Though there was a decline in militant attacks in the wake of the operations in Karachi and North Waziristan Agency in March, 63 terror incidents were reported in different parts of the country which left 100 people dead and 162 injured, Dawn reported on April 2. This was stated in a monthly report released by the Pakistan Institute for Conflict and Security Studies (PICSS) on April 1. “In March, there was over 23 per cent decline in militant attacks, almost 12 per cent in deaths and more than 19 per cent in the number of injuries compared to February.” The report added that militant attacks had been decreasing since the start of the operations in FATA, particularly post-National Action Plan (NAP) after the attack on the Army Public School in Peshawar on December 16, 2014. According to the report, security forces conducted 97 actions across the country in which 230 people (mostly suspected militants) were killed, 43 others injured and 667 arrested. Report says compared to February, there was over 23pc decline in militant attacks and 12pc in deaths.

Forty-one percent of the Afghan refugees who returned to their homeland over the years cite fear of arrest or harassment as the leading reason for their return, Dawn quoting United Nations High Commissioner for Refugees (UNHCR) reported on April 16. This information was released by the UNHCR in its March 2015 Afghan Refugees Repatriation Fact Sheet for Khyber Pakhtunkhwa and the Federally Administered Tribal Areas (FATA). A total of 10,777 refugees have been repatriated between January and March of this year, the majority of whom were from host communities. After the Army Public School (APS) attack in December 16, 2014, the repatriation of Afghan refugees has spiked. Around 3,000 to 4,000 refugees left for Afghanistan each month from January to March this year; during the same time period in 2014 (January to March), a total of 761 refugees had left Pakistan for Afghanistan. There are currently 965,301 Afghan refugees living in Pakistan─ 53pc of these live in host communities, while 47pc live in 64 refugee villages. UNHCR says repatriation of all refugees may not be possible by December 2015. The greatest influx of refugees occurred during the late 1970s and the 1980s. According to the UNHCR report, a total of 2.3 million refugees have been repatriated since 2002, with the highest number ─ 811,299 ─ repatriated in 2002, and the lowest ─ 6,394 ─ in 2014. The most popular province of asylum for refugees is KP, with 52pc of refugees settling in both urban and rural areas of the province. Azad Jammu and Kashmir (AJK) is the next popular option, followed by Punjab, with 25pc and 23pc of refugees settling in these regions, respectively.

The incidents of terror attacks in Khyber Pakhtunkhwa during the first four months of the year are the lowest in the last four years mostly because of the military operations in Federally Administered Tribal Areas (FATA) and the actions by police and Counter Terrorism Department in the province, The News reported on May 6 quoting the statistics of the Central Police Office. During the first four months of the current year, 85 terrorist incidents took place compared to 183 in 2014, 173 in 2013 and 134 in 2012. “The modus operandi analysis shows that 37 incidents of IED took place during the year compared to 97 in 2014, 114 in 2013 and 83 in 2012. Similarly, during the current year two suicide attacks were carried out compared to six in 2014 and 10 in 2013,” said an official while quoting the statistics of the Central Police Office. The officials said the hand-grenade attacks and target killings also recorded sharp decrease as 13 incidents of hurling grenades were registered compared to 26 last year. Also, the number of target killings reduced to 33 compared to 45 last year. “The casualties that took place during the current year are the lowest in the last four years. During the current year six persons have been killed and 104 injured compared to 194 killings while injuries to 511 others in 2014,” the official added. Inspector General of Police Nasir Khan Durrani appreciated the performance of the Counter-Terrorism Department (CTD) particularly its head Salahuddin Khan as the force took proactive action against terrorists and hardened criminals all over KP.

The military operations in the tribal regions [North Waziristan Agency and Khyber Agency of Federally Administered Tribal Areas (FATA)] are targeting all militant groups, including the Haqqani Network, an unnamed security official clarified on June 21 in response to a United States (US) State Department annual report, titled, Country Reports on Terrorism 2014 released on June 19, 2015, which suggested that certain terrorist outfits were spared by the offensives, reports The Express Tribune. “It is not true that we have spared the Afghan Taliban and the Haqqani Network. We have stated time and again that our operation is against all groups without any discrimination,” said the official. In its annual report the US State Department acknowledged that the ongoing military offensives in North Waziristan Agency and Khyber Agency had severely dented al Qaeda’s presence in South Asia. “Al Qaeda’s presence in the [South Asia] region continued to face pressure from international, Afghan and Pakistani forces, and Pakistan’s ongoing offensive in North Waziristan Agency [has] further degraded the group’s freedom to operate,” the report stated. Further, the report said that while operations carried out by Pakistan’s military and security forces disrupted the actions of many militant outfits in the country, groups like the Afghan Taliban, the Haqqani Network and Lashkar-e-Taiba were spared by the offensive.

Around 1,235 families of the Internally Displaced Persons (IDPs) were registered for return to native areas in South Waziristan Agency of Federally Administered Tribal Areas (FATA) on August 7, the second day of the process, reports The News. Assistant Political Agent, Ladha subdivision, Abdul Nasir, told a delegation of the local elders that registration for sending back the displaced families had been started from August 6, 2015. He said the displaced families would be sent back to various areas in Sararogha, Sarwakai and Tiarza tehsils (revenue units) On the second day of registration, around 1,235 families comprising 8,000 individuals hailing from the tehsils got themselves registered to return to native areas, he added. “Around 302 families comprising 2,105 individuals would return to Sararogha, 354 families comprising 2334 individuals to Sarwakai tehsil and 579 families including 3668 individuals have to return to Tiarza tehsil,” he said. The military’s media wing Inter-Services Public Relations (ISPR) on December 12 claimed that 3,400 militants have been killed so far in the ongoing Operation Zarb-e-Azb in North Waziristan Agency of the Federally Administered Tribal Areas (FATA), reports The Express Tribune. “3,400 terrorists killed, 837 hideouts from where they were carrying out their terrorist activities destroyed,” Director General ISPR Lieutenant General Asim Bajwa said. “During last 18 months, over 13,200 IBOs carried out across the country in which 183 hardcore terrorists killed and 21,193 arrested,” he added.

On the first anniversary of the militant attack on the Peshawar Army Public School, the Government has told the lower house of parliament that 360 schools were destroyed in three agencies of the Federally Administered Tribal Areas (FATA) during 2015, reports The Express Tribune. “The areas of the [Fata] agencies which are not accessible are being assessed/surveyed,” Federal Minister for States and Frontier Regions Lieutenant-General (retd) Abdul Qadir Baloch told the National Assembly. According to the statistics, at least 166 schools were destroyed in North Waziristan Agency, 139 in Khyber Agency and 55 in South Waziristan Agency. Pakistan People’s Party (PPP) MNA Beelum Husnain asked the Government to share public record of the destroyed infrastructure of the three tribal agencies with the house. These schools have been divided into different categories. The A category shows a long list of destroyed schools while the B category lists schools that need major reconstruction. There is also a separate list of a few partially damaged schools in these agencies. The official estimates for reconstruction of these schools are PKR 348.758 million. Under restoration plan phase one, at least PKR 143.967 million is required for rebuilding of 139 schools of Khyber Agency. In the official list, there are remarks on the damages of each school in the ‘status block’. The Government has also shared details of action which has been taken for the reconstruction. “Rehabilitation and Reconstruction Unit (RRU) has been notified as a dedicated unit to coordinate and facilitate the rehabilitation and reconstruction process with all the stakeholders including the federal government, armed forces and development partners,” Qadir Baloch said.
