NDTV reports that three Policemen, including an Assistant Sub Inspector, a Head Constable and a Home Guard, were killed and four others injured in a landmine blast triggered by the Communist Party of India-Maoist (CPI-Maoist) cadres in Chatra District late in the night of February 28. The explosion occurred when a jeep carrying seven Policemen, who were returning after a search operation, drove over the landmine at Lakrai More in Tandua area. The Maoists also seized the weapons from the Policemen before escaping.

SFs arrested three cadres of United Tribal Liberation Army (UTLA), identified as Lamyougin Singson alias Gougin (18) Chungjalal Singson alias Aneo (30) and Thanglenmang Sitlhou alias Maimang (21) from Kanglatombi Bazar area in Imphal West District on March 27, reports Kanglaonline. On spot verification Thanglenmang Sitlhou disclosed that he joined the outfit in the month of January 2010 through one Robert Mamang working as guard of ‘defense secretary’. Further, they also disclosed that they were involved in snatching of arms and ammunitions from the Indian Reserve Battalion (IRB) personnel. Two Chinese hand Grenades and seven live rounds of AK-47 ammunitions were recovered from their possessions.

About 250 to 300 Maoist cadres including women cadres, raided the camp office of M/s ILFS & GR Infra Projects Limited at Morandih under the Hazaribagh Mufassil Police Station in Hazaribagh District in the night of May 14, and set ablaze 30 vehicles and equipments including five Miller machines, eight Hiwas (used in road construction) and eight tankers, one Batching Plant, a DG Set, besides other equipment, SP Pankaj Kamboj, said. The Police immediately rushed to the spot and in the gunfight a constable, Anand Mohan Das, was injured and the Maoists snatched his carbine as Das got separated from the Police Force in the darkness, the SP said. The Maoist cadres, who included women clad in black uniforms, had come from Churchu and Charhi which has thick forest and has border with Jhumra hills of Bokaro District, the SP said. The Mumbai-based company was engaged in the INR 50 billion construction of four-lane on the NH-33 between Hazaribagh and Ramgarh from September 2010, the SP added.

Three Communist Party of India-Maoist (CPI-Maoist) cadres were killed and as many Policemen were injured in a gunfight at Murhu in Khunti District on June 2.The gunfight ensued when a group of Maoists attacked a Police escort party at Murhu to snatch rifles from them near a bank, Inspector General of Police (IGP) S. N. Pradhan told PTI. Pradhan did not rule out the possibility of Maoists' plan to loot the SBI branch. Police inspector P. K. Mishra told newsmen at Khunti, that about 30 Maoists were involved in the attack and managed to take away three rifles of the injured policemen before fleeing the spot.

Some troopers of the force were involved in their regular chores near the camp of the 16th battalion of the Force in Bharaghati village when the Maoists started firing at them killing four troopers and leaving another injured, Ram Niwas, Additional Director General (ADG) anti-Maoist operations said. The Maoists also decamped with two weapons of the troopers, the senior officer said.

On October 4, unidentified militants shot at and snatched away Carbine belonging to Assam Police personnel of the 19th battalion deployed at Ambikagiri Border Outpost (BOP) along Assam-Arunachal Pradesh border, at Sadiya in Tinsukia District, reports Deccan Herald. Two of the policemen sustained bullet injuries on their legs. Ruling out the possibility of United Liberation Front of Asom (ULFA) being behind the incident as "they are not known for snatching away carbines", the Police suspected Communist Party of India-Maoist (CPI-Maoist) to be involved in the incident as Maoists had a presence in the area bordering Lower Dibang District of Arunachal Pradesh.

The Telegraph reports that Garo National Liberation Army (GNLA) militants looted seven rifles, including four Single Barrel Breach Loading (SBBL) guns, from a forest range office in East Garo Hills on October 3, without, however, harming the forest staff. According to the Police, around 15 militants in camouflage and carrying AK 47 rifles surrounded the forest range office located at Chidekgre, 4 kilometres from Williamnagar, the headquarters of East Garo Hills. The militants reached the forest office after crossing the Simsang river. After surrounding the forest office, the militants first seized the cell phones of the staff and forced all of them into one room. The militants, who took control over the forest office for nearly half an hour, asked the staff not to inform the Police. The staff finally informed the Police only on October 4. This is the first major attack by GNLA militants on any Government institution to snatch weapons, adds Shillong Times.

Patnaik said, “Emergence of Left wing extremism (LWE) in Assam, particularly in Tinsukia and Dhemaji Districts has added a new dimension to the laws and order scenario that needs immediate attention. Already Assam has been included in the Eastern Regional Bureau of the party”. Referring to the incident of snatching of arms from the forest guards in Dibru- Saikhowa National Park in Tinsukia, he said, “Now they started snatching arms from police and recruiting unemployed youths.” He further said, “It is important to note that recently PLA has initiated a meeting of representatives of North-east Maoist militants at Guwahati”.

The death toll in December 3 Communist Party of India-Maoist (CPI-Maoist) attack on independent Member of Parliament (MP) Inder Singh Namdhari in Latehar District increased to 11 on December 4, reports The Times of India. While five policemen and an eight-year-old boy died on the spot in the blast, three bodies were found in the forest during a search operation after the explosion. Two Security Force personnel, who were under treatment at a Daltonganj hospital, succumbed to injuries on December 4, taking the death toll to 11. Earlier it was reported that eight Policemen and two civilians were killed in the incident. Central Reserve Police Force (CRPF) Deputy Inspector General (DIG) B K Sharma confirmed the death toll reaching to 11 and looting of arms and ammunition by the Maoists after the attack. According to Latehar Superintendent of Police D B Sharma, the Maoists took with them 10 weapons, 2,000 ammunition and one wireless set.

Investigations revealed that a HM militant, Billal Ahmed, who was one of the associates of three militants wanted by the National Investigating Agency (NIA) in connection with September 7 blast outside Delhi High Court, had trapped Special Police Officer (SPO) Mohammad Hanief and killed him in Kishtwar in the night of December 10. The militant had also taken away an official weapon (AK-47) of the SPO. Investigations also revealed that Billal Ahmed, who had been recycled into militancy after surrender, had been working as a source of Police giving specific inputs about movement of the militants to the Police. According to official sources, Billal had been won over by the militants once again.

Union Minister of State for Home Affairs Jitendra Singh said that the ongoing anti-dam stir in Assam has caught the attention of the Centre, as the suspected Communist party of India-Maoist (CPI-Maoist) cadres have been mobilised for extensive propaganda. The Minister said, “The cadres have been utilised in extensive propaganda against mega dams in Assam”. The Minister said that CPI-Maoist is trying to establish organisational bases in the Northeast. The Upper Assam Leading Committee (UALC) of the CPI-Maoist is currently operating in Assam and Arunachal Pradesh and has been involved in incidents of looting of weapons and extortion from local villagers. The UALC has also engaged in recruitment and training of cadres for the outfit in Assam. “In this backdrop, Assam-Arunachal Pradesh has emerged as another theatre of Maoist activities,” Singh said, further adding that Government of India has alerted the State Governments concerned of the Northeast in this regard.

Local residents of Chandwa claimed that Maoists took away two firearms and 42 rounds of ammunition from security guards posted at the gate of the 2,000MW power plant under-construction power plant in the District. “The rebels took away two double-barrel guns. We heard that around 25 rebels struck in the wee hours of Wednesday and abducted three security guards. The guards, who were taken to a nearby forest, were released this morning only after they surrendered their arms,” a resident said.
