A civilian was killed and two others were injured in the firing over the protesters by the Central Industrial Security Force (CISF) personnel, who were guarding NHPC installation at Boniyar in Baramulla District, reports Daily Excelsior. The dead has been identified as 25 year old Altaf Ahmad Sood of Berneth, and injured as 70-year-old Abdul Majid Khan and 25-year-old Parvaiz Ahmad Khan of Bimyar village. Replying to question on reasons behind the people's protest, Principal Secretary Home, B R Sharma said the preliminary reports have revealed that the people wanted power supply to the area directly from the NHPC manned power station. He added, "As the people were protesting against the NHPC, it was appropriate for the NHPC authorities to seek assistance of local law and order machinery rather than dealing with the situation on their own.'' He further said that the CISF was not a part of the Counter Insurgency (CI) Grid operating in the State as they have been deployed by the NHPC exclusively for the security of their installations across the State. He also said that all paramilitary forces and State Police have once again been reminded of the SOP devised by the Home Department in consultations with the Union Home Ministry and asked to strictly adhere to it to avoid civilian casualties during the protests. The SOP was devised after 2010 summer unrest in Kashmir. Under the SOP, the protests would be quelled by ensuring that there were no or minimum injuries. The SOP was put in place in early 2011.

PTI reports that an alleged Pakistani smuggler was shot dead by Border Security Force (BSF) personnel when he infiltrated into Indian Territory in Amritsar in the night of January 17, reports CNN-IBN. On frisking the body, BSF recovered 17 kilograms of heroin packed in 17 packets with a street value of INR 850 million and Fake Indian Currency Notes (FICNs) with a face value of INR 1 million. Confirming the drug and FICNs seizure as well as the encounter of the Pakistani smuggler, senior BSF officials said on January 18 said the incident took place when patrolling troops kept asking the Pakistani smuggler to surrender but he ignored them and kept marching towards Indian Territory. BSF officials said the intruder was killed in cross-firing between the BSF and at least three people, who were trying to sneak into India Territory, adds Daily Pioneer. The incident took place near the Bheropal border outpost. The BSF troopers challenged the intruders, who were crossing the fence. However, they fired at the BSF and in retaliation one person was killed.

Security Forces (SFs) on January 19 shot dead Lashkar-e-Toiba (LeT) ‘commander’, Abrar Khan alias Abu Mavia alias Abu Wasim alias Mistry, hailing from Pakistan, in an encounter at Khaneti Mohalla in Salwa area of Mendhar in Poonch District, reports Daily Excelsior. Police sources said an operation was launched in Salwa area on specific information about the presence of Mistry in the forests. A contact with the militant was established at about 6am. His dead body was recovered later in the afternoon. Recoveries made from his possession included one AK-47 rifle with four magazines, one Under Barrel Grenade Launcher (UBGL), four UBGL shells, 107 AK rounds and one pouch. Mistry, an 'A’ category militants, was operating in twin border Districts of Rajouri and Poonch for past quite some time and had developed good network in Mendhar and adjoining areas.

The Shillong Times reports that the group of seven Garo National Liberation Army (GNLA) cadres armed with AK-47 rifles and SLR rifles shot dead two gate-keeper of Songsak village, West Khasi Hills District on January 19. The two gate-keepers are identified as Arbinius D Sangma and Bahkan G Marak, both residents of Songsak village. The State Police have launched a massive manhunt to arrest the gunmen involved in the killing. The Police said the killings were related to extortion money demanded by the GNLA earlier and also to create fear psychosis among the people, particularly the coal businessmen of the area. Sources informed that the GNLA had earlier demanded an amount of INR 2 million from the Songsak Mahari toll gate in West Khasi Hills District. The killing comes barely ten days after Home Minister HDR Lyngdoh, during his visit to Shallang Police outpost, had promised the local people that the outpost would soon be upgraded into a full-fledged Police Station to provide full security to the coal traders and residents of the area.

According to Police sources, a group of armed persons lobbed a hand grenade on Imphal West commandos. Police fired in retaliation during which the militant was killed. An estimated 82 per cent of the electorate exercised their franchise in Manipur Assembly Elections. Deputy Election Commissioner Alok Shukla said in New Delhi that a person, posing as a voter, entered a polling station in an interior area in Sugnu Assembly Constituency at around 12:30 pm and started firing indiscriminately, killing three polling persons, a voter on the spot and a Central Reserve Police Force (CRPF) man. An injured voter, who was taken to Imphal, succumbed to bullet injuries. The militant, who is yet to be identified, was shot dead by CRPF personnel posted at the polling booth.

He received a bullet injury on his head and died instantly. It is not known who the killers were but suspicion is on the GNLA. Enquiries revealed that Krupa Ram Majhi, ASI of Dharmabandha Police outpost, on a motorcycle, was escorting a water tanker to a Central Reserve Police Force (CRPF) camp at Goudha near Sunabeda sanctuary when the incident took place. Just about two km from the camp, the Maoists first blank-fired. As the ASI stopped his two-wheeler they surrounded him. While some took him away to the forest at gun point, others in the group detached the tractor hauling the water tanker, pulled it to the forest and set it ablaze. The Maoists, however, did not harm Constable Debnarayan Sahoo accompanying Majhi. As they vanished into the forest, Sahoo fled from the place and informed local villagers and authorities about the incident. Later the dead body of Majhi was recovered by the Police from a neighbouring forest in the sanctuary. Police suspect that the incident was the handiwork of the Maoists' Mainpur division, headed by one Sujatha, which operates in Nuapada and bordering Districts of Chhattisgarh.

Defence spokesman said that on information regarding movement of two to three militants in the Aloosa area of Halmatpura, surveillance cum ambush was launched in Ashtiung Nar. The spokesman said that the ambush party noticed suspicious movement in the area. "On being challenged, the ambush party of 27 Rashtriya Rifles was fired upon. A brief fire fight ensued. Later during the search of the area, one body and AK-47 along with ammunition were recovered. The body and the recovered arms and ammunition have been handed over to the Police", the spokesman added. Soon after the news spread about the killing, hundreds of people took to streets and protested against the killing. Large number of people gathered in the village Gurdal and held a protest demonstration in the morning of July 25. They later marched towards the Bandipora town and reached upto Manzgam. Security Forces on August 6 shot dead two Hizb-ul-Mujahideen (HM) militants and arrested another alive in a three hours long encounter at Leddri forests in Dachchan area of Kishtwar District, reports Daily Excelsior. The slain militants were identified as Aamir Ali Kamaal alias Aamir alias Akram and Mohammad Shaffi Hajam code Saqib. The arrested has been identified as Sajjad Ahmed alias Rezwan. Two AK-47 rifles, three magazines, 15 rounds, one Chinese pistol and one magazine were recovered from the site of encounter. The Inspector General of Police (IGP, Jammu) Dilbagh Singh said with the killing of two militants and arrest of another, 27 militants were left in Jammu region. Of the three, only Aamir was an accused in September 7, 2011, blast at Delhi High Court. Aamir, a prime accused, carried a reward of INR 2 million on his head — 1 million each from the National Investigating Agency (NIA), which has been investigating Delhi High Court blast, and from the State Government. Aamir was the first accused of the blast who has been killed, while three others, Amir Abbas Dev, Wasim Akram Malik (Junaid's brother) and a minor, had been arrested earlier in Kishtwar and handed over to the NIA. Four accused were still at large, including Junaid Akram Malik and Shakir Hussain alias Chota Hafiz of Kishtwar, Abu Saifullah and Abu Billal, both Pakistanis. Aamir had helped the two Pakistanis execute the blast. Sources said three HM militants, operating in Kishtwar, who were wanted to NIA in Delhi High Court blast included Aamir Ali Kamaal (killed on August 6), Junaid and Chotta Haafiz. All three carried a reward of INR 2 million each on their head. The NIA had announced a reward of INR 1 million on each of the three militants. The State Government had also announced an equal amount making it INR 6 million for three NIA wanted militants. The other militant killed was ‘area commander’, identified as Jakriel Sangma alias Rocky. The Police recovered AK-81 rifle and a revolver used by the two militants with several rounds of live ammunition of both weapons along with incriminating documents of the militant group. “The AK-81 was given on loan by the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB-RD). The arrested militants have also revealed to us that they had plans to buy new weapons and a sum of INR 1.5 lakh had been kept aside for the same,” informed Superintendant of Police Mukesh Singh. The incident took place when the Police followed the duo who were travelling in a vehicle from Tura to Rari village of Bajengdoba. The movement of the militants was revealed after one of the members identified as Roring Sangma alias Gud was arrested by Police in civilian clothes from Ringrey market of Tura on August 13. He was sent to Tura to purchase food items and make camouflage uniforms for the cadres of the outfit. He also confessed that the outfit had plans to abduct a businessman from Rari village. Based on his confession, police teams fanned out to different parts of Tura and managed to arrest Bilchang R Sangma alias Racheng of Rongrekgre village and Impu B Marak alias Bijoy Marak of Rongchandalgre village. Racheng was the ‘western commander’ of the militant group.

With this incident, the death toll in the ongoing violence between Bodos and Muslims has risen to 87.The clashes started on July 20.Hindustan Times adds that the village, 250 kilometer west of Guwahati and close to the Bangladesh border, is Muslim-dominated. “The cause of firing could even be internal economic rivalry. We are investigating all angles,” said LR Bishnoi, IGP (law and order). However, the attack followed a United Liberation Front of Asom (ULFA) warning against the Muslim settlers two days ago. Their bodies were found on September 25 near Panasput. The gramrakshis were among nine persons abducted by Maoists a few days ago, said Superintendent of Police Akhilesh Singh. The gramrakshis were identified as Manik Khilo and Jagabandhu Khilo. Manik was from Handikhal, while Jagabandhu was from Joda Amba. While one of them was shot dead, the other’s throat was slit. According to sources, the Maoists claimed the two were Police informers. Vivek Sahai, Inspector General (IG), CRPF, said, “We were running a training camp in Metala forest. Today at around 1.30 am, the camp was suddenly attacked by a Maoist sleeping squad. Our personnel retaliated. We lost two men. The incident occurred when a team of Army personnel from Rangjuli camp laid a trap in a dense jungle of Mebenram-Modipara, 10-12 kilometres from Adokgre. Security Forces (SFs) on November 24 shot dead a ‘divisional commander’ of Jaish-e-Mohammad (JeM) in Rafiabad area of Sopore in Baramulla District, reports Daily Excelsior. A joint operation was launched by Special Operations Group (SOG) of Jammu and Kashmir Police and Army’s Rashtriya Rifles (RR) after receiving a tip-off about the presence of Yasir Tunda at a hideout. Terming it a major achievement, the Police said that Yasir Tunda, a Pakistani national, was operating under the code names of Showkat, Shoaib and Shehzeb in Handwara area of Kupwara District and Rafiabad-Sopore areas of Baramulla District. Tunda had infiltrated into Kashmir valley in 2002. He became ‘divisional commander’ of the outfit in 2007 and was injured in an encounter in 2008. Tunda, according to Police, was involved in number of attacks on SFs and civilians including the killing of Peoples Democratic Party (PDP) leader Ghulam Mohammad Mir at Ladoora (Baramulla District) in 2008 and National Conference’s (NC) activist Ghulam Mohiuddin at village Chatloora (Baramulla District) in 2010.
