The Hindu reports that disillusioned with party ideology, a top cadre of the Communist Party of India-Marxist Leninist-Janashakti (CPI-ML-Janashakti) of Odisha surrendered before the Karimnagar District Police in Karimnagar on April 10 along with four weapons, ammunition and INR 311, 000 in cash. The militants were identified as, Biraj Basumatary (22), Naresh Basumatary (21), Umesh Basumatary (20) and Tarun Narzary. The militant deposited four hand grenades, four live cartridges, four fuses, one magazine of pistol and a 9mm pistol. The militants Biraj and Naresh were trained in Myanmar and belonged to the 35th training batch of the outfit, while Umesh and Tarun were trained in Bangladesh.

The surrendered Maoist cadres include ‘deputy commander’ of Sironcha dalam (South Gadchiroli division of Maharashtra), Pasham Swaroopa (22), and Agaboina Sambaiah (24), member of Singanna dalam that operates in Narasampet and Kothaguda areas. The third member, Gosula Raju, belongs to Communist Party of India-Marxist Leninist-New Democracy (CPI-ML-New Democracy) had been underground since 2009. A top Communist Party of India-Maoist (CPI-Maoist) and self-proclaimed ‘area commander’ of Jamui-Banka zone, Heera Yadav (40), surrendered before the Police in Giridih District on April 3, reported The Times of India. Yadav surrendered along with a rifle, ten cartridges and some money in cash. Yadav, the son of Bachhu Yadav of Thansinghdih village, had recently been given the assignment and responsibility of Chanchal zone. The area comprises Giridih's Deori, Tisri, Lokainayanpur and Gawna; Kodarma's Satgawan and Markaccho, Kaaukol of Nawada District; and Khaira and Sono of Jamui in Bihar. Yadav had joined the Maoist fold in 2003.

Meanwhile, an ‘area commander’ of the CPI-Maoist, identified as Sanyasi Pujari alias Pravin, surrendered before the Police in Malkangiri District on April 3, reported The Hindu. Pujari was one of the bodyguards of former Andhra Odisha Border Special Zone Committee (AOBSZC) ‘secretary’ Modem Balakrishna alias Bhaskar. Pujari was part of the Papuluru Dalam (squad) of the CPI-Maoist since past six years which is active in the cut-off area of Chitrakonda reservoir and orchestrated the Kalimela Police Station attack in 2001, killing of one Sub Inspector of Police in Chopdola in Andhra Pradesh and Tekguda encounter. Pujari hails from Doliput village of Ralegada panchayat (village level local self-Government institution) under Chitrakonda Police Station limits and had joined the Maoists more than a decade ago.

Jaintia Hills Police arrested former HNLC ‘chief’ Julius Dorphang and seven of his associates, all surrendered HNLC cadres, at Khliehriat in Jaintia hills District on February 23, reports The Shillong Times. The Maoists were produced at the press conference addressed by Deputy Inspector General (DIG) of Police (Visakha Range) Swati Lakra and Superintendent of Police (SP) G. Srinivasa Rao at Narsipatnam. All of them belong to Galikonda area committee. The 25 Maoists were arrested in a forest between Cheepurugondi and Erragonda in GK Veedhi mandal (administrative unit) in Vishakhapatnam District. Among them were two senior members of the party-Tambelu Lambangi and Pangi Bheemaraju. Along with them, 11 armed militia and eight ordinary militia members were arrested. Three .303 riffles, one SBLD riffle and INR 100, 000 in cash were recovered from them. The arrested persons were being sent to remand, the officers said. Toffan, hailing from Gangapur village under Baragada Police Station in Ganjam District, said he decided to surrender to SP Rajesh Pandit after witnessing exploitation of Odia cadres in the state Maoist organization, which is being dominated by Chhattisgarh cadres. "According to him, there is a conflict between Odia and non-Odia cadres over leadership in the organization," the SP said. Toffan has provided the names of several militia members of Ghumusara Division of the CPI-Maoist, the SP added. Toffan, joined the Maoist organization in 2009, was acting as a courier for the Maoists, supplying rations and tiffins for the preparation of tiffin bombs. Suchitra was with Kishanji when he was killed in the encounter on November 24, 2011 in the Burisole forest area in West Midnapore District. Her surrender comes a year after her late husband Sashadhar Mahato, senior Maoist leader and a close associate of Kishanji, was killed in an encounter on March 10, 2011. Last month she married Prabir Gorai, a resident of Dhanshala village in the Lalgarh area of West Midnapore District. Gorai also surrendered along with Suchitra. Gorai is an activist of the Maoist-backed People’s Committee against Police Atrocities (PCPA) from Lalgarh, but does not have as many cases pending against him. The Telegraph adds that Suchitra had nearly 80 cases against her, including the attack on the Eastern Frontier Rifles camp in Silda in 2010 that killed 24 troopers, abduction of former officer in charge of Sankrail Police Station Atindranath Dutta in 2009 and the killing of two polling officers the same year.

An independent investigation conducted by The Sangai Express revealed that the former militant cadres are housed in Army/AR units to which they surrendered rather than housing them in rehabilitation camps or enabling them to earn their own livelihood. Notably, around 300 cadres of different UG outfits have surrendered to Army and Assam Rifles between September 2011 and April 2012.

Central Reserve Police Force (CRPF) and District Police surrounded the area following a tip-off that about 25 Maoists, including three ‘sub-zonal commanders’ had assembled near the Sirinya village. "During the encounter which lasted 30 minutes, Police CRPF combine fired fifty-two rounds. The surrendered Maoist was identified as Raj Kumar (35) of Japla village in Palamu. Three Policemen and a prisoner were killed when about 100 armed Communist Party of India-Maoist (CPI-Maoist) cadres, including women cadres, attacked a Police van carrying 32 prisoners from Giridih court to the divisional jail at Mahadev Chauk in Giridih District on November 9, reported The Times of India. The Maoists succeeded in freeing eight of their comrades from the prison van. Police said over two dozen prisoners in the van also escaped after the attack. One prisoner, Sanjay Mahto, who refused to alight from the van, was gunned down by the Maoists. Director General of Police (DGP), G S Rath confirmed that three Policemen including Assistant Sub-Inspector of Police (ASI) Prabhu Nath Singh, Constable Raj Kumar Das, driver Sadanand Gagarai, lost their lives while six Policemen and three prisoners were injured in the attack. According to Police, the Maoists had put a tractor on Giridih-Tundi road near Ajjidih Mode which is close to the jail at the Mohanpur industrial estate to prevent the movement of vehicles on the highway linking Giridih to Dhanbad. The Maoists later triggered blasts on a truck which was damaged and the traffic was disrupted. The armed Maoists hurled bombs on the Police van and started firing on the vehicle. The Police van was attacked from all corners by the Maoists, witnesses said and claimed even the houses close to the road were damaged. One of the huts got burnt in the series of explosions. Giridih Police confirmed the Maoists had looted three rifles from the Policemen escorting the prisoners. Late in the evening, Police claimed that they arrested two Maoists, involved in the attack, from Bengabad. The eight Maoists who escaped after the attack have been identified as Baijnath Tiwari, Mithilesh Mandal, Nemchand Mahto, Sahdeo Soren, Chotaka Marandi, Bipin Mandal, Pantosh Hembrom and Rampravesh alias Ramesh Mandal, according to jail superintendent Ashok Chaudhury. Jail officials later said, four prisoners Ramesh Mandal, Surendra Hajra, Arjun Yadav and Babloo alias Sanjay Verma returned to the jail on their own.

While depositing a pistol along with four rounds of ammunition, the ultra revealed that the outfit currently has 10 AK 47 machine guns at its disposal. The HNLC still has around 50 cadres, he said adding that the outfit has four camps in Bangladesh. He also informed that a couple of his colleagues wanted to join the mainstream as well. Wanniang had joined the outfit in December 2002 and entered Bangladesh through Mawsynram. He was closely associated with senior HNLC cadre Hep Koit, the ‘area commander’ of Dawki and was involved in several extortion cases. He further revealed that with an aim to expand its network and revamp its activities, the HNLC recently recruited 30 new cadres. The militant leader identified as Pao Khulen (73) is the Founder and Advisor of UTLA, presently working with the SK Thadou faction. His bodyguard has been identified as Mimin (24). Pao Khulen stated that he, along with few other leaders and cadres of SK Thadou faction of UTLA (UTLA-SK Thadou) were looking forward to join the mainstream of the society through peace talks with the Government. The two surrendered militants also laid down their weapons which include one 9mm pistol with six rounds and a carbine with magazine and 11 rounds.

Two Maoists surrendered in Koraput District on September 24. The surrendered Maoists are identified as Rout Wadeda and Braja Sirika of Podapadar village under Narayanpatna Police Limits. "We had joined the Maoists motivated by their ideology to work for the downtrodden and tribals. But of late, we realized that the extremists have completely deviated from their ideology and are torturing and murdering innocent villagers by labelling them as police informer," said the surrendered duo. Even as bomb attacks on security forces and high security zone marked the recent many days, a total of 114 militants belonging to different outfits surrendered with arms before Chief Minister O Ibobi and other dignitaries at the headquarters of Inspector General, Assam Rifles (South) at Mantripukhri in Imphal East on September 26. The 114 militants who surrendered included 16 People’s United Liberation Front (PULF) cadres, 18 United National Liberation Front (UNLF) cadres, 17 Kanglei Yawol Kanna Lup (KYKL) cadres, 18 People’s Revolutionary Party of Kangleipak (PREPAK) cadres, 12 Kuki National Liberation Front (KNLF) cadres, nine Kangleipak Communist Party (KCP) cadres, 11 People’s Liberation Army (PLA) cadres, one United People's Revolutionary Front (UPRF) cadre, two Kuki National Liberation Army (KNLA) cadres, six United Peoples Party of Kangleipak (UPPK) cadres and four United Naga People's Council (UNPC) cadres. The names and other details of the surrendered cadres were however not divulged. The cadres including some women laid down various weapons including AK-47 and HK rifles, lethod guns, carbines, pistols and revolvers. Addressing the biggest ‘Home Coming’ ceremony of the year, the Chief Minister said the day's event reflects the mindset of the youth and assured rehabilitation package for the surrendered militants.
