Three special courts were formed on January 1 in accordance with the Protection of Pakistan Act (PPA) to preside over cases relating to terrorism,reports Daily Times. Five special courts are to be formed in total. The three courts have been formed in Peshawar (Khyber Pakhtunkhwa), Lahore (Punjab) and Quetta (Balochistan) in accordance with the PPA passed by parliament in order to curb rising militancy in the country. Judge Mukarrab Khan will head the special court in Lahore, Judge Zafar Khosa in Quetta and judge Anwar Ali Khan will preside over the court in Peshawar. As many as five special courts are to be formed whereas the next phase will focus on establishing special courts in Islamabad and Sindh.

The military courts being set-up under 21st Constitutional Amendment would not try terror groups involved in ethnic killing of citizens in Karachi or insurgents attacking state installations in Balochistan as legislation moved in the National Assembly (NA) specifically mentions religion and sect based terrorism as the intended targets of the amendments, reports The News on January 6 (today).The drafts of both the 21st constitutional amendment and Pakistan Army (Amendment) Act 1952 specify that the changes will be applicable on people belonging to terrorist groups using the name of religion or sect.The legal experts believe that the words of the two amendments means that if a terrorist kills Pakistani people or attacks state institutions and installation but he does not belong to any religious or sectarian group, he would not be tried in the military courts. “Any person who is or claims or is known to belong to any terrorist group or organization using the name of religion or a sect and raises arms or wages against Pakistan and law enforcement agencies or attacks any civilian or military installations in Pakistan or kidnap any person for ransom or causes death of any person or injury …...shall be punished under this Act” says the Amendment in Section 2 of the Pakistan Army Act 1952.Similarly, according to draft of 21st Constitutional Amendment, Article 175 will have “no application on acts mentioned at serial no 6, 7, 8 and 9 or part I(III) of the First Schedule, who claims, or is known to belong to any terrorist group or organization using the name of religion or sect.” Also, a special explanation is included in the bill to amend Army Act 1952 which states. “In this Act, the expression ‘sect’ means a sect of religion and does not include any political party registered under any law for the time being in force.” The National Assembly is likely to conduct voting on these amendments on January 6, 2014 (today).

Meanwhile, an Anti-Terrorism Court (ATC) in Quetta on February 4 accepted the application of former President General (retired) Pervez Musharraf with regards to exemption from appearance in court in a case pertaining to the August 26, 2006, murder of former Baloch nationalist leader Nawab Akbar Khan Bugti, reports Dawn. The court, however, expressed anger over the performance of Director General Balochistan Naseer Baloch with regards to his slow progress on submitting Musharraf's medical report. It subsequently adjourned the hearing of the case to February 25, 2015. Advocate Sohail Rajput, counsel of Nawabzada Jamil Akbar Bugti, confronted Musharraf's lawyer Akhtar Shah outside the court and said that the latter was ready to fly to Saudi Arabia which required travelling for four hours, but he was reluctant to travel for one hour to arrive in Quetta. Just hours before his execution, Muttahida Qaumi Movement’s (MQM) convicted worker Saulat Mirza alleged in a supposed televised video confession shot in Mach Jail in Balochistan on March 18 that he killed former Director of Karachi Electric Supply Company (KESC) Shahid Hamid on the directives of party chief Altaf Hussain on July 5, 1997, in Karachi, reports The Express Tribune. Mirza alleged that he received the order for the ‘hit’ from Altaf at MQM leader Babar Ghauri’s residence. Mirza revealed that orders were given on telephone by the party chief himself. Usually, the party chief would either give orders himself or through the likes of Babar Ghauri. He further revealed that people whom the party wanted to save from Police torture are provided protection in Police stations through Governor Ishratul Ebad Khan. The video shows Mirza claiming that Altaf would not let anyone to rise in the party, adding that the MQM chief ordered the murder of Azeem Tariq when he started rising within the party ranks. Similarly, when former Karachi Mayor Mustafa Kamal started getting popular among masses, he was disgracefully thrown out of the party. Mirza in his video message appealed to the co-party workers to take heed from his fate, of how he was used and then later discarded like ‘used tissue paper’. However, Altaf Hussain refuted allegations made by Saulat Mirza in his supposed confessional video, terming them as lies. He further claimed that the confessional video of Saulat Mirza had been released by ‘agencies’. “I have never met Saulat Mirza and have never spoken to him,” said Altaf, adding that it was the first time that he had seen a video of a convicted death row inmate being released. Meanwhile, just minutes after his ‘confessional’ video was broadcast, his execution was stayed for 72 hours. The decision was reportedly taken by the President on the request of Federal Minister of Interior. “It is likely that Mirza’s execution is delayed for another 72 hours”, the said an official.

At least 14 death row prisoners were hanged till death in two Provinces of Punjab and Balochistan on April 21 (today), reported The News. According to details, in Punjab, three death row prisoners, identified as Nizamuddin, Muhammad Yasin and Azam, were hanged till death in Central and District jails of Faisalabad. Nizamuddin and Muhammad Yasin were convicted of killing three persons each in 1998 while Azam had killed seven people including mother-in-law and father-in-law in 2004. Also, three prisoners were hanged till death in Central Jail Gujranwala in Gujranwala District. Two convicted prisoners were hanged to death in Kot Lakhpat Jail of Lahore District. Sources said one of the convicts Allarakha had killed Tufail in Kasur District in 1996. Another two prisoners were sent to gallows in District Jail Sialkot in Sialkot District. Luqman and Salim had sexually assaulted a girl in 1999. In another hanging, one condemned prisoner was executed in Central Jail Sahiwal in Sahiwal Distirct. Another was hanged in Central Jail Multan in Multan District. In Balochistan, two prisoners were hanged till death in Central and District Jails in Mach, Bolan District.

An anti-terrorism court (ATC) in Quetta on April 22 declared 16 suspects of the Quaid-e-Azam residency attack case as fugitives, reports Daily Times. Quaid-e-Azam's residency in Ziarat was damaged by explosives and was set ablaze on June 15, 2013 whereas one Police official was also killed during the attack. According to reports, the hearing was headed by Judge Nauroz Khan in which the statement of the investigating officer was recorded. The court ordered to advertise the names of the suspects in three newspapers. The suspects include Herbiar Murree, Haleem Murree, Dar Muhammad Murree, Jamal Shah, Geo Murree, Abdul Pukar, Aslam alias Achu, Saifullah alias Saifu, Bairak, Rehman Gull, Abdul Sattar Murree, Ganbu Murree, Jabal Murree, Taio Murree, Umar Mannu and Baju Murree. The hearing of the case was adjourned till April 27.

Convicted murderer Saulat Mirza was hanged till death on May 12 (today) at Machh Jail of Bolan District, reports Dawn. Mirza had been on death row for nearly 17 years. Sentenced to death in 1999, Mirza was initially scheduled to be executed on March 19, 2015. But in a turn of events, video footage of Mirza hurling grave allegations at Muttahida Qaumi Movement (MQM) chief Altaf Hussain and other leaders of complicity in crime was aired on television channels just few hours before his execution on March 19. The President immediately stayed his hanging for three days after the convict sought more time to give information regarding target killers and their alleged patrons. A few days later, Mirza's hanging was put off again as authorities wished to interrogate him for crucial details in relation to his confession. A 10-member Joint-Investigation Team later questioned Mirza over his confession and eventually concluded that his disclosures did not constitute any ‘actionable intelligence or cogent evidence’ that could help the judicial process. On May 2, 2015, the trial court issued Mirza's black warrant for a third time, scheduling his hanging for May 12.

Chief of Army Staff (CoAS) General Raheel Sharif approved the death sentences of nine ‘hardcore terrorists’ involved in heinous terrorism activities, said a statement issued by the Inter-Services Public Relations (ISPR) on September 21, reports Daily Times. The ISPR said that some of those convicted were involved in sectarian attacks in Mastung District of Balochistan, killing of civilians and security personnel in Khyber Pakhtunkhwa (KP) and suicide attack in Nowshera District in KP. One terrorist was awarded life imprisonment, the ISPR said. The nine were identified as active members of Harkat-ul-Jihad-al-Islami (HuJI) and Tehreek-e-Taliban Pakistan (TTP). Said Zaman Khan, Jamshed Raza and Obaid Ullah were active members of HuJI. Mehmood, Qari Zubair Muhammad, Rab Nawaz, Muhammad Sohail, Aslam Khan and Jameel ur Rehman were members of TTP. Another convict, identified as Muhammad Imran, was an active member of an unnamed proscribed organisation. He was found involved in sectarian killings in Mastung District.
