The Khyber Pakhtunkhwa Government on January 5 announced a PKR 10 million reward for information leading to the arrest or death of the Tehreek-e-Taliban Pakistan (TTP) 'chief' Mullah Fazlullah and Lashkar-e-Islam (LI) 'chief' Mangal Bagh Afridi, reports The Express Tribune. The Provincial Government has prepared a list of 615 high-profile militants and proclaimed offenders and is offering a combined bounty of PKR 760 million, according to highly credible sources. The names of Fazlullah and Mangal Bagh feature on the list that includes high-profile militants and proclaimed offenders from 22 Districts of the Province and adjoining Federally Administered Tribal Areas (FATA).According to official documents, at least 213 militants and proclaimed offenders wanted by the Police in various crimes belong to Peshawar District followed by 59 from Swat, 46 each from Kohat and DI Khan and 31 from Dir Upper District. Similarly, 26 militants hail from Mardan District, 25 from Charsadda, 20 each from Nowshera and Buner, 18 from Bannu, 15 each from Lakki Marwat, Hangu and Dir Lower, eight from Mansehra, seven from Kohistan, five from Haripur, four from Batagram, three from Abbottabad and two each from Shangla and Chitral Districts. The bounties for these militants and proclaimed offenders range between PKR 0.5 million and PKR 10 million, officials said.

A report compiled by the Khyber Pakhtunkhwa (KP) Provincial Government, titled 'District-wise details of Madaris', revealed that 145 madrassas in the Province fall in the 'highly sensitive' category, reports Dawn. It states that of the 3,010 seminaries in the terror-hit province, 26 per cent are unregistered. It also reveals that in the KP region, 57 per cent of the Category B (highly sensitive) madrassas are in Tank District, which has a total of 123 madrassas. KP Information Minister Mushtaq Ahmed Ghani said the Government will not tolerate unregistered madrassas in the Province. Speaking of which, Ghani said that KP Home Department has already been notified to take action against such unregistered seminaries. The Provincial Information Minister further informed that only those foreigner students, whether Afghan or other nationals, will be allowed to study who possess proper legal documents. “Action will be taken against illegal foreign students,” he asserted.

In order to step up action against hardcore criminals and militants, the Khyber Pakhtunkhwa Police have established three zones of the Counter Terrorism Department (CTD) with an immediate effect to cover almost all areas of the province, Dawn reported on March 10. The CTD was earlier known as the directorate of counter terrorism (DCT), which would only gather intelligence information and pass it to the Districts and other units of Police force for further action. According to a Police Department notification issued on March 8, the decision of establishment of three zones was taken to harness the activities of CTD and bring conformity in its action against outlaws in the province. Each zone will be supervised by an officer of the rank of SSP/SP. The zone-1, to be called northern zone, will consist of all Districts of Hazara and Malakand regions, while central zone (zone-II) will include the Peshawar and all Districts of Mardan region. All Districts of Kohat, Bannu and Dera Ismail Khan regions will be part of the Southern Zone i.e zone-III. It was stated that now coordinated efforts would be made against the militants, kidnappers, extortionists and target killers hiding in the far-off areas of the province. The statement added that the CTD personnel arrested 93 alleged hardcore criminals, which included 49 terrorists, eight kidnappers, 29 extortionists and seven target killers in operations conducted during the last fortnight in different parts of the province. It said that the terrorists also included a commander of an outlawed outfit involved in different bomb blast attacks. The CTD also recovered a big cache of arms and ammunition from the arrested outlaws.

Though there was a decline in militant attacks in the wake of the operations in Karachi and North Waziristan Agency in March, 63 terror incidents were reported in different parts of the country which left 100 people dead and 162 injured, Dawn reported on April 2. This was stated in a monthly report released by the Pakistan Institute for Conflict and Security Studies (PICSS) on April 1. “In March, there was over 23 per cent decline in militant attacks, almost 12 per cent in deaths and more than 19 per cent in the number of injuries compared to February.” The report added that militant attacks had been decreasing since the start of the operations in FATA, particularly post-National Action Plan (NAP) after the attack on the Army Public School in Peshawar on December 16, 2014. According to the report, security forces conducted 97 actions across the country in which 230 people (mostly suspected militants) were killed, 43 others injured and 667 arrested. Report says compared to February, there was over 23pc decline in militant attacks and 12pc in deaths.

The Human Rights Commission of Pakistan (HRCP) issued its annual report titled “State of Human Rights in 2014” on April 17 revealed that 1,723 Pakistanis lost their lives and 3,143 were injured during 2014 in 1,206 terrorist attacks, including 26 suicide hits, reports Daily Times. The report stated that Pakistan in 2014 witnessed surge in sectarian violence, attack on minorities, media censorship, and remained the worst polio-affected country. The report stated that no laws were made by the Federal Government to safeguard the interests of religious minorities. According to the report a total of 144 incidents of sectarian violence were reported from across the country, out of which 144 were sectarian-related terrorist attacks and three sectarian clashes. On freedom of thought the report stated that 11 Hindu temples and churches were attacked in Sindh, two attacks were carried out against the Zikri sect in Balochistan. The HRCP annual report said that Shia pilgrims’ buses passing through Balochistan and passenger buses and vans plying between Gilgit-Baltistan and the rest of the country had to travel in convoys under security escorts. Pakistan was termed the most dangerous country in the world for media, with 14 journalists and media workers killed in 2014 alone. The country recorded 627,116 cases of crimes against people and property during 2014 as against 634,404 in 2013 – a nominal fall. Sindh Police registered 1,261 cases of kidnapping of women for forced marriages in 2014. There were 114 cases of acid attacks in Pakistan, involving 159 victims, reports said. According to the report, 1,723 people were killed and 3,143 were injured during 2014 in 1,206 terrorist attacks – including 26 suicide hits. Sectarian violence killed 210 people, 45 members of polio teams — vaccinators and their facilitators —were killed. No laws were made by the Federal Government to safeguard the interests of religious minorities and only two bills related to minorities were passed at the provincial level by Khyber Pakhtunkhwa, report said. According to the report under ‘Law and law-making’ section, parliament made 10 laws, less than half the previous year’s 22, nine presidential ordinances were promulgated. Khyber Pakhtunkhwa passed the highest number of provincial acts and ordinances followed by Sindh, Punjab and Balochistan in 2014, the provincial legislation amounting to 137, and provincial assemblies performance were better than national assembly. There were 3,392 encounters in 2014 as against 2,616 in 2013 in Sindh. 925 suspects were killed in shootouts and 160 personnel of Police and Rangers fell in the line of duty in Karachi. Khyber Pakhtunkhwa Police killed 26 persons in encounters. Punjab Police killed 276 suspected criminals and arrested 322 while 27 Policemen died and 59 suspected criminals and 73 Policemen got injured in 283 encounters in 2014. While, 231 persons were sentenced to death by the courts.

During the first four months of the current year, 85 terrorist incidents took place compared to 183 in 2014, 173 in 2013 and 134 in 2012. “The modus operandi analysis shows that 37 incidents of IED took place during the year compared to 97 in 2014, 114 in 2013 and 83 in 2012. Similarly, during the current year two suicide attacks were carried out compared to six in 2014 and 10 in 2013,” said an official while quoting the statistics of the Central Police Office. The officials said the hand-grenade attacks and target killings also recorded sharp decrease as 13 incidents of hurling grenades were registered compared to 26 last year. Also, the number of target killings reduced to 33 compared to 45 last year. “The casualties that took place during the current year are the lowest in the last four years. During the current year six persons have been killed and 104 injured compared to 194 killings while injuries to 511 others in 2014,” the official added. Inspector General of Police Nasir Khan Durrani appreciated the performance of the Counter-Terrorism Department (CTD) particularly its head Salahuddin Khan as the force took proactive action against terrorists and hardened criminals all over KP.

According to a Police report, at least 94 incidents of terrorism have been reported in Peshawar District (the provincial capital of Khyber Pakhtunkhwa) in the first five months of 2015, reports The Express Tribune on June 4 (today). According to the report, five Police Officials and an officer of the armed forces lost their lives in these attacks, while seven others were injured. Moreover, 31 civilians have been killed in these acts of terror. At least 24 people have been kidnapped-for-ransom from the provincial capital and two children have been abducted. It further states that during the first five months of 2015, Police arrested 2,244 armed men and 6,123 miscreants.

Khyber Pakhtunkhwa (KP) Police have sacrificed the most number of cops during the last almost 10 years and they include officers up to the rank of Additional Inspector General (Add IG) down to constables, says Assistant Inspector General (AIG) Establishment Fida Hassan Shah on July 31, reports The News. “As many as 1,133 Policemen have been killed in the attacks all over the province since January 2006,” Fida Hassan Shah said. A total of 1,508 Policemen were killed in various kinds of attacks in the province since 1971.The increase in violence in KP in recent years could be gauged from the fact that the Police casualties remained 375 in 35 years from 1971 to 2005, but the figure shot up to 1,133 in less than a decade. All those Police killed during the period were hit by suicide attackers, their cars and police stations were bombed and fell victim to target killing and rocket attacks as the violence increased in the province in 2006. The worst year was 2009 when 207 cops were killed, followed by 176 in 2008, 148 in 2011, 127 in 2013, 109 in 2010, 108 in 2007 and 101 in 2014. As many as 31 Policemen have been killed in attacks in 2015 so far.

The Peshawar High Court (PHC) on October 6 directed the Khyber Pakhtunkhwa (KP) advocate general (AG), Abdul Lateef Yousafzai, to submit a detailed explanation on behalf of provincial government that under what law the Security Forces (SFs) were called and stationed in different parts of the province by the Government, reports Dawn. A bench comprising PHC Chief Justice Mazhar Alam Miankhel and Justice Irshad Qaiser also directed the advocate general to submit the correspondence between the Provincial and Federal Governments through which the former had requested the latter for calling the SFs in aid of civil power in the province. The bench observed that while for Federally Administered Tribal Areas (FATA) and Provincially Administered Tribal Areas (PATA) the federal government had made two regulations by the name of Action (in aid of civil power) Regulation, 2011, no such law was introduced for other areas of KP. The AG, meanwhile, stated that SFs were called in aid of civil power in PATA and KP on the request of the provincial government, made through a letter sent on April 12, 2008. He said that in the said communication the provincial government had expressed concern over the deteriorating law and order situation in the province and requested the centre for calling the armed forces under Article 245 of the Constitution. The court, however, sought a detailed explanation and adjourned the hearing till October 27. The PHC chief justice had taken suo motu contempt notice of the issue involving a series of incidents, happened in close succession, where the free travelling of the chief justice and judges was halted and they were misbehaved by the Army personnel at checkposts despite sharing with them in advance their travel plan.

Briefing the committee at Parliament House, KP special secretary said the province is on the front line in the war on terror.
