The Kathmandu Post reports that the India-Nepal joint working group finalized the draft of the Treaty of Extradition and Mutual Legal Assistance at the two-day consultation meeting concluded on January 18. Further, on January 19 and 20, the Home Secretaries of the two countries would discuss the draft drawn up to amend an older treaty signed in 1953 and also streamline the process of extradition of criminals. Other highlights of the treaty are: effective border management through introduction of Identity Card system, to begin with on the Rupadiya border near Nepalgunj, and better vigilance along the 1,800-km-long border to check criminal and terrorist activities.

Talking to the BBC World Service on February 11, Indian Ambassador to Nepal, Shiv Shankar Mukherjee, said the monarch also explained the reasons for his recent step as he saw it. Mukherjee had met the King in Kathmandu on February 9. Meanwhile, Mukherjee also said India was "very concerned" as the Maoist insurgency in Nepal was spilling into its territory. "We have our own problem with left extremism in India," he added.

In the wake of recent political developments, India and Britain has suspended their military aid to Nepal. On February 22, Indian External Affairs Ministry spokesperson, Navtej Sarna, said that no military supplies had been delivered to Nepal since February 1 and added that India has urged the Nepalese Government to restore political processes, lift restrictions on the press and release all detained political leaders, academics and rights activists. "The issue of military supplies to Nepal has been under continuous review taking into account the evolving situation in that country", the spokesperson said in response to a specific question on whether or not military aid had been suspended. Meanwhile, Indian Ambassador to Nepal, Shiv Shankar Mukherjee, has reportedly conveyed to the Nepalese officials in Kathmandu that India would continue its civil aid. On the same day, British Foreign Secretary, Jack Straw, stated that the British Government had decided to suspend a planned package of military assistance to Nepal and added, "We are now considering with key international partners what our longer term policy for providing assistance to Nepal should be, including assistance with a humanitarian purpose." The three million pound package of non-lethal equipments included vehicles, night flying and communications devices and bomb disposal equipment.

Talking to reporters en route to Jakarta to take part in the Asian-African summit, Prime Minister of India, Dr. Manmohan Singh, said that "Nepal is the closest neighbour" and that the two countries should return to the process of close consultation. On April 22, King Gyanendra granted audience to the Indian Foreign Minister, Natwar Singh, on the sidelines of the Asian-African conference in Jakarta, Indonesia. During the meeting, Natwar Singh reportedly urged the King to initiate a process of reconciliation between political parties and the constitutional monarchy leading to restoration of multi-party democracy. Further Gyanendra held meeting with other leaders, including Chinese President Hu Jintao, UN Secretary General Kofi Annan and Prime Minister of Sri Lanka Mahinda Rajapakshe separately in Jakarta. This was the first high-level meeting between Nepalese King and leaders of other countries and the UN after the royal move of February 1.

Further, the Japanese Government has reportedly said it is concerned over the arrest of Deuba and former Minister Prakash Man Singh in connection with their alleged involvement in financial irregularities involving the Melamchi Water Supply Project. In a statement issued on May 5, the Japanese embassy in Kathmandu said, "As Japan together with the Asian Development Bank (ADB) is committed to be co-financers of the project, the embassy of Japan is watching developments very carefully." Having pledged $ 52 million, Japan is the second largest donor to the multi-million dollar Melamchi project that aims to bring drinking water from Melamchi river in Sindhupalchowk district to Kathmandu.
