Adviser to Prime Minister on National Security and Foreign Affairs Sartaj Aziz during a book launch at the Institute of Strategic Study in Islamabad on January 8 said that America is fighting the “wrong war with wrong methods against the wrong people”, reports Daily Times. Sartaj Aziz said Pakistan has been protesting against the drone attacks at all levels, as these are un-productive and violate Pakistan’s sovereignty. He said that Pakistan has got support from the international community on its stance on drone attacks. Further, he said a resolution by the United Nations General Assembly (UNGA) has also been adopted to condemn the drone attacks, which reflects the international public opinion. He said this also speaks of legality and illegality of the use of drones. Reiterating Pakistan’s position on the drone attacks that they violate sovereignty of the country and cause collateral damage, Aziz said Pakistan will continue to protest against these attacks at all levels. He said according to the United States drone strikes have achieved the desired results, as high value targets have been killed in these strikes, therefore, now these drone attacks should be stopped. He said Pakistan’s next move will be to approach the United Nations Human Rights Commission (UNHRC) in Geneva against drone attacks and make efforts for adoption of a similar resolution there.

Prime Minister (PM) Nawaz Sharif on January 16 directed the authorities that the Karachi operation should continue at all costs till the restoration of peace in the city, reports The News. While talking to the Federal Minister of Interior Chaudhry Nisar Ali Khan at the PM House, Nawaz Sharif observed that the targeted operation in Karachi was fruitful in restoring peace in Karachi. He expressed satisfaction over the ongoing operation against the criminal elements in him about the Karachi operation. He also apprised him about progress in the dialogue process with Tehreek-e-Taliban Pakistan (TTP). The Government will provide resources needed for continuation of the operation and next phase would be conducted in accordance to the plan. It is understood that the two have also discussed the situation arising due to difference of opinion between the civil administration and authorities carrying out the operation. The situation in the wake of assassination of SSP Chaudhary Aslam Khan also reportedly figured in the meeting. PM Nawaz Sharif eulogized the efforts of the Interior Ministry for overcoming the law and order situation in various parts of the country.

Federal Minister for Interior Chaudhry Nisar Ali Khan while addressing 170 senior civil and military officers participating in the National Security and War Course at the National Defence University (NDU) in Islamabad on January 16 said that the National Security Policy was in final stages of formation which will help the Government in effectively combating militancy and eradicating extremism in Pakistan, reports Dawn. The Minister said that enemy of the country was vague and divided, adding that the security policy is proactive in nature which will address the problems being faced by Pakistan. He said the new security policy will have three components covert, strategic, and operational. He further said that National Counter Terrorism Authority (NACTA) will be the focal point of the government for counter-terrorism and a Joint Intelligence Directorate will be established under this agency for intelligence analysis and coordination among various intelligence agencies. The Interior Minister said that the Government has again started the process of dialogue with the militants. He said the Government wants a durable solution to eradicate terrorism from the country and the use of force will only be the last resort. “It has been categorically communicated to the United States that drone strikes are counterproductive and must immediately be stopped,” said Nisar, adding that this continues to be an irritant in Pakistan-US relationship.

The Tehreek-e-Taliban Pakistan (TTP) sees no urgency to reach an agreement with Prime Minister Nawaz Sharif’s Government, Maulana Abdul Aziz, one of the three negotiators representing the TTP, said on February 10, reports Pakistan Today. In an interview at his Islamabad seminary, where some 1,300 female students are studying, Aziz said, “You should know that at the moment they (TTP) have at least 400 to 500 female suicide bombers in Waziristan and other tribal areas”. Aziz said the TTP is most interested in implementing Sharia (Islamic Law) in Pakistan. The US military’s presence in Afghanistan is “a very minor factor” in the fight, he said. “They are fighting for the implementation of Sharia,” Aziz mentioned, “the government should realise the situation and their demands”. It’s the law of nature that people who don’t get their rights, pick up arms, he said. “The Taliban are in no hurry,” Aziz said, when asked whether the group wanted a deal soon to avoid a military strike. “They (TTP) say they are not worried about it. They have been in a state of war for the past 10 years”. Aziz justified the use of suicide bombers, saying that they believed in the cause and were willing to sacrifice themselves for it. “If the military has weapons and air power, they have suicide bombers,” Aziz said of the TTP. “You cannot match them. Suicide bombers even destroyed the power of America in Afghanistan,” he asserted.

Prime Minister Nawaz Sharif in a meeting with United Kingdom (UK) National Security Advisor Kim Darroch on April 2 in Islamabad assured that its soil will not be used against Afghanistan and that it supports the democratic process in Afghanistan, reports The Express Tribune. He said, “Our soil will not be used against Afghanistan and we support the democratic process in Afghanistan”. Further, Prime Minister Nawaz said that Pakistan believed in policy of non-interference, especially with regards to Afghanistan. “In order to tackle the issue of terrorism we have evolved consensus, amongst all the stakeholders, for dialogue,” he said, adding that that Pakistan do not wish to fall into arms race and want peace and stability in the region. Meanwhile, in his meeting with Federal Minister for Interior Chaudhry Nisar Ali Khan, Sir Darroch said that the British Government is committed to provide more support to Pakistan in all fields, particularly countering terrorism. Talking about post 2014-Afghanistan, Nisar said the two neighbouring countries have to work together, with the support of the international community, to ensure peace and stability in the post-2014 Afghanistan. Nisar said that Pakistan has adopted a holistic regional approach by following a non-partisan policy in Afghanistan as well as improving relations with India. Separately, Federal Defence Minister Khawaja Muhammad Asif during his meeting with Sir Darroch on April 2 said that both political and armed forces’ leadership was on the same page over all matters including the internal security situation of the country, reports Dawn. He said, “This unanimity is proving as our strength and will help bring us out of our problems”. He said that violence in any form was undesirable and Government was privy to it, adding, “We want to give peace a chance.”

Secret Agencies have alerted the Police that militants opposed to the Government and Tehreek-e-Taliban Pakistan (TTP) peace talks are planning terrorist activities in Islamabad, Peshawar and Quetta, reports Dawn quoting Police and Interior Ministry Officials on April 8 (today). They did not know when the militants would strike, but the officials said that a new group Ansar-ul-Hind would claim responsibility for the attacks. “Although peace talks are in progress, we are taking necessary measures to counter terrorism in the cities,” said one official, adding, “Law enforcing agencies will be the main target of the terrorists, and in the case of their failure, any other official installation or public place.” “TTP will choose the targets and the informal groups under its umbrella will provide support to the Ansar-ul-Hind activists with weapons and other materials,” he added.

The Prime Minister said that the development in Balochistan was a priority for the Government and development plans to put the most neglected Province on road to progress, “were being implemented expeditiously.” He said that Gwadar was being developed as a model city and a socio-economic package has been planned for it, adding that Gwadar Airport and Sea Port were being developed on modern lines. The meeting expressed the resolve to continue with dialogue with the Tehreek-e-Taliban Pakistan (TTP) with a “concise agenda” under “well-defined parameters”. The meeting, however, cautioned at the same time that talks without an effective ceasefire and immediate end to violent activities would not achieve any tangible result. Nawaz Sharif lauded the role and efforts of the ISI in protecting the country and ensuring its defence. An official at the Interior Ministry revealed that the Prime Minister said that the Government was determined to carry on talks with the Taliban, but any violent activity would be paid in the same coin and that the talks without a ceasefire would not be possible. “Dialogue and violence cannot go hand in hand,” the Prime Minister said. According to official sources, the Federal Minister for Interior, Chaudhry Nisar Ali Khan said, “It is high time to make talks with the TTP successful.” There was consensus among the participants of the meeting that the dialogue process with the Taliban should have a concise agenda and dialogue should take place under well-defined parameters. However, serious apprehensions were expressed over recent incidents of terrorism, and commitment to take effective action against the perpetrators of these attacks was reiterated.

Several protestors were injured when Police resorted to baton-charge and tear gassing of demonstrators protesting over the missing persons issue at D-Chowk in Islamabad on April 28, reports Dawn. The protesters were attempting to approach the Parliament house in Islamabad's Red Zone area. Police resorted to baton-charging and aerial firing and also fired tear gas canisters to disperse the demonstrators as a result of which several persons fell unconscious. The resultant clash also left six Police personnel, including two women and four men, wounded. Human Rights activist and campaigner on the missing persons issue, Amna Masood Janjua, was also arrested by Police. Police tried to confiscate the cameras and other equipment of media teams trying to cover the incident. Television channels aired footage of several journalists who were wounded and had their equipment damaged due to the use of force by security personnel. Meanwhile, taking notice of the incident, Prime Minister Nawaz Sharif ordered the authorities concerned to release the detained protesters at the earliest. He said protesting peacefully was every citizen's fundamental right which cannot be taken away from them. He also ordered the authorities to look into the incident and punish the culprits of manhandling rights activists and journalists with an iron hand.

He dispelled the notion of a deadlock in peace talks with the TTP. “Those who were supposed to support the dialogue process are busy in hurling allegations at the Government through needless rhetoric…they have made a road show out of it,” said the Minister without naming anyone. “Continuation of peace talks would be difficult under these circumstances,” he added. Nisar said that delay in the next direct meeting with Taliban Shura (Council) was due to an internal rift within the militant outfit’s ranks rather than the Government. He expressed annoyance over attempts to create an impression of a rift between the civil-military relations, saying the government’s ties with the Pakistan Army were good before and will remain that way in the future also. Meanwhile, the TTP negotiating committee, Maulana Sami-ul-Haq hinted that the next round of direct talks would be held on May 5, 2014.

City Police on December 3 finalised a security plan for the two-day Jama'at-ud-Dawa (JuD) ‘convention’ set to start at Minto Park in provincial capital Lahore on December 4, 2014, reported The Express Tribune. Over 3,000 Policemen including 34 Station House Officers (SHO), 15 Deputy Superintendent of Police (DSPs), two Superintendent of Police (SPs) will be deployed at the park to secure the venue. Nearly 60 snipers would remain on-guard at 60 rooftops in its vicinity. Officials from the Special Branch, the Mujahid and the Elite Combat force will also be posted at the venue. Security SP Malik Liaqat said Police had briefed JuD officials on how the law and order situation was not conducive to holding rallies. Also, JuD has established nearly 70 camps across the city to meet and greet those converging on Lahore to participate in the convention. A JuD spokesperson said nearly 18 tent cities had been established at the venue to provide the participants with lodging facilities.

In order to stop the flow of funds to terror outfits, Prime Minister (PM) Nawaz Sharif on December 26 constituted a Special Committee for the implementation of the National Action Plan on counter-terrorism, the specifications of which would be finalised in a follow-up meeting scheduled for December 27, 2014 at the Prime Minister’s House in Islamabad, while the State Bank of Pakistan (SBP) and Ministry of Finance have been directed to stop terror funding, reports Daily Times. While chairing a high-level meeting at the PM House, Nawaz directed the Ministry of Finance and SBP to pull the plug on the terrorists’ finances by enhanced financial scrutiny to make sure that the public funds did not reach any terror outfit. The SBP has been directed to supervise anti-terror financing in Pakistan and freeze all accounts which were being used for funding terrorists. The PM has also issued directives to Finance Minister Ishaq Dar and the State Bank to start investigating accounts in an effort to stop financial assistance being provided to terrorists. Meanwhile, Nawaz Sharif on December 26 said that Pakistan would not survive if terrorists were not eliminated from the country, reports The News. As per his earlier pronouncement that he would lead the war against terrorism personally, the PM dedicated yet another full day for the execution of the National Action Plan to counter terrorism that was agreed upon and adopted by all the political parties. “I will personally supervise the implementation of the plan and will make sure that it is a swift and effective execution,” PM Nawaz vowed at a consultative meeting at the Prime Minister’s House in Islamabad. He announced that besides the Operation Zarb-e-Azb, another operation would be launched in major cities and streets to wipe out the terrorists. He further said that an irreversible process of elimination of militants had started. He announced that he would go to each and every province to meet their respective Governments, law enforcement and Intelligence Agencies to supervise the implementation plan. “We now have a roadmap that will be easily guided by the historic national consensus that was reached on December 24, 2014” he said.

The delegation is in Islamabad to attend the 12th session of the dialogue between parliamentarians of Pakistan and Afghanistan, arranged by the Pakistan Institute of Legislative Development and Transparency (PILDAT). The premier said that a peaceful, stable, united and prosperous Afghanistan was in Pakistan’s vital interest. He mentioned the visit of President Ashraf Ghani to Pakistan and the London Conference on Afghanistan saying that the two countries were committed to transform mutual relationship. Further, PM Nawaz Sharif on December 31 telephoned Afghanistan President Ashraf Ghani and discussed the ongoing coordinated action against Tehreek-e-Taliban Pakistan (TTP) at the respective sides of Pak-Afghan border, reports Daily Times.
