Three parties, Unified Communist Party of Nepal-Maoist (UCPN-M), Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) on March 10 agreed to prepare the modality of the integration of Maoist combatants within five days and complete the integration process before the promulgation of the new constitution, reported Nepal News. It was reported that the three parties giving top priority to the conclusion of peace process within 40-45 days, agreed to form a taskforce comprising the representatives of the three parties to prepare the modality with a clear timetable of its implementation and submit it to the Special Committee, which would immediately start work on the modality. The meeting also dwelt on the possible integration of the combatants in Nepal Army, Armed Police Force and Nepal Police.

Top leaders of major parties have emphasised on political consensus for drafting the constitution and bringing peace process to a conclusion in time, according to Nepal News. The leaders admitted that there was no alternative to writing the new constitution and concluding the peace process within the stipulated time. Prime Minister Jhala Nath Khanal reiterated that the seven-point deal between the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and the Unified Communist Party of Nepal-Maoist (UCPN-M) was signed mainly with the aim to accomplish these two main tasks. He also stressed on the need to expedite talks among political parties to clear the mistrust over some issues concerning the constitution-drafting and the peace process, mainly the integration and management of Maoist combatants. Similarly, Maoist Chairman Puspa Kamal Dahal aka Prachanda said the parties now had a historical opportunity to give a constitution to the nation. "We need political, economic, social and cultural restructuring so as not to invite another conflict in the country," he said. Likewise, Nepali Congress President Sushil Koirala said the constitution-drafting could conclude within one month if the UCPN-M created a trustworthy environment. "The Maoists must implement the past agreements with parties to conclude the peace process," he added.

"The constitution can be written and the peace process can come to a conclusion within the stipulated time if major political partiers show commitment to these objectives," PM Khanal said on April 1. "When Nepal's political leadership demonstrates its readiness to move forward on the final elements of the peace process, we stand ready to provide limited support for some aspects of rehabilitation such as vocational training or to help ease the transition of these young Nepalis back into civilian life," Blake said in a testimony before the House Foreign Affairs Committee, Subcommittee on the Middle East and South Asia, adds Nepal News. "As an indication of their resolve to move ahead, the Maoists transferred command of their combatants to multi-party Special Committee this January that is overseeing the monitoring mechanism previously maintained by the UN," said he.

He added that it was impossible for the UCPN (Maoist) to capture the power at the situation. At a program organised here in the District, Pun, who is representing the Maoists in the government, said that the Maoists have already abandoned the ‘hardline course’. "The power cannot be captured at this point of time. We have also joined the democratic politics. Do not doubt in it," Pun said. Hinting at the approval of democratic line for peace and statute by the recent Maoist Central Committee, Pun, also a former People Liberation Army (PLA) combatant said the party has decided to move forward as per the demand of time and age. Unified Communist Party of Nepal – Maoist (UCPN-Maoist) chairman Pushpa Kamal Dahal On May 1 warned of agitation from May 29 if the Constitution Assembly (CA) is dissolved, reports Nepal News. The CA term ends on May 28. Addressing the May Day function organised by his party affiliated trade union at Bhrikutimandap, Kathmandu Dahal said his party would not tolerate if anyone tried to derail the peace and constitution writing process by conspiracy. Maoists raised the demand for CA and initiated the peace process and we cannot see the CA and the peace process aborted, said Dahal. UCPN (Maoist) central committee has recently adopted a political line that focuses at the peace process and the constitution writing as opposed to the strategy of people's revolt passed by the parties Palungtar plenum.

Different parties are likely to agree on integrating 8-10,000 combatants, according to an unnamed Maoist leader. Parties are close to deal on the mixed force. The Maoists have demanded that the PLA should be given the leadership of the mixed force. “We will settle the outstanding issues related to integration before the expiry of the current Constituent Assembly term,” said Maoist Standing Committee member Barsha Man Pun, adding, “We are ready to demonstrate flexibility to forge a new agreement.” Pun said they will settle the norms issue soon in consultation with other parties. The 10-point 'proposal' prepared by a panel headed by Sher Bahadur Deuba include deployment of an all-party committee to monitor the cantonment sites of the Maoist combatants; integration of the combatants on individual basis as per the standard norms of the security agencies; integration of maximum of 4000 combatants; immediate return of the properties seized by the Maoists during the insurgency and scrapping of the dual security to Maoist leaders. The CWC concluded that the CA's term cannot be extended unless there is concrete progress in the peace process. Mahara said withdrawal of such cases will not breach the Comprehensive Peace Accord. "However, political consensus is a must for the withdrawal of such cases," Mahara conceded. There are more than 300 cases filed throughout the nation against the Maoists cadres. Asked whether the government would drop the case against Maoists lawmaker Balkrisha Dhungel, Mahara said Government will withdraw only politically motivated cases. Dhungel has been implicated in a murder of one Ujjwal Prasad Shrestha in Okhaldunga District seven years ago during the insurgency. The Supreme Court (SC) had slapped a life sentence on Dhungel, in addition to seizure of his property in September 2010. Minister Mahara said there are several cases, many of them politically prejudiced, against UCPN-M leaders and cadres filed during the conflict, adds Nepal News. “I am the Home Minister, but there are cases even against me,” he noted. The ruling partner United Democratic Madheshi Front (UDMF) decided to sit for "decisive talks" with the Maoist leadership on whether to continue the coalition. A meeting of the UDMF concluded that Prachanda and Prime Minister Baburam Bhattarai need to renew their commitment to implement the four-point agreement, which paved the way for formation of the Maoist-Madheshi coalition Government. The Madheshi parties met a day after they warned Prime Minister Bhattarai that the coalition would be at stake if he continued to "ignore the coalition partners while taking important decides" and failed to show commitment to implement the four-point pact.

Prime Minister Baburam Bhattarai on December 28 claimed that the peace process will be taken to its logical conclusion and constitution will be promulgated within May 27, 2012, reports Kantipuronline. Speaking at a function organised by the Kaski Chapter of Federation of Nepali Journalists, he claimed the peace and constitution writing processes disrupted for the last three years was forwarded by the Government led by him. He said the process, which seemed to have been disrupted for few days, has taken pace again. The major political parties have been holding serious discussions so that the remaining task of the peace process will be concluded within a day or two, the prime minister said.
