The meeting has decided to demand before the Union Government to deploy additional 12,000 specialised security personnel such as 10 battalions of Commando Battalion for Resolute Action (CoBRA), and the Naga battalion, famous for countering guerrilla warfare. Officers also placed a demand of two additional battalions of District Reserve Forces (DRS), comprising local tribal’s youth and surrendered Naxals.

At least 15 Communist Party of India-Maoist (CPI-Maoist) cadres were killed in five days by Security Forces (SFs) in Chhattisgarh, the Central Reserve Police Force (CRPF) said on May 16, but added not a single body has been recovered so far, reports Hindustan Times. One CRPF trooper was also killed in the operations while two others were injured, a spokesperson of the CRPF said in Delhi. Some of the slain rebels could have been involved in an ambush that killed 25 CRPF jawans in Sukma on April 24, one of the biggest losses faced by the central force engaged in anti-insurgency operations in the state, it said. The number of Maoist casualties was based on information provided by villagers on the borders of Sukma and Bijapur Districts besides the ground troops, the official added. The operations were carried out between May 12 and 16 by State Police and CRPF’s Commando Battalion for Resolute Action (CoBRA), a special unit raised to tackle Maoist insurgency. “As per teams (which took part in the operations) more than a dozen Maoists were killed in (three) encounters and it could be more as we don’t know the exact number,” said DM Awasthi, the State Police’s Special Director General in-charge of anti-Maoist operations.

Chhattisgarh Police in Raipur District told reporters that security in Naxal [Left Wing Extremism (LWE)] affected areas of Bastar region has been stepped up as the Communist Party of India-Maoist (CPI-Maoist) cadres are observing ‘Jan Pituri’ (Revolutionary Week) on June 5, reports The Indian Express. Bastar division comprises of seven Districts namely Dantewada, Bijapur, Bastar, Narayanpur, Kondagaon, Sukma and Kanker. ‘Jan Pituri’ week is observed every year in the memory of their slain leaders of CPI-Maoists. During this period which generally coincides with the arrival of monsoon, CPI-Maoist cadres focus on recruitment of fresh cadres by spreading their propaganda. An internal probe report has suggested conspiracy in the April 24 Communist Party of India-Maoist (CPI-Maoist) ambush on a Central Reserve Police Force (CRPF) party at Burkapal in Sukma District leading to massacre of 25 troopers, reports The Asian Age on July 5. The Bharat Sanchar Nigam Limited (BSNL) towers in the region had gone dead hours before the deadly ambush was carried out and started functioning after the attack, an internal probe report of the CRPF has disclosed, indicating a conspiracy angel. Sources in CRPF stated that there should be thorough probe into the aspect to “nail” Maoist moles, if they existed, in the government machinery. This is the first time an official probe has hinted at sabotage leading to one of the deadliest attacks on Security Forces (SFs) in Bastar Division. The report has revealed that security establishment had overlooked “vital clues” indicating preparations by the Maoists hours before the attack. According to the report, locals were seen busy celebrating an “unseasonal” festival in Burkapal on the intervening night of April 23-24. The next day, when the attack was carried out, the whole village was found deserted. Chhattisgarh Police on July 5, claimed to have identified seven Communist Party of India-Maoist (CPI-Maoist) cadres killed during anti-Maoist strike ‘Operation Prahar’, carried out at Tondamarka in Sukma District in between June 23 and 25, reports New Indian Express. The Police had earlier claimed to have killed 15-20 Maoists in the operation, said to be the biggest so far against Maoist, on June 24. Sukma Superintendent of Police (SP), Abhishek Meena, citing inputs received from locals, said the Police had ascertained the identification of the seven killed in the encounter. “The deceased Maoists were identified as Udka Lakhu, Sodhi Budhra, Podium Suresh, Muchaki Jogi, Madvi Hidma, Vetti Joga and Sodhi Lakhe, all belonging to Peoples Liberation Guerrilla Army (PLGA) squad of Maoists,” the SP said. The Police had then also claimed that top Maoist ‘commander’ Hidma had sustained bullet injuries. On Sunday (July 2), the Bastar-based South Sub-Divisional Bureau of CPI-Maoist ‘secretary’ Ganesh Uike issued a statement claiming that their organisation had lost one cadre in an encounter with forces and others that the Police claimed were just villagers. On April 24, 2017, 25 Central reserve Police Force (CRPF) personnel who were providing security for a road construction work were killed in a Maoist attack in Burkapal area of Sukma District.

The letter released by the Maoists asked the villagers to boycott the meeting initiated by the Police community, which was earlier supposed to take place on September 7, as the collector scheduled to be at the meeting, was on leave. The letter has also barred the villagers from visiting the nearby market, threatening to kill them if they do so.

Officers involved in the anti-Naxal [Left Wing Extremism (LWE)] told, “Hidma is being projected as the tribal face. With increasing pressure of Security Forces (SFs) in Bastar, the Maoist battalion needed encouragement and Hidma’s battalion has been exceptionally successful in combat against the SFs. It has less than 10% casualty ratio in every combat compared to the security forces and its morale is extremely high. To maintain a large formation like battalion is a tough job and Hidma has successfully managed that.”

Meanwhile, in a belated report, the 10 villagers, including women Sarpanch (head of Panchayat, a localself Government institution) and Deputy Sarpanch, who were allegedly abducted by the Maoists on September 16, have been released in Sukma District late on September 20, reports Business Standard. “All the hostage villagers were released last night (September 20) and they have reached to their village Chintagufa safely,” Sukma Superintendent of Police (SP), Abhishek Meena said. The Maoists took them to Kasalpada and two other villages where they held ‘jan adalat’ (People’s court) and warned them not to help the administration in carrying out development activities in remote areas. Maoists have also threatened them asking not to attend meetings held by the District administration to address the grievances of villagers, the SP said.

According to intelligence reports, the Maoists are now expanding their base beyond their usual bastion of Chhattisgarh’s Bastar District to the tri-junction of Madhya Pradesh-Maharashtra-Chhattisgarh (MMC) in order to support their existing strongholds in Sukma and Dantewada Districts. The report also reveals that under the Odisha State Committee (OSC) of the Maoists, Rayagada, Kandhamal and Kalahandi Districts in Odisha are also emerging as hotbeds of Naxal [Left wing Extremism (LWE)] activity, with the “absence of road infrastructure in these regions aiding the Naxals.The Andhra-Odisha Border (AOB) region, the report stated, is also seen by Naxals as a safe corridor between the Dandakaranya region in Chhattisgarh (areas such as Sukma and Dantewada) and the forests of Jharkhand. “The planning of Maoists is to build a new battlefield in the MMC tri-junction area with an aim to create a new guerilla zone. They discussed the need to expand their battle zone towards the north and then the east to create a corridor with their old battle zones of Odisha and Jharkhand,” the intelligence report states.
