The Naxalite group is reported to have responded positively announcing that it was ready for a simultaneous implementation of cease-fire. PWG ‘secretary’ Ramakrishna told Deccan Chronicle over phone that the organisation was prepared to negotiate through talks. He said that the Government should involve all those who were playing an active role in restoring peace in a democratic manner. The PWG demanded that the Government should withdraw rewards for the capture/killing of Naxalites who were underground. He also said police officials should not be involved in the negotiations. Ramakrishna further added that the police should immediately stop combing operations and allow the PWG to carry on with its political campaign and maintain restraint. However, a report in The Hindu indicated that the PWG has rejected the Chief Minister Y.S. Rajasekhara Reddy's appeal that its armed cadre should confine themselves to forest areas arguing that it has every right to propagate its ideology as a political party. However, it has sought to assure the Government that its cadre will not resort to any `armed actions,' if Government forces also observe `restraint.'

The Andhra Pradesh Government is reported to have agreed to the PWG's pre-conditions for talks which include complete cessation of violence for three to six months, constitution of a committee with `neutral intellectuals' to monitor human rights violation during the period of cease-fire and protection and safe passage to its emissaries. After holding talks with the representatives of Peace Initiative Committee in Hyderabad on June 15, Home Minister K Jana Reddy stated that the PWG's three conditions were acceptable to the Government.

The People's War Group (PWG) in a three page statement on June 15 signed by the 'State committee secretary', Ramakrishna, and the 'Politburo' member Prakash has stated that announcing a ‘simultaneous ceasefire’ for three to six months and a guarantee for the safe passage of its representatives at the peace talks was an essential prerequisite for holding any negotiations with the State Government. In a response to the Home Minister Jana Reddy's statement on the issue of talks, the outfit indicated for the first time that its ‘State Committee’ members would hold talks with Ministers once the modalities were worked out by its yet-to-be named emissaries with Government representatives. The PWG response indicated that once the ceasefire was agreed upon and announced, a committee should be formed to enforce the ceasefire agreement and also examine violations of the agreement, if any. The outfit also expressed willingness to name the emissaries but added it would be done only after the ‘simultaneous ceasefire’ came into effect.

Jharkhand Chief Minister Arjun Munda on June 20 welcomed the offer of the People's War Group (PWG) to talk to the State Government. "It is a good beginning. We will later work out the modalities of talks," said Munda, after the PWG made the offer in a letter faxed to him. The left wing extremists (also called Naxalites) have set eight conditions for talks, including the withdrawal of paramilitary troops from the State and an inquiry into gun battles in which several Naxalites have died. The Chief Minister, however, refused to comment on these conditions.

According to New Indian Express, in a letter addressed to Chief Minister Rajasekhar Reddy, he emphasised transparency in the dialogue process, as it was a major issue concerning the people. On June 22, left-wing extremists (also called Naxalites) of the People’s War Group (PWG) reciprocated the Andhra Pradesh Government’s "goodwill" gesture and announced a cease-fire for three months, paving the way for peace talks. The PWG also nominated Ramakrishna, 'secretary' of one of its three committees, to interact with the Government on holding talks. The announcement was made by the PWG politburo member Prakash in the capital Hyderabad. On June 16, Home Minister K Jana Reddy had declared a three-month ceasefire with immediate effect against the PWG and other like-minded groups in the State.

In a letter signed by Diwakar, spokesperson of the Andhra Pradesh-Orissa border zonal committee of PWG, the outfit expressed hope that the withdrawal of security forces and release of prisoners would create an atmosphere in which talks could be held. The letter also asked for the withdrawal of alleged false cases against the Naxalites and their sympathisers. The PWG also put forward a 12-point agenda for the proposed talks.

At a news conference in Hyderabad on August 29, the Janashakti emissaries for peace talks with the Government - Chellapalli Srinivas Rao and Chandranna - said the combined decision of PWG and Janashakti not to give up weapons, which was announced at a public meeting organised by Janashakti at Rudraram in Medak district on August 27, will be communicated to the Government within two days.

According to Deccan Chronicle, on September 3, the People’s War Group (PWG) and Communist Party of India - Marxist Leninist (CPI-ML Janashakti group) emissaries, Varavara Rao, Kalyan Rao, Gaddar, Srinivasa Rao and Chandranna, presented an alternative proposal to the Andhra Pradesh Home Minister, Jana Reddy, according to which both sides should set aside the seventh clause — that the Naxalites should not carry arms during its political campaign — and enter into the ceasefire agreement. The emissaries also proposed that both parties could arrive at a decision on dropping of the arms issue after deliberating on it in the face-to-face discussions scheduled in the second phase. The Home Minister said he would discuss the alternative proposal with the Cabinet and inform the Naxalites of the Government’s reaction by September 10.

The Naxalite outfits claimed a broad agreement was reached on this matter but Home Minister K Jana Reddy disputed that claim. He insisted he was still not agreeable to extremists carrying weapons during political activities and asked the talk referees to persuade them to eschew guns. The Naxalites, however, agreed to make disputed clause VII of the ceasefire agreement, which stipulates laying down of weapons, a part of the agenda for the talks, which will resume on October 16, today. ‘State secretary’ of the erstwhile People’s War Group (PWG), Ramakrishna, who briefed the media separately, said despite reservations, both sides had reached an agreement on the terms of the ceasefire, which would be signed on October 16, today. Accordingly, the guerrillas would not cease to carry weapons into villages, he added. The Hindu reports that the first round of peace talks between the Andhra Pradesh Government and PWG, Janashakti resulted in a ceasefire agreement. The ceasefire will be in force "as long as the talks continue" and not merely for three months as announced earlier by the Government. The agreement was reached without a written document signed by both the sides. The five-member Naxalite team insisted on the Home Minister, K. Jana Reddy's signature after preparation of a document. But the latter held that such an arrangement was needless. He pointed out that the existing ceasefire was being implemented on the basis of the correspondence between them during the last four months. With the weapons issue taking most of the time, the first day's talks did not make much headway on the 10-point agenda. Jana Reddy headed the government team, which comprised of Minister for Revenue Dharmana Prasada Rao, Social Welfare Minister D Redya Naik, Municipal Administration Minister K Ranga Rao, former Minister T Purushotham Rao, P Venkat Rao and Tirupati Urban Development Auth-ority chairman Karunakar Reddy and former minister K Kesava Rao. The Naxalites put forth four demands — withdrawal of criminal cases against participants in people's struggles, release of political prisoners, scrapping of rewards on the heads of revolutionaries and a check on the activities of anti-social elements and armed mafia gangs. This came as a surprise to the Government side, led by the Home Minister, K. Jana Reddy, which expected the naxalites to abide by their resolve to take up "people's agenda." After eight-hour long negotiations, Mr. Jana Reddy stated that the issues raised by Naxalites would be referred to the Government and the final decision made known before conclusion of the current round of negotiations.
