According to the New Indian Express, alleging growing contradiction and dishonesty in the left-wing extremist movement, a front-ranking ideologue of the proscribed People's War Group (PWG), Pilla Venkateshwar Rao alias Gautam, who carried a reward of Rupees 10 lakh on his head, surrendered to the police in Andhra Pradesh on April 15. Speaking to the media in the State capital Hyderabad, Rao said that he decided to quit the PWG, with which he had a 22 year association, as he was disillusioned with the functioning and policies of its leadership. Rao, a 46-year-old lecturer by profession, is reported to have handled ‘political classes’ for the PWG cadre across the country for the past two decades. "I have lost faith in the present leadership due to political dishonesty, stifling and inherent contradictions. The party has been continuously losing its mass base in Andhra Pradesh and Madhya Pradesh right from 1999, while the focus has been only on militarisation of cadre. In the given circumstances, I do not think the revolution will ever succeed," claimed Rao.

21 terrorists surrendered before the Army at Delta Force headquarters at Batote in the Doda district on April 17. According to Daily Excelsior, the surrendered cadres who belonged to the LeT, HM and Harkat-ul-Mujahideen outfits, also handed over 12 AK rifles, one sniper rifle, one SLR, two pistols, two wireless sets, 17 hand grenades and a large quantity of ammunition. This was the second major surrender ceremony after the State Government announced a rehabilitation policy for the terrorists in February 2004. Under the policy, a terrorist who surrenders will get Rupees 1.5 lakh worth Fixed Deposit Receipts, which can be encashed after three years provided that the terrorist leads a normal life and Rupees 2000 as monthly stipend for sustenance.

Separately, reports from Kathua district indicated that security forces, during a search operation in Billawar, recovered two 303 rifles, two magazines, 14 rounds of ammunition and two grenades. The security forces also averted a major tragedy when they defused two Improvised Explosive Devices (IED) at Sonabugh in the Lasjan area near Srinagar. Troops also recovered a bag containing three rifle grenades, 109 rounds of ammunition, five kilograms of explosives and three detonators at Rangmullah in the Pulwama district.

On October 22, two Hizb-ul-Mujahideen (HM) terrorists surrendered before security forces in Mahore area of Udhampur district. The first to surrender was Nissar Ahmed, who handed over one Universal Machine Gun, 8 UBGL rounds, one 303 Rifle with 32 rounds, nine hand grenades, one pistol silencer, one pistol magazine, eight pistol rounds, 3 AK magazines with 52 rounds and one ICOM radio set. The other terrorist to surrender was identified as Rahim, and he deposited one UBGL with 8 rounds, 5 hand grenades, three AGL rounds, 910 rounds of AK ammunition, one tear gas shell, two grenades, firing attachment for AK Rifle, 50 meter cordex wire, 13 PTD switch, nine IED switch, 33 electronic detonator and 30 detonators. Earlier two other terrorists, Abdul Gani of Damankote and Abdul Latif of Kangri had also surrendered in the area alongwith huge quantity of arms, ammunition and explosives.
