Meanwhile, Chief Minister (CM) Naveen Patnaik on January 8, expressed concern over inroads made by the Left Wing Extremism (LWE) in four central Odisha Districts and asked senior Police officers to pay special attention to curb their influence, reports The Hindu. Addressing the valedictory function of senior Police officers’ conference in Bhubaneswar, CM Patnaik said, “The Left wing extremism continues to be a major concern for the State. Though we have been able to contain the menace to the areas bordering our neighbouring States, the recent movement and activities of the Maoist cadre in the districts of Bolangir, Kalahandi, Kandhamal and Boudh is worrisome.” “We should handle this new development effectively. We have already created adequate resources in terms of manpower, equipment and other logistics supplemented by the deployment of central armed police forces. There is no reason why the police leadership cannot counter the inroads made by the Maoist into the central Odisha,” the Chief Minister pointed out.

The Odisha State Government has decided to chalk out a ‘new strategy’ to check Left-Wing Extremism (LWE) in the State, particularly Balangir, Kalahandi, Kandhamal and Boudh Districts at the unified command meeting on January 13, reports The Times of India. Earlier, Chief Minister (CM) Naveen Patnaik said LWE continues to be a major concern for the State at the senior police officers' conference. "To tackle the Maoist menace in the State, the meeting focused on two crucial issues - strengthening intelligence gathering network and proper coordination between local Police and central paramilitary force," a senior police officer, who attended the meeting, said requesting anonymity.

The Central Reserve Police Force (CRPF) Director General (DG) Prakash Mishra has said Maoist menace is coming back again in Odisha and Telangana after lying low for some time with the overall situation in Left-Wing Extremism (LWE)-affected States remaining "fluid", reports The Times of Indiaon February 19. The DG said while LWE activity in Odisha had by-and-large cleared up, it is now "coming back" in Narayanpatna area of Koraput District. He added "There could be many reasons (for this) -- non-application of Standard Operating Procedures or lax Policing. The inherent danger is always there...even in Telangana and some places in Andhra Pradesh." "As of now, I would say the situation is fluid but if the drive (operations and development together) continues as it is at the present, then I think it (Naxal violence) is going to take a turn for the better only. There shouldn't be any let down (in operations and development works) in affected areas," he said when asked to give his assessment of the Left Wing Extremism situation in the country. He also said "But, you cannot wish away the problem (Naxal violence) till the area under their control is taken back totally. We have to create a development hub in these areas so that after security forces conduct an operation, the gap is filled up by ushering in development works in such areas. "The idea is that Maoists do not get space to organise themselves back."

The Centre is ready to talk to Maoists if they lay down arms without any conditions, Union Minister of Home Affairs (UMHA) Rajnath Singh said in Bhubaneswar. He said “If they lay down arms and shun violence, we are ready to talk to them within the constitutional limits.” Expressing satisfaction over the success in anti-Maoist operations in the region, the Minister said “I have reviewed the security scenario in Andhra Pradesh and Odisha. There has been improvement in curbing Maoist violence.” Asked about the status of the Integrated Action Plan (IAP), a special development scheme for Maoist-affected areas, the Minister said “Implementation of the IAP has been discussed in detail. We will revive the programme.” In Bhubaneswar, Chief Minister Naveen Patnaik appealed to the Home Minister to sanction two companies of Central Forces for combating Maoists.

As many as 184 security personnel and 259 civilians were killed by CPI-Maoist in Odisha from 2005 till date (March 28, 2016) Chief Minister (CM) Naveen Patnaik informed the Odisha Assembly on March 28, 2015, reports The New Indian Express. In a written reply to a question from Duryodhan Majhi, Bharatiya Janata Party (BJP), the Chief Minister said the killed security personnel included 36 from Andhra Pradesh and nine from Chhattisgarh. He said 152 Maoists were killed in Police encounters during the period. As many as 919 Maoist-related violent cases occurred in the State since 2005, he added.Further, the CM added that annual incidents of violence related to CPI-Maoist have remained below 100 during the last four consecutive years in Odisha, reports The Hindu on March 29. Since 2013, the number of LWE violence reported from different districts has come down below 80 per year in sharp contrast over 100 incidents of violence each in preceding four years, said CM Patnaik. The year 2009 was the worst year in terms of numbers of violence. In that year, 148 such cases were reported while the following year (2010) too witnessed large incidents of violence. But in last three years, 2015, 2014 and 2013, numbers of violence in each year remained between 70 and 80. Till February 29, 2016, there has been report of 26 such cases. Security Forces have managed to neutralise over 20 Maoists in a year on four occasions. The CM said since 2014 as many as 171 Maoists had surrendered before the State Government. But out of 171, only 68 Maoists surrendered and joined the rehabilitation policy. Two of these surrendered Maoists were members of Central Committee and State Committee. At present, 19 Districts of Odisha are affected by the Maoist violence while there are recent reports of Maoist activities in Boudh and Angul Districts. To combat the Maoists, 17 battalions (9 CRPF and 8 BSF battalions) of Central Armed Police Force are supporting the State police. Odisha has received INR 2,955.79 crore under the Integrated Action Plan, Security Related Expenditure Scheme, Special Infrastructure Scheme, Construction and Strengthening of Fortified Police Scheme and Modernisation of Police Forces Scheme.

Singh while speaking to media persons during his visit to Ganjam and Berhampur on April 18 said that Maoists from outside the State are planning for something inside Odisha, reports The Hindu. He further said Odisha Police were prepared to thwart any plans of the Maoists. The Times of India adds the DGP as saying that nine out of 30 districts in the state have been identified as Maoist-affected and the movement of the Maoists is largely felt in Kandhamal, Boudh and Kalahandi Districts.

The Communist Party of India-Maoist (CPI-Maoist) cadres operating in Chhattisgarh are now entering Odisha as they have lost support from the Odia people to carry out their operations, a top Police official said on May 1, reports The Business Standard. "They don't have local support and operate with Chhattisgarh cadres mostly," Odisha's Director General of Police (DGP) K.B. Singh said. Following a spurt in Maoist activities in areas bordering Chhattisgarh, Andhra Pradesh and Jharkhand, operations would be intensified in these areas very soon, he added. He further said Police this year (2016) have been involved in eight encounters with Maoists. Special Director and Additional Director General of Police (ADGP) (Intelligence) Arun Kumar Sarangi said that among the listed Maoist cadres, 15 per cent were in Odisha, 55 per cent in Chhattisgarh, 15 per cent in Andhra Pradesh and the remaining 15 percent in Maharashtra and Jharkhand.

Police in collaboration with the Malkangiri District administration and the Border Security Force (BSF) organized a mega community policing programme at Badpada village, situated in the worst Communist Party of India-Maoist (CPI-Maoist)-hit cut-off area on May 12 to create a friendly environment between the law-enforcing agencies and people, reports The Times of India. This comes days after the Maoists warned security personnel of retaliation alleging police excesses in the cut-off area. The programme comprised rural sports and games, entertainment, folk dance, awareness drive and medical camp with a message against the Maoists apart from addressing the grievances of the villagers. Over 5,000 tribals from 20 nearby villages attended the programme. "The villagers were made aware of the anti-tribal and anti-development attitude of the rebels and urged to join hands with administration for their all-round development," said Deputy Inspector General of Police (DIG) (South-West Range) S. Shyni, who interacted with the villagers at the programme. The villagers complained about lack of irrigation facilities, drinking water, education and road network, said Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra.

The Communist party of India-Maoist (CPI-Maoist) has called for bandh (general shutdown strike) in Odisha, Andhra Pradesh, Telangana, Chhattisgarh and Maharashtra on November 3to protest against the Malkangiri encounter in which 30 Maoists were killed, reports odishatv.in. In a statement issued by Maoist’s Central Committee, Pratap, a self-styled spokesperson, has given the bandh call in Andhra Pradesh, Telangana, Odisha, Chhattisgarh and Maharashtra. The Maoist organisation also alleged that Prime Minister Narendra Modi-led Central Government, along with Odisha and Andhra Pradesh Government’s, were favouring Bauxite mining in the tribal area against the will of the locals. Our primary goal is to free the entire state from the grip of the Communist Party of India-Maoist (CPI-Maoist), says Odisha, Director General of Police (DGP), K B Singh, reports The Telegraph on November 5. In an interview with the Telegraph, he said, “We have been successful to some extent. We have the required manpower, but we need more forces to intensify our operations. At present, we have 18 battalions of paramilitary forces. We have urged the central government to send two more battalions.” Further, answering to the question on cannabis cultivation turning into a major source of funding for the Maoists, he replied, “The area under cannabis cultivation has been reduced to a great extent. Crime branch has undertaken a number of drives with the help of satellite imageries and local inputs. Now, ganja cultivation is confined to Angul, Boudh, Kandhamal and some parts of Ganjam district.”

It is to be noted that, combing operation was intensified in Machkund, Ankedeli, Nandapur, Narayanpatna, Laxmipur bordering villages in Koraput District by security personnel and several check posts were erected to check the infiltration of Maoists from neighbouring Malkangiri District and Andhra Pradesh few days back.
