After several rounds of talks between the governments of Nepal and Bhutan, the much-delayed joint verification of Bhutanese citizenship claims of ethnic Nepalese refugees, now staying in camps in Nepal after they had allegedly been ousted from Bhutan, is se t to commence on March 26, 2001. A five member Bhutanese team led by Dr Sonam Tshering arrived in Damak on 11 March to begin preliminary work for the verification. Joint Secretary in the Home Ministry Mrs Usha Nepal heads the five-member Nepalese team.

The speed of verifying the citizenship claims of refugees living in camps in Nepal has drastically picked up The Joint Verification Team (JVT) presently verifying the citizenship claims of persons of Nepalese origin who hold that they are Bhutanese citizens who were forcibly evicted by the Royal Government and Bhutan. The JVT was formed after several rounds of talks between Bhutan and Nepal, spread over many years, and the verification process commenced on March 26, 2001. On the first day, only two families were interviewed against a target of ten. When reports last came in, on March 28, the targets for the day were met. There are 15,000 families living in seven refugee camps in Nepal.

A news report on August 13 said that the government has nominated Finance Minister Dr. Ram Sharan Mahat to lead the Nepal delegation for the 11th round of the Ministerial level talks with Bhutan, proposed to be held between August 20-23 in Thimpu, the Bhutanese capital. The talks are aimed at resolving the issue of ethnic Nepalese in Bhutan. In the absence of a full time Foreign Minister (Prime Minister Sher Bahadur Deuba has retained this portfolio) the finance minister has been nominated to negotiate with the Bhutanese, whose delegation would be led by the Foreign Minister.

Nepalese sources, on August 21, indicated that Bhutan has not favoured a proposal to speed up the existing verification process of Bhutanese refugees of Nepalese origin presently residing in Nepalese refugee camps. This was reportedly disclosed by Nepalese Finance Minister Dr. Ram Sharan Mahat, who is heading his country’s delegation in the 11th Ministerial Joint Committee (MJC) meeting with Bhutan which began on August 20 in Thimpu. Dr. Mahat was reported by Nepalese media as saying that Bhutan has "…shown the inclination to carry on with the slow (verification) process for now." However, Bhutan’s Foreign Minister and head of his country’s delegation, Jigme Y. Thinley is reported to have told Nepalese media that Bhutan did agree theoretically with Nepal for the acceleration of the verification process. "We also agreed to simplify the verification and also to expedite the entire process", he added. He also denied that the verification of the refugees is going on too slowly saying that "…in this humanitarian issue we cannot define what is fast. No matter how faster we verify the refugees, it may still not be fast enough."

Nepal and Bhutan, at the conclusion of their 11th round of Ministerial meeting, reports on on August 23, 2001 said, announced in Thimpu that they have agreed to split a 10-member refugee verification team into two groups while adding one member each from the two countries. The decision is meant to speed up the verification process. The joint verification team commenced work in March 2001 and was authorised to make decisions that were previously made at the level of Ministers. Nepal and Bhutan have wide differences on categorizing the refugees. The talks have been on since more than a decade. The refugees living in camps in eastern Nepal are those people who claim that they are Bhutanese of Nepalese origin but were forcibly evicted from Bhutan by the Royal government.

Palace officials denied the charges immediately and said, instead, that Koirala was to be blamed for not giving in writing a directive to the Army through the National Defence Council for mobilizing troops against the insurgents. According to media reports, India and Nepal, on November 30, agreed to coordinate their actions on the border to prevent the flow of arms and assistance from Indian side to the Maoist insurgency in Nepal. This decision was taken during a discussion between Prime Minister Atal Behari Vajpayee and his Nepali counterpart Sher Bahadur Deuba. It was also decided that senior officials from both the sides will meet soon to work out ways to monitor and stop the Maoist insurgents in Nepal from exploiting their links with the extremist groups in India.

According to media reports on December 23, Indian and Nepalese government agreed to exchange secret information to check the rising activities of left-wing extremists, Naxalites of the Maoist Communist Centre (MCC), the Maoist insurgents in Nepal and the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, along the Uttar Pradesh-Nepal border. Both the countries have also reportedly agreed to conduct a joint survey of the no man’s land. Decisions to this effect were taken at a joint meeting of officials of both the countries at Nanpara in Bahraich district.
