over a plea by Fazal Khan, father of a student Umar Khan killed in the 2014 Peshawar Army Public School (APS) attack that his statement be recorded by the CTD Police Station reports Dawn on November 11. He said he had gone to the CTD Police Station several times to record statement in the case but was denied. Earlier Advocate General (AG) Abdul Lateef Yousafzai and Additional Advocate General (AAG) Qaisar Ali Shah objected to the plea, saying the investigation into the case had already been completed and therefore, the petitioner’s statement could not be recorded. Meanwhile, the Bench also adjourned hearing into another petition filed by slain APS student Asfand Khan’s father, Advocate Ajun Khan, who sought orders for the Federal and Provincial governments to make public all information related to the 2014 campus attack and the actions taken by them in light of the August 2014 prior alert about the attack.
