In a bid to fight the Communist Party of India-Maoist (CPI-Maoist) menace, tribal people will be recruited directly to the Police force, Kerala home minister Ramesh Chennithala said on January 9, reports The Times of India. Talking to reporters after a meeting with senior police officers in north Kerala, the minister said the decision to recruit adivasis (tribals) directly - for the first time - was taken after considering the suggestions of tribal organizations. "As many as 200 tribals will be recruited as constables in the first phase," Chennithala said. The minister said the Police would be entrusted with overseeing the implementation of development projects in tribal areas. District Police chiefs will hold consultations with District collectors to address issues affecting such areas. "Those helping Maoists directly or indirectly will be closely monitored. Strong action will be initiated against them if there is credible evidence," Chennithala said. Urging the media not to glorify Maoists, he said a meeting of news editors would be held soon. He added that the state would provide protection to cops involved in anti-Maoist operations. Meanwhile, in view of increasing extremist threats in the State, the city Police have decided to create a visual database of possible suspects by recording public events and demonstrations held in Kochi using video and still cameras, reports The Times of India. The intelligence wing of the Police department is reportedly updating the database of suspected activists using video footages and photos following an increase in extremist activism.

He said that the Maoists should be confronted ideologically. “Through talks, they should be weaned away from extremism. There is no need to spend crores of rupees for containing 10 or 20 Maoists. Kerala Minister for Home Ramesh Chennithala said that the Communist Party of India-Maoist (CPI-Maoist) s’ attempt to implement their politico-military campaign in the State had been thwarted with the arrest of Roopesh and four others from Coimbatore, reports The Hindu on May 8. Addressing a press conference in Kochi in Ernakulam District on May 7, Chennithala said he regarded the arrest as a critical turning point in the fight against Maoist infiltration, achieved through the concerted efforts of the Police forces of Kerala, Karnataka, Tamil Nadu and Andhra Pradesh. Steps have been initiated to get custody of the arrested. Eighteen cases had been charged in the State for Maoist activities, including against Rupesh, the Home Minister added.

The arrested Maoists should be treated as political prisoners, he said. He said that the Government should find solutions to the social issues raised by Maoists instead of meting out inhuman treatment to them. Rajendran also cautioned the Government against any attempt to suppress the issues by unleashing combing operations against the activists who were highlighting reality.

"We will be very careful," Kerala Chief Minister Oommen Chandy said when asked about the Maoist problem in some parts of the state and the arrests of its top leaders, including Roopesh, his wife Shyna and their comrades from Coimbatore earlier this month. Kerala Government on July 4 said it was committed to ending Communist Party of India-Maoist (CPI-Maoist) threat but made it clear that the activities of the Left-Wing Extremists (LWEs) could not be suppressed through force, reports The Hindu. Kerala Home Minister Ramesh Chennithala in a Facebook post said that “the Government has no illusion that it can suppress Maoist threat by using force” but made it clear that the Government was committed to ending the challenges posed by the banned outfit. The government also did not want to crush any peaceful protest and violate the Human Rights of any person, he added. Referring to media reports that Maoist leader Roopesh, who is now in jail, had planned to stage a sit-in, the Minister said it was a welcome step as “the Maoist leader has chosen a peaceful path instead of violence”. He also claimed that the government had ‘succeeded’ in preventing the efforts of Maoists to make inroads in tribal areas through its development initiatives.

Security has been strengthened along the Tamil Nadu–Kerala border in Coimbatore and The Nilgiris Districts on October 17 afternoon, following reports of attacks by Communist Party of India-Maoist (CPI-Maoist) cadres on Police personnel and reported exchange of fire at Agali in Kerala i. “More than 600 Police personnel have been deployed for surveillance to check for Maoist intrusion,” said Inspector General of Police (IG), West Zone, K. Shankar. Meanwhile, Kerala Home Minister Ramesh Chennithala has condemned the attack on a Police party by armed Maoists at Attappady on October 17, reports The Hindu. A press note quoting him said Kerala society would never approve of the move to eliminate Policemen tasked with maintaining law and order. “Such ambush tactics will only create terror in the tribes people and sabotage developmental activities in tribal areas,” he added. Chennithala further said the tribal population would isolate the assailants.
