Activists set ablaze a motorcycle, damaged a car and an attempt was made to burn down the Bamunigaon panchayat office in Rabha-Hasong Autonomous Council (RHAC) areas during a 36-hour Bandh (General Strike) in Goalpara and Kamrup Districts. The strike was called by 34 organisations, led by All Rabha Students Union (ARSU), demanding elections to the Autonomous council and cancellation of the state panchayat elections declared last month. The strike also paralysed life in Goalpara and parts of Kamrup District as vehicles remained off the road.

A group of around 40 cadres of the Communist Party of India-Maoist (CPI-Maoist) set ablaze 27 vehicles at a road construction site near Lekha (Menda) village on Godalvahi-Dhanora road in Gadchiroli District on January 13, reports The Times of India. The area is some 6km from the state highway connecting Gadchiroli and Rajnandgaon (Chhattisgarh). The Maoists, most likely to be members of Tippagarh dalam (armed squad) and a platoon dalam, chased away the site supervisors before setting the vehicles afire. Reports said 20 tractors, two JCB machines, a road roller, two water tankers and two bikes were set afire. There were no injuries or casualties in the incident.

However, the Police department could not confirm the reports. Sources claimed that three vehicles belonging to a Hyderabad-based construction company were set ablaze near Kosmi village in the afternoon. A gang of over 30 armed Maoists reached the construction site and set ablaze a JCB, tractor and water tanker, with the help of fuel taken out from the same vehicles.

the Kuki State Demand Committee’s (KSDC) sponsored agitation entered its third day on January 27 in Manipur with a vehicle reportedly set ablaze along the Imphal-Jiri road (National Highway 37). KSDC information Secretary George Guite informed that their agitation will continue as long as the Central Government refuses to start a political dialogue with the Kuki militant outfits. The KSDC has started its ‘public blockade’ since January 24-evening in Kuki areas. At least 21 vehicles including 11 four wheelers have been damaged during the public curfew imposed in Kuki inhabited areas of Manipur by KSDC registering a boycott of the Republic Day celebration in Manipur, adds Nagaland Post. Police sources, on January 27, alleged that the vehicles were damaged by public curfew supporters at various parts of Churachandpur District where the stir affected mostly. The Times of India reports that the agitating Autonomous District Council (ADC) has urged Governor Gurbachan Jagat to direct the State Government to give autonomy and devolve powers to the council. About 156 irate members belonging to six District councils - Ukhrul, Tamenglong, Churachandpur, Chandel, and two in Senapati District including Sadar Hills - threatened to resign en-masse if their demands are not met. A 15-member delegation of the ADC Coordinating Committee Manipur (ADCCCM), led by its convener, Ngalangzar Malue, submitted a memorandum to the Governor on January 24 lamenting that no real powers have been devolved to the six councils so far. The memo also urged the governor to report to President Pranab Mukherjee about "the failure of the administration at the grassroots level as a result of the negligence of the mandated District council Governments in hill areas of Manipur."

Eleven persons were killed and many injured when Security Forces (SFs) opened fire to quell groups of protesters ransacking polling stations and preventing other voters from casting their ballots at several places in the Rabha Hasong Autonomous Council (RHAC) areas in Goalpara District during the third and final phase of Panchayat (village level local self Government institution) elections on February 12, reports The Assam Tribune. The clashes that erupted between the SFs and groups of protesters armed with machetes, knives, iron rods and sticks left three dead at Kathalmuri Palsa under Dhupdhara Police Station, two at Kachadal under Ranjuli Police Station, one at Siluk under Dudhnoi Police Station, three at Bekipool under Khrishnai Police Station and two at Dhuptola under Mornoi Police Station. According to sources, four columns of Army have been pressed into service to contain the situation in the district amid unconfirmed reports of fresh group clashes spreading to new areas. Meanwhile, curfew was clamped in the areas under Mornoi Police Station after fresh reports of group clashes between two communities were reported from Dhuptola area following killing of two persons who allegedly placed two hand bombs outside the polling station at Raikhashini Jawaharlal Nehru Vidyalaya. Earlier, mob set ablaze a village under Krishnai Police Station where around 60 houses were destroyed. The mob also indulged in brick-batting and torched two police vehicles, a bus and a Bolero vehicle standing on NH-37 leaving some Central Reserve Police Force (CRPF) personnel and the Officer-in Charge of Krishnai Police Station, Haten Ali Ahmed, injured. The series of clashes occurred following a call given to the people living in the RHAC areas by the Rabha Hajong Joint Movement Committee (RHJMC), an umbrella organisation of 34 bodies, to oppose holding of Panchayat elections in the RHAC areas. In the meantime, according to official sources, the Goalpara District recorded a peaceful polling of 60 percent at the 659 polling centres while polling could not take place at the rest 173 centres.

A Policeman was injured when supporters of the 36-hour Goalpara District bandh (general strike) clashed with the Police at Pancharatna under Kharmuja Police outpost on March 19, reports The Telegraph. Officer-in charge of Kharmuja Police Outpost, Marmuj Ali, was injured when nearly 500 strike supporters staging a blockade on the road allegedly attacked the Security Forces (SFs). The situation turned violent when the Police tried to clear the road for vehicles. The supporters then attacked a Tata Sumo at Pancharatna about 300 metres away from Naranaryan Setu and set it ablaze. The driver of the car was also injured in the attack. Protesters also set ablaze a truck at Kumri area in the District. Police later had to fire blank shots in the air to disperse the mob. With the arrival of additional SFs and senior Police officials, a semblance of normalcy returned. The bandh was called by non-Rabha and non-tribal organisations under the Non-Rabha Co-ordination Forum (NRCF) to register its protest against the inclusion of non-Rabha and non-tribal dominated villages in the Rabha Hasong Autonomous Council (RHAC). They demanded the exclusion of the names of 394 villages dominated by non-Rabha, non-tribal and Garo population from the draft of villages in the council, the preparation for which is under way.

A trader was transporting about 70 bags of Tendu leaf after buying it from Khariar. "The Maoists asked the truck driver to get down. Then they lighted the diesel tank and stayed at the spot till the truck was reduced to ashes,” said a police officer quoting the driver. They however didn't leave any poster at the spot. The Shillong Times reports that a Shillong (East Khasi Hills District) bound Meghalaya Transport Corporation (MTC) bus was set ablaze by suspected armed Garo National Liberation Army (GNLA) cadres in North Garo Hills District on June 5. It was at around 7.40 am that five to six suspected GNLA militants stopped the MTC bus coming from Tura at Dingrepa, nine kilometres from Bajengdoba in North Garo Hills and gave just four minutes for the passengers, mostly students, to come out of the vehicle. The militants fired in the air to force the occupants out of the bus and then set it ablaze. Empty cases of ammunition of weapons were recovered from the site after the militants fired in the air. Police recovered a note of GNLA, written both in English and Garo, which was earlier handed over to the driver. The note, written in the letter pad of GNLA, said that the outfit resorted to violence since the Government was indifferent to its various demands. The Non-Rabha Co-ordination Forum (NRCF) and the All Assam Non Tribal Students' Union (AANTSU) have called the bandh in Goalpara and Kamrup Districts in protest against the announcement of elections to the Rabha-Hasong Autonomous Council (RHAC) without excluding the non-Rabha villages from the area. In another incident, goons attacked some daily labourers of a rubber garden at Bhalukdubi while they were at work. ‘Secretary’ of AANTSU, Altaf Hussain, said, “We have no objections against the council elections but we can never support the polls if the non-tribal villages are not removed from the Rabha Hasong area. If the villages are not deleted then the non-tribals will live as second-class citizens in the Rabha Hasong Autonomous Council, which we can never tolerate. Moreover, in some villages of the council, non-tribal citizens have been denied the right to vote. Therefore, we will go to any length to stop the council election ”.

So we will start a civil disobedience movement from tomorrow”. He said their programmes were manifold and warned that the movement could turn “more violent”. “Our supporters may block roads, railway tracks and post pickets in front of offices. The government will be responsible for any untoward incident,” Ali warned. According to Superintendent of Police (SP), Nitul Gogoi, added that Additional SP Rosie Kalita and nine other police personnel were injured during the stone-pelting. A splinter group of alleged Communist Party of India-Maoist (CPI-Maoist) set ablaze a van belonging to a former Gram Panchayat (village level local self-government institution) member at Kuthlur village, on the fringes of the Kudremukh National Park, in South Kannada District, early on November 9, reports The Hindu. The group, comprising around 15 people, accused the gram panchayat member, who is an environmental activist, of “aiding the government in displacing the tribal people.” The Maoists, all below the age of 30, knocked on the door of Ramachandra Bhat (42), the former gram panchayat member and currently working for the non-governmental organisation, Wild Cane, that seeks to rehabilitate villagers in the national park, and asked him to come out. When he refused, they set fire to a shed and van parked there. They also set fire to a two-wheeler. The Police said the ‘Maoists’ did this in protest against what they termed as forcible eviction of tribals from the park area.

The tower was blown up on the eve of the Maoist-sponsored bandh (shut down strike) to register protest against the ongoing ‘Operation Greenhunt’. The bandh virtually crippled life in Dumaria, Imamganj, Banke Bazar, Raushanganj, Mohanpur and Gurua Police Station areas of Gaya District and Nabinagar, Amba, Deo and Madanpur areas of neighbouring Aurangabad District. The impact of the bandh under Gurua Police Station area of Gaya has caused concern in administrative circles as, in recent times, Maoist activity in the Gurua area was much less and earlier bandh calls given by the Maoists were largely ignored by the villagers. The Maoists ordered the construction workers sleeping at the site to move to safer positions and torched the vehicles including dumpers and pay loaders. The Maoists also raised revolutionary slogans and warned the construction company owners against future violation of the 'levy' (protection money) demand made by them. The SP said, "Investigation is on to find out whether the villagers died during a cross-firing between the two militant groups or were attacked by the KPLT militants. According to information received, a group of KPLT militants, armed with sophisticated weapons, entered the Borlangso village and attempted to set several houses ablaze. No casualty on either side has been reported so far, sources said. Miscreants accompanied by suspected KPLT militants torched around 20 abandoned houses at a Rengma village in the Borlangso area of the district adds The Telegraph. Earlier, seven houses belonging to Rengma people were torched by unidentified miscreants on December 27 in a village, located 3 km away from the Chokihola Police Station.

In two different incidents in the night of December 29, Communist Party of India-Maoist (CPI-Maoist) cadres attacked a Congress Party leader at G.K. Veedhi and set ablaze a tractor at Chintapalli in Visakhapatnam District, reports The Hindu. Maoists assaulted Congress leader K. Somalingam Padal and burnt a motorcycle belonging to Satyanarayana, an employee of the coffee plantation, at Pedavalasa of G.K. Veedhi mandal (administrative unit). The same night, a tractor hired by the AP Forest Development Corporation was burnt to ashes by the Maoists at Charlapalli village of Chintapalli mandal. The target of the Maoists was Congress leader V. Anand at Pedavalasa but when they could not find him, they attacked Somalingam Padal. The attack against the Congress leaders was to show their anger and resentment against their support to the Police for establishing a Police Station and for providing food and shelter, according to G.K. Veedhi Inspector G. Rambabu. Padal’s wife had contested the recent Panchayat (local body) elections in the agency area against the diktat issued by the Maoists.
