The first annual report of the Royal Nepalese Army’s (RNA) Human Rights Cell, the RNA Human Rights Report 2061, has recorded 10,725 abductions and 72 killings by the Maoists during the last six months of the year. It also recorded 65 cases of explosion, 40 cases of extortion and looting, and 30 cases of threatening by the Maoists. Citing an Informal Sector Service Centre (INSEC) source, the report stated that the country has already incurred financial losses worth $1,095 million due to the Maoist conflict. The report also stated that the Maoists have destroyed 1,825 VDC buildings, 35 telecommunication towers, 420 post offices, 540 police posts and six hydro-power plants till date. Data in the report stated that 4,404 Maoists, 371 soldiers, 142 Armed Police Force (APF) personnel, 297 civil policemen, 15 personnel of the National Investigation Department and 579 civilians were killed within a year after the ceasefire was broken on August 27, 2003.

Nepal News reports that of the total 4,146 posts for the February 8 municipal elections, only 3,255 candidates have filed nominations across the country. The Election Commission (EC) is holding elections for 4,146 representatives in one metropolis, four sub-metropolis and 53 municipalities in 43 districts of the country. According to the EC, 236 nominations were filed for the posts of mayor and 192 for deputy mayor. Only 98 nominations were filed for 177 seats in Kathmandu metropolis, including 10 nominations for Kathmandu metropolis mayor and eight for deputy mayor.

According to Nepal News, the municipal elections held on February 8 saw an average voter turn out of 20 percent. According to Election Commission (EC), only 14 percent of the voters cast their ballots in Kathmandu Metropolitan City, while among its three municipalities, Lalitpur sub-metropolitan city, Madhyapur Thimi municipality and Kirtipur municipality registered 18, 13 and 33 percent voter turnout respectively. Nationwide, out of 1,443,310 voters, only 284,225 cast their votes. While voter turnout was the highest - 71 per cent - in Gaur Municipality of Rautahat district, the lowest – one per cent - was recorded in Lekhnath Municipality of Kaski district.

Nepal News reports that Independent candidates won the majority of the mayor posts across the country followed by the Kamal Thapa led Rastriya Prajatantra Party (RPP). The results of 35 municipalities announced so far indicated that 18 mayors and 14 deputy mayors were elected as independent candidates. The RPP led by Thapa won 15 mayoral and 14 deputy mayoral posts. Likewise, the Nepal Sadbhawana party won two posts of mayors and four deputy mayors. Samajbadi Party, Rastriya Prajatantra Party (Rastrabadi) and Nepal Samata Party won one deputy mayoral post each in the municipal elections. The result of Birjung municipality is yet to be announced.

According to Kantipur Online, the Government is attempting to minimize losses the royal government incurred in the name of security deals and royal expenditure. Quoting unnamed sources, the report said that the Ministry of Defense's order of two Chinese aircraft for the Royal Nepalese Army (RNA) will be cancelled. "Canceling of the orders will cost around Rs 50 million, which is much better than investing Rs 3 billion for unwanted hardware," the source said. The Ministry is also planning to cancel the deal for the purchase of two MI-16 Russian helicopters for which Rupees 200 million advances had already been paid. "If peace prevails, we won't need all these hardware that incur billions in operation and fuel," sources said.

Reports indicate that the Maoists, since July 23, have set up a check post on Mahendra Highway to collect donations from vehicles plying on the highway. They have set up a bamboo-made barrier at Ranigunj Chowk of Lalbandi-Phuljor road section, 45 km from the district headquarters Malangawa, Himalayan Times reports. Maoist cadres in combat dress collect Rs 10 from every vehicle, including passenger buses and cargo trucks, using a donation pad receipt with "security patrol help" written on it. They claim that the donation collected is meant for meeting the fuel expenses of vehicles used by Maoist patrolling teams deployed to check incidents of loot on the highway. Claiming it was difficult to do so with their own resources, military secretary of the second division of the Maoists' eastern command, Dinesh, said, 'we are collecting financial help officially in order to continue providing security to night buses.'

The 24-member National Monitoring Committee on Code of Conduct for Ceasefire (NMCC) on July 31 made public its first "observation" report on the 25-point cease-fire code of conduct signed by the Government and Maoists on May 18. The NMCC concluded that the separate letters written by the Government and Maoists to the UN seeking its help in the management of arms was against the spirit of the 12-point understanding and clause 3 of the code of conduct. It said the Government also violated the agreement by unilaterally writing the letter to the UN. The report has pointed out that some of the industries have not resumed full operation due to pressure from the trade unions of the Maoists and other political parties. It said local Maoist cadres were found to be reluctant in returning individual property they had seized and were not prepared to create an environment for the displaced to return home.

The ICDC has recommended that the fate of monarchy should be decided by a referendum, which should be held along with constituent assembly election. The members of the panel decided to keep the King without any power but they are silent regarding status of queen, crown prince and other royal family members. In the draft, the authority conferred by article 122 of the 1990 statute to the King to grant pardon and commute or remit sentences imposed by all courts and to appoint Ambassadors and to receive credentials from Ambassadors has been scrapped. There are 26 parts and 172 articles in the new statute as against 23 parts and 133 articles in the 1990 constitution.

The National Monitoring Committee on Code of Conduct for Ceasefire (NMCC) submitted its second report to the Government and Maoist talks’ teams on September 21 and urged the two sides to sign treaties on cease-fire, peace and human rights. The report analyses incidents and complaints of violations of the 25-point ceasefire code of conduct from July 20 to September 10. Seven teams of the NMCC had visited 17 districts and carried out case studies of violation of the code in Kavre, Palpa, Kathmandu, Dhading, Bardiya and Dang and received 779 complaints at the centre during the seven weeks of monitoring.

According to The Kathmandu Post, Maoists have been giving military training to 350 children of age group 12-16 years in the Bhorleni area of Basaha village development committee (VDC) for the last three days. Parents complained that their children sustained injuries during the forced training. Children from every family in the Chaudani, Siddhipur, Babla, Rampur, Basaha, Beltar, Sundarpur and Hadiya VDCs have been forcibly taken to training programme hampering their studies.

The High Level Probe Commission, formed some six months ago to investigate the atrocities committed during the April movement, submitted its report to Prime Minister Girija Prasad Koirala at his official residence in Kathmandu on November 20, according to The Hindu. The 1184-page report has indicted 202 high-ranking officials of the King's Government and recommended action against many. Though the report has also implicated King Gyanendra, a Commission source said, it has shied away from recommending action against him. Disagreeing with the report, two commissioners refused to sign it. Ram Prasad Shrestha and Kiran Shrestha said they will hand over their written disagreement on the report to the Prime Minister. "The report has acquitted the high-ranking officials but has recommended action against the people who implemented orders on the ground," Shrestha has been quoted as saying in the local media.

A report published by the National Human Rights Commission (NHRC) on December 13 informed that 11 persons were killed by the Government's security forces (SFs) and 15 by the Maoist insurgents since April 26, 2006, when the cease-fire was declared, reports Nepal News. It stated that resistance groups killed five people and villagers or unidentified groups killed seven persons while five people were killed in accidental explosions. The NHRC Acting Secretary, Dhruva Nepal, said several cases of physical torture in police custody, mistreatment and threatening of transport workers by the SF personnel were recorded during this period. Similarly, Maoists tortured civilians in the Kailali, Nepalgunj, Bhaktapur, Dolakha, Rupendehi and Kaski districts. Besides, Maoists also tortured two people in the Sindhupalchowk and Nuwakot districts after the signing of the peace accord on November 21, 2006. The Commission alleged that Maoists continued to force civilians to appear before the 'People's Courts', and carried on with extortion, abduction of civilians and confiscation of properties. Maoists also set up posts to collect taxes, which falls under the jurisdiction of the Village Development Committees and District Development Committees.
