According to The Hindu, the Centre has told the States that they could hold peace talks with Naxalite (left-wing extremist) groups, provided they laid down arms. At a conference of senior police officers of nine States, affected by Naxalite activity, in Hyderabad on April 13, the Ministry of Home Affairs offered to provide the states with all assistance to effectively deal with extremist violence. The nine naxal affected areas are Andhra Pradesh, Chattisgarh, Bihar, Jharkhand, Maharashtra, Uttar Pradesh, Orissa, West Bengal and Madhya Pradesh. M.L. Kumawat, Special Secretary (Internal Security), praised the Andhra Pradesh model of policing to tackle Naxalism, but regretted that Chhattisgarh accounted for 48 per cent of the country's Naxalite violence.

During the 23rd Co-ordination Centre meeting on left-wing extremism on April 26 in New Delhi, the Centre asked the Maoist-affected States to gear up their machinery to tackle the menace, which is posing a major threat to internal security, according to Telegraph. Union Home Secretary Madhukar Gupta, chairing the meeting, told the Chief Secretaries and Directors-General of Police of the Maoist-affected States to keep a constant vigil on the movement of Maoist groups, training camps, weapons, hideouts and sources of funds. Major affected States like Chhattisgarh, Jharkhand, Orissa and Bihar reportedly made detailed presentations of their action plans to counter the problem. During the meeting, it was decided that Orissa is to get a third India Reserve Battalion to combat the growing Maoist problem while Jharkhand was reportedly criticised for not following proper procedures in combating the problem. Some of the States, including Jharkhand, requested the Union Home Ministry to allow States to take the assistance of the army in evacuating police personnel from the venue of incidents, if the need arises.

An estimated 16 people comprising police personnel, civilians and extremists die each year in left-wing extremism related incidents in Orissa. The State Home Secretary T.K. Mishra told Zee News in the State capital Bhubaneswar on May 1 that 39 extremists, 38 police personnel and 37 civilians were killed in the last seven years. He further said that while the Government has been trying to equip its police personnel, the extremists have already spread their network in 15 of the 30 districts of the State. "We have demanded inclusion of five more districts under the Security Related Expenditure (SRE) scheme so that the state can avail additional funds to tackle extremism in those areas", Mishra said adding only nine districts of Orissa have been included in the SRE scheme.

Replying to a notice for adjournment on left wing extremist-related violence at Deogarh and Koraput, Patnaik said 14 States were affected by the left-wing extremism. Over the past seven years, the casualty figure in Orissa was 103 as against 941, 930 and 1867 in Chhattisgarh, Jharkhand and Andhra Pradesh, he informed. Denying the opposition charge that the police were demoralised and unable to tackle the Maoist problem, Patnaik claimed that his government had taken systemic steps to improve the efficiency of the police. Over 10,600 posts had been created and 4806 constables recruited. The India Reserve Battalion was formed and two more such battalions are to be established, he added.

The Centre has provided INR 149.1 million to Orissa during the current financial year for tackling the Naxalite (left-wing extremist) problem that is spread across 16 districts, according to Naxal Terror Watch. The State government has decided to set up a Special Intelligence Wing, Special Operations Group and Special Security Wing to strengthen the police force. Besides, police stations in the Naxalite-affected areas are also being repaired and strengthened. Chief Minister Naveen Patnaik said that jails in the Naxalite-affected areas were being fortified and their staff being given special training. “Employees’ strength in 84 police stations in the affected areas had been increased and four special security battalions had been established. Police personnel are being given anti-Naxalite training gradually”, he added.

The Task Force on Naxalites on December 13 underscored the need for more synergy between the affected States and the Centre to effectively deal with left-wing extremism, according to New Indian Express. The Task Force meeting in Bhubaneswar was presided over by M. L. Kumawat, Special Secretary (Internal Security) in the Union Home Ministry. The meeting discussed security preparedness as well as intelligence gathering network in all the affected States. Nodal officers on Naxalites and intelligence representatives from nine States – Orissa, Andhra Pradesh, Chhattisgarh, Maharashtra, Madhya Pradesh, Uttar Pradesh, Bihar, Jharkhand and West Bengal – attended the meeting. Talking to the media after the meeting, Kumawat stressed that the synergy was required in all fields, including development works and security aspects. Naxalite violence, Kumawat informed, has considerably decreased in the recent times. He refuted claims that in some areas of the States the Naxalites run a parallel administration. “The State is mighty and democratically elected governments can never be wished away like that”, he said. There was, however, no commitment from the Centre to the demands of the states for deployment of more Central Reserve Police Force personnel. Kalinga Times reports that the Orissa Chief Minister, Naveen Patnaik urged the Central government to increase financial assistance for police modernisation and stressed on the need for raising more India Reserve Battalions (IRBs) to tackle the growing Maoist problem in the State. Speaking at the Chief Ministers' Conference on Internal Security in New Delhi on December 20, Patnaik demanded sanction of five more IRBs for Orissa. He asked the Union government to give a special grant of INR 300 million for the Training Resource Centre (TRC) of Special Operations Group, which is coming up near Bhubaneswar. The TRC is being developed as a permanent Training Resource Centre for counter terrorism, jungle warfare and anti-extremist operations, Patnaik stated. Urging the Centre to expand the scope and coverage of the police modernisation scheme, Patnaik said the size of Police Modernization Scheme for Orissa be enhanced from INR 265 million to INR 600 million. Further, Patnaik sought sanction of Central assistance for upgrading capability of the remaining 58 police stations located in the areas affected by Maoist violence, and sanction of another coastal police station for Puri. Patnaik also urged the Centre to consider deployment of two more battalions of Central Para-military Forces in the State. Underlining the need for implementation of a composite socio-economic package for the Maoist-affected areas, Patnaik said there was a need for relaxation of existing norms of the ongoing schemes and creation of a special fund for direct and immediate intervention to fill up the critical gaps.
