Communist Party of India-Maoist (CPI-Maoist) cadres beheaded one youth, identified as Sukhram Munda, at Gamaria Raja Bazaar under Adki Police Station limits in Khunti District on January 3 after branding him as a ‘Police informer’, reports Hindustan Times. "The headless body was recovered near a river bridge at Gamaria Raja Bazaar and the victim's head was found after a search of the area during the day," Sub-Divisional Police Officer (SDPO) AK Sinha said. A leaflet left by the Maoists read that similar would be the fate of Police "informers", SDPO Sinha said.

The Communist Party of India-Maoist (CPI-Maoist) cadres killed a villager, identified as Enkana Kadranga (35), at Tolopalesu village under Bandhugaon Police Station in Koraput District on January 7, reports The Times of India. Maoists suspected him to be a ‘Police informer’. According to sources a group of armed Maoists waylaid Kadranga, who along with three other villagers, was returning to Tolopalesu from Elgawalsa, within Bandhugaon Police limits, and killed Kadranga by slitting his throat with a sharp-edged weapon. The two companions of Kadranga were assaulted before being freeed. Sources said the Maoists belonged to the Jhanjabati Committee of the outfit.

The Communist Party of India-Maoist (CPI-Maoist) cadres killed a civilian on charges of being a Police informer in Malkangiri District in the night of January 18, reports The Times of India. The victim was, identified as Guru Khillo (48), of Tonkoguda village under Mudulipada Police limits of the same District. According to sources, a group of armed Maoists reached Tonkoguda and forcibly took Khillo away from his house. Villagers later spotted the dead body of Khillo in Bododural village. "The deceased was shot at. Maoists had tied his hands prior to pumping bullets into him. We are trying to retrieve the body," said an unnamed senior Police officer in Malkangiri. A Maoist letter written by Malkangiri Divisional Committee of the CPI-Maoist found at the spot mentioned Khillo was ‘punished’ for passing information to the Police about them. The letter also warned of similar consequences for anyone who tries to act as a Police informer. The Police, however, denied receiving any intelligence input from the deceased. "We have never ever received any information from the deceased. He was not our informer. Investigation is on and the reason behind the murder will be found out," an unnamed Police officer said.

Six Communist Party of India-Maoist (CPI-Maoist) cadres were arrested from two villages under Minapur Police Station in Muzaffarpur District after a group of 15 Maoists tried to kill a Police informant in Belahi-Lachchi village on January 20, reports The Telegraph. Three Maoists, identified as Vijay Paswan, Mahesh Patel and Roshan Kumar, were caught by villagers and handed over to the Police in the early hours. Three others were arrested from a nearby village. Senior Superintendent of Police (SSP) Rajesh Kumar said a group of 15 Maoists had raided the Belahi-Lachchi village to kill Manish Kumar, a ‘Police spy’, who escaped unhurt. The villagers, meanwhile, raised an alarm and caught Vijay, Mahesh and Roshan. The Police were soon informed and the Maoists were handed over to them. SSP Kumar said the Police also recovered a pistol, a crude bomb, seven cartridges and four cell phones from their possession. Around 6pm, three more Maoists from the group, identified as Mohammed Ishraful, Prabhu Sahni and Munna Rai were arrested during a raid at Feni Chhapra village also under Minapur Police Station, about 7 kilometres from Belahi-Lachchi. Eight pistols, a gun, an AK-47 rifle and 300 rounds of cartridge were recovered from them.

The Communist Party of India-Maoist (CPI-Maoist) cadres killed a civilian on charges of being a Police informer in Narayanpatna in Koraput District on January 23, reports The Times of India. Local villagers spotted the dead body of Bidyut Bisoi (33) near a temple in the outskirts of Narayanpatna. Sources said that a group of Maoists waylaid Bisoi, returning from the temple, around 9 am and attacked him with a sharp-edged weapon in broad daylight. Bisoi instantly succumbed to the injuries. Though the Maoists have not left any letter near the spot as usual, the Police, going by past records, believe it is the handiwork of the Maoists.

The body was recovered after a Police team conducted a search operation inside a jungle near Danga Natong village in Zikzak area of West Garo Hills. GNLA ‘area commander’ of Ampati, Rahul R Marak on January 28 had called up the office of a Garo daily Salantini Janera and claimed that the outfit had executed a villager on January 27 as he was a Police informer. Police have, however, refuted that Songchi was an informant.

A 35-year-old man from Kannvaram under Mampa Police Station in Koyyru mandal (administrative unit) of Visakhapatnam District was found killed on February 1, reports The Hindu. A letter left at the spot reportedly by some Communist Party of India-Maoist( CPI-Maoist) cadres said he was killed for being a ‘police informer', but the Police were looking at other angles. Seendri Bathro alias Badri was found dead with his neck strangulated. Circle Inspector of Koyyuru , Rama Rao said that Badri was not a Police informer and he had gone to Guntur District some time ago to work in a factory and visited his family in his village during Sankranti. In the past, Badri was beaten up by Maoists for trying to “dominate” others. He had differences with his cousin, Seendri China Ranga Rao, alias Sarat, a member of the Maoist party.

Their bodies were found on September 25 near Panasput. The gramrakshis were among nine persons abducted by Maoists a few days ago, said Superintendent of Police Akhilesh Singh. The gramrakshis were identified as Manik Khilo and Jagabandhu Khilo. Manik was from Handikhal, while Jagabandhu was from Joda Amba. While one of them was shot dead, the other’s throat was slit. According to sources, the Maoists claimed the two were Police informers. On September 20, former Sarpanch (head of Gram Panchayat, village level local self-government institution) Mistu Khara and a Naib Sarpanch (deputy Sarpanch) Raju Khara were abducted. According to sources, the teacher identified as Christopher G Momin was kept confined in a hideout of the rebels in Bajengdoba region in West Garo Hills District. The ANVC-B militants abducted him believing that he was working as a Police informer and demanded INR 700,000 for his release, police said on October 3. After realizing that they had kept captive a wrong person, the militant group released him. However, they demanded a sum of INR 100,000 from him as a ‘maintenance cost’ for the period he was kept as captive. It is not known whether the amount was paid or not.

In the last few years, the number of informers killed by the Maioists is almost equal to the number of SFs killed in the Maoist-hit states. Sources said in the last four years, on an average, more than 200 informers have been killed every year. According to official records, from 2008 to 2011, 920 informers were killed by the Maoists. The number exceeds 1,000 if one takes into account the killings till October 2012. The number of SF personnel killed from 2008 to 2011 is close to 1,200, while the count of civilians becoming a victim of Left Wing Extremism (LWE) in the same period is 2,270. Of the total civilians killed, 920 have been claimed to be the informers of SFs. The targeting of informers is becoming a major concern for the Ministry of Home Affairs (MHA). "This appears to be a well-planned strategy of the Maoists. Our forces are always dependent on the locals for information regarding rebels' movement and other operations. By eliminating them, the Maoists are hurting our operations," said a MHA official.

The body of Bhima Sisha was located near the village in the morning of November 20. The Maoists had slit open his throat with some sharp weapon. Later, they shot him from close range to confirm his death. According to the Police, through a handwritten letter left at the spot of murder the Maoists claimed that the deceased was a police informer, due to which he was given death sentence. Sisha was a peasant by profession who was also a small contractor involved in minor developmental works in the remote area.

Barwadih Police recovered the body of Vijay Singh from the Mahuadanr-Daltonganj Road, known to house several Maoist hideouts. Police also recovered five used cartridges from the area along with a letter in which the Maoists had claimed responsibility for the killing. Singh, native from Ranka in Garhwa District, had apparently quit the Maoist organisation and was trying to return to the mainstream under the influence of his family members.
