Security agencies were alerted in mid-2013 about a possible terror threat in line with the November 26, 2008 (26/11) Mumbai (Maharashtra) attacks in the Andaman and Nicobar Islands, Tribune India reported on January 12. Senior Government officials of the island administration said the alert was sent by India’s central intelligence agencies. “Following their alert, we took steps to guard our airport, helipads and crowded areas. The threat was on Havelock Island as maximum tourists throng the place,” said Andaman and Nicobar Islands Chief Secretary Anand Prakash. The overall security of the islands is coordinated by the Andaman and Nicobar Command (ANC), which was set up in October 2001. The ANC is a joint services command chaired by the Commander-in-Chief Andaman and Nicobar, under whom the Army, Navy, Air-Force and Coast Guard operate.

Coast Guard Director General Anurag G Thapliyal on January 31 warned that small fishing boats that do not have an automated identification system posed a threat to India’s coastal security, despite a 75 per cent increase in surveillance of the 7,500-km coastline, reports New Indian Express. He also noted, “The (coastal security) efforts are ongoing, but one cannot rule out the possibility (of 26/11-type attacks). You know the terrorist is always trying to find some out-of-the-box idea…But, we are quite sure that we have been able to mount surveillance in our areas very well. There are still some gaps, but we hope to fill them with the Coastal Security Network-II.”

A hi-tech vessel traffic management system was inaugurated at V O C Port in Tuticorin (Tamil Nadu) on February 7, according to The Times of India. Union Shipping Minister, G K Vasan inaugurated the vessel traffic management system installed at a cost of INR 87 million. It features state-of-the-art modern equipment like radar, an automatic identification system (AIS), an International Maritime Satellite Organisation (Inmarsat )-enabled ship security alert system and an ultra high frequency (UHF) modem with latest software design for detection, tracking and analysis of all vessels in the harbour waters and beyond with a coverage of 48 nautical miles. The Inmarsat service offers remote monitoring, tracking, weather updates, maritime safety information, maritime security and information under Global Maritime Distress and Safety System (GMDSS). Port officials said sophisticated radiation detectors, speed camera, swipe card system and boom barriers would regulate and monitor access of men and material to the port. The complex also has offices for port, customs and Central Industrial Security Force.

The Western Naval Command on February 7 conducted a review of the coastal security of Mumbai and rest of Maharashtra, reports Business Standard. The coastal security mechanism and measures to enhance it further were discussed at the meeting, an official said. Senior functionaries of state government, Navy, Coast Guard, Police, Customs, Shipping, Maharashtra Maritime Board, Port Trust and Fisheries Department were present. Vice Admiral Shekhar Sinha emphasised the importance of Maharashtra, particularly Mumbai, and the relentless synergy required to ensure robust coastal security. Issues such as monitoring of numerous landing points along the coast, regulation of traffic in harbour, monitoring of fishing vessels and pleasure crafts were discussed.

The Indian Coast Guard (ICG), has commissioned a station, ICG Frazerganj to serve as a new Forward Operating Base (FOB) in South 24-Parganas District of West Bengal, which will serve as a hub for coastal security operations in the sea areas off Sunderban, according to an official press note issued on April 14, reports The Times of India. The note read: "Recently acquired ICG hovercrafts will operate from the FOB, which is about 50 nautical miles from Haldia, the launching base for all the air cushion vehicles (ACV). Hovercraft operations in the country were first launched from the Haldia Hoverport in 2001." Two ACVs will operate from the FOB at any given time and will ensure regular surveillance of the IMBL (International Maritime Boundary Line) and the adjoining shallow water area around. In addition, various maritime operations like anti-poaching, search and rescue, pollution response and anti-piracy will also be their mandate. It will coordinate with the state administration, Police, customs, fisheries, forest department and other agencies including local fishermen to achieve an effective surveillance and security network.

Jyoti Basu, in-charge of CSG, Rameswaram said, "Coastal Security Group has been deployed in the area after police received information that ISI agents could infiltrate India from Sri lanka via Palk Straits. A new security system has been put in place to totally prevent infiltration." India on May 21 said it supports a stable maritime environment in Asia, including the right of maritime passage and unimpeded commerce in accordance with international law, reports Business Standard. Dinkar Khullar, secretary (West) in the Ministry of External Affairs (MEA) said in Shanghai (China) that India "recognises the priority needed to consider new approaches within the overall framework of the UN Convention on the Law of the Sea (UNCLOS) to promote international cooperation for the sustainable use of living resources of the high seas as well as mutually beneficial sharing of seabed resources located in areas beyond national jurisdiction". On terrorism, Khullar said it poses a serious threat to the security and well-being of our peoples. For increasing maritime surveillance in the Bay of Bengal region, the Indian Coast Guard (ICG), North East Region, on July 31 inducted another Dornier aircraft in its operational air enclave in Kolkata (West Bengal), reports The Times of India. This is the fourth Dornier aircraft to be inducted into the enclave operated by the 700 Squadron of the ICG. With intelligence inputs referring to a possible terror strike along the country's eastern coast, security has been strengthened in the Bay of Bengal. Radar stations are being set up at Sagar Island and Haldia. The Navy has also increased vigil along the eastern coast. The Navy's patrol boats travel up the Hooghly and keep tabs on all vessels, including launches that ply in the Sunderbans.

He said, "I know that fishing season will kick start from August 15. However, there are still many fishermen who haven't acquired their bio-metric ID cards. If we find any boat having fishermen without that card, we will send it back. Coast Guard will not allow any fishing activity without that card August 15 onwards". According to Sheoran, there are around 1.73 lakh registered fishermen in Gujarat, living in more than 900 coastal villages. "You may come back after some time, but, your boats will be given to ISI [Inter-Services Intelligence] for terrorist activities against India by Pakistan. During your stay in jail, ISI will also try to lure you and convince you to turn against your own country. Thus, you are putting national security at risk," said Sheoran.

The vessel is the fourth in its class and built on in-house design of state-owned Goa Shipyard Limited (GSL). INS Sumitra, which was commissioned at the Chennai Port Trust, would be based at Chennai under the operational control of Flag Officer Commanding-in-Chief, Eastern Naval Command. The ship is a well-balanced weapon-sensor platform, with the capability to undertake offshore patrolling, support high value assets and defence of offshore installations.The latest generation warship will join the Eastern Naval Command fleet for maritime surveillance and coastal security. The first, second and third of the series of 105 meter class of NOPV - INS Saryu, Sunayna and Sumedha were earlier handed over to the Navy by GSL.

"There is a threat perception from such agencies but the nation is prepared for it," said ACM Raha. Another crucial initiative after the November 26, 2008 (26/11) Mumbai (Maharashtra) strikes, the integrated national Maritime Domain Awareness (MDA) project, to swiftly detect, share and neutralise threats emanating from the sea, is yet to take its full shape. Only Phase-I of the coastal surveillance network - with 36 radar stations on the mainland, six in Lakshadweep and Minicoy and four in Andaman and Nicobar - has for instance become operational till now. The central hub of the National Command Control Communication and Intelligence Network (NC3IN) at Gurgaon, however, is now all set to be commissioned this month. "It connects 46 coastal stations along the country's coastline and island territories," said an officer. The IAF, too, has strengthened air defence measures to detect and shoot down "rogue" planes, with a critical step being the integration of military and civilian radars, if there is evidence they are in the process of being used as missiles to hit high-value targets. Structures like the JCAC (joint control and analysis centre) have progressively come up in cities like New Delhi, Mumbai, Bangalore, Chennai, Ahmedabad, Kolkata and Hyderabad. "But much more needs to be done. The hundreds of small airfields and landing strips dotting the countryside, for instance, can be used for small propeller-driven aircraft and microlights. They need monitoring 24/7," said another officer.

Most of the oil shipments passing through the Straits of Hormuz are bound for Japan, India and China. Reports said that al Qaeda plot, as it appears from its deep infiltration in Pakistan Navy, is to hijack the Pakistani warships and use it against the ships carrying oil to Asian and Western countries. The al Qaeda’s magazine talks about several vulnerable points in the Strait of Hormuz, which it says transports 17 million barrels of oil on a daily basis. Three 'state-of-the-art' interceptor boats were on November 15 inducted into the Indian Coast Guard (ICG) in Porbandar (Gujarat), adding firepower to marine security and shoring up search and rescue operation capacity in the sea, reports Zee News. Gujarat Chief Minister Anandi Patel commissioned the boats, C-409, C-411 and C-412, fitted with high-tech navigation and communication equipment and said the Government is maintaining a strict vigil along the coast. "A neighbouring country is close to Gujarat's coastal line. Therefore, coastal security is very crucial for Gujarat government, which has taken adequate steps to protect the country's interests," Anandi Patel said after commissioning the boats. "Our jawans [troopers] are serving the country with utmost dedication. The new boats will help them protect our coastal belt even better," she added. The vessels will be used in high speed interception, close-coast patrol, low-intensity maritime operations and surveillance besides search and rescue operations, ICG Deputy Inspector General (DIG) S.S. On November 23, a facility to collate and analyse data from radar stations across India, providing a sweeping coverage of the country's vast but vulnerable coastline was opened in Gurgaon (Haryana), reports The Times of India. Named, Information Management and Analysis Centre (IMAC), it will operate as a joint facility for the Navy and Coast Guard and will function as a nodal centre of the National Command Control Communications and Intelligence Network, which integrates the radars of both maritime forces. Defence Minister, Manohar Parrikar said he believed the IMAC would ensure a "99.99 per cent" shield against terror attacks like 26/11 (November 26, 2008), but admitted the surveillance network still has some gaps that need to be plugged and cited the example of non-availability of proper radar coverage between Mangalore (Karnataka) and Goa and Goa and Ratnagiri (Maharashtra). Parrikar sought the cooperation of states to make IMAC "100 per cent" successful.
