A Patna Police team, on January 24, stumbled upon a diary in Beur Central Jail in Patna that has names of people who paid levy to jailed Communist Party of India-Maoist (CPI-Maoist) leader Ajay Kandu, reports The Telegraph. Kandu, the alleged mastermind behind the November 2005 Jehanabad jail break, is in the Beur jail that was raided by a Police team headed by Patna Senior Superintendent of Police (SSP), Manu Maharaj. Acting on a tip-off, the SSP with a Sub-Divisional Police Officer (SDPO) and officials from the District administration reached the jail around 2.50am and conducted the raid. The Police also seized six mobile phones, four chargers, a few packets of marijuana, four knives, packets of khaini (chewable tobacco) and earphones during the search.

According to data collated by the National Bomb Data Centre (NBDC) of the National Security Guard (NSG), the areas affected by Naxalism [Left Wing Extremism (LWE)] saw a 21 per cent increase in bomb blast incidents in 2016 as compared to 2015, reports The Indian Express, on February 13. Casualties in such incidents went up by almost 60 per cent, the NBDC said in its annual report. 65 per cent of all improvised explosive device (IED) blast casualties occurred in LWE-affected areas. According to the report, the figures available till December 15, 2016; 1,420 Naxals surrendered last year as compared to 570 in 2015. In Chhattisgarh, the IED incidents increased by 50 per cent and Andhra Pradesh saw a five-fold increase over 2015. Odisha witnessed an almost 100 per cent jump in IED incidents — from 15 blasts in 2015 to 29 blasts in 2016. Only Jharkhand and Bihar witnessed a decrease in IED incidents. Jharkhand witnessed nine IED explosions in 2016 as compared to 15 in 2015. In Bihar, it was 10 against 12 in 2015.

Bihar ranked third among the ten states hit by Left Wing Extremists (LWEs) violence in 2016, according to the data available on the Union Ministry of Home Affairs (UMHA) website, reports The Times of India on April 28 from Patna District. Besides Bihar, Andhra Pradesh, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana, Uttar Pradesh and West Bengal are the other states affected by LWE. The MHA figures say altogether 1048 incidents of LWE violence took place in these 10 states in 2016. Bihar was third with 129 incidents. Chhattisgarh with 395 incidents was on top followed by Jharkhand 323.

The Cabinet on May 2 approved the proposal made by President Maithripala Sirisena to implement the National Reconciliation Policy drafted by Office for National Unity and Reconciliation (ONUR) Chaired by Former President Chandrika Bandaranaike Kumaratunga, reports Colombo Page. The policy was prepared by discussing with all the relevant parties to affirm reconciliation and coexistence in the country and to prevent a future conflict. "The decision by the Cabinet of Ministers to approve the policy is historic given that this is the first-ever National Reconciliation Policy to have adopted by Sri Lanka," the ONUR said in a statement.

The Central Reserve Police Force (CRPF) has ordered “immediate” shifting of the command headquarters of the force’s central zone from Kolkata to Raipur on May 7, reports The Indian Express. Officials said that newly appointed CRPF Director General Rajeev Rai Bhatnagar had been asked to ensure that the command begins functioning from Raipur before the highlevel meeting of Naxal Left Wing Extremism (LWE)hit states in New Delhi on May 8 (Today). The central zone, an operational field formation, was set up on August 7, 2009. Headquartered in Raipur District, it was given the responsibility of deployment of CRPF troops in the entire ‘Red belt’ of states hit by Naxal violence including West Bengal, Jharkhand, Bihar, Odisha, Chhattisgarh, Madhya Pradesh and Uttar Pradesh. The headquarters was moved to Kolkata in July 2010 after the Dantewada attack exposed the problem of poor rail and air connectivity in Raipur.

Around 70 Naxalites Left Wing Extremists (LWEs) escaped after a fierce encounter with combined Police and Paramilitary team in Nawada District on May 12, reports The Times of India. According to Superintendent of Police (SP), Vikas Burman, around 70 Naxalites were spotted in Gaighat locality under Kawakol block. Immediately, assisted by Central Reserve Police Force (CRPF) and Special Task Force (STF) besides local Policemen, the Naxalites believed to have been led by notorious Nepali Yadav, who was operating a training camp in the District a couple of years ago, were challenged resulting in an encounter. The Naxalites left behind several items such as knapsacks, uniforms, solar plates, cooking material and Naxal literature.

Delivering the verdict, District and session judge Prabhunath Singh said the quantum of punishment in the case would be fixed on July 5. The court pronounced former CPI-Maoist ‘zonal commander’ Nirala Yadav and his associates, Ram Bachan Yadav, Nitish Yadav and Lalan Singh Kharwar, guilty under sections 302/149, 148 and 353/149 of Indian Penal Code (IPC), section 27 of Arms Act and 3(2) (1) and 22 (5) of POTA. Another member of CPI-Maoist, Sudama Yadav was found guilty under section 20 of POTA, for being a member and supporter of a terrorist organization. This section attracts a maximum punishment of 10 years, according to sources.

Sources said the ED has initiated action against Pradyuman Sharma and Sandeep Yadav, who are most wanted in Bihar and Jharkhand. Sandeep carries INR 500,000 reward on his head in Bihar and INR 2.5 million in Jharkhand. The Bihar Government has announced INR 50,000 on Pradyuman while he carries a reward of INR 500,000 in Jharkhand. Inspector General (IG) (operation) Kundan Krishnan said four more Maoist leaders are on the list of those whose property details have been collected to be sent to the ED for attachment very soon while work was on against several other leaders. “Most of these properties were in the name of their relatives. This proves that the Maoists are not revolutionaries but like other criminals who lead a lavish life with money extorted from businessmen and villagers,” Krishnan said.

The Centre Government has also asked the Security Force (SFs) not to shun the multi-prone approach like initiating development works in the Naxal-affected areas and facilitating surrender of the Naxals.As per the UMHA, till June 30 this year, 424 Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before various laws enforcement agencies across the country. This year, in Chhattisgarh, 298 Naxals surrendered, followed by Jharkhand with 38 surrenders and Andhra Pradesh 35. The Central Reserve Police Force (CRPF) has proposed creation of special platoons comprising young and highly trained commandoes in each company of the elite force to tackle the Communist Party of India (CPI-Maoist) problem in Bihar, reports The Telegraph on August 7. The proposal was finalised at a meeting of CRPF officials chaired by Inspector-General (IG), CRPF, Bihar sector, M.S. Bhatia, in Gaya on August 5. The special platoons, as per the proposal, would be engaged in special drives against the Maoists in the worst-Naxalite [Left Wing Extremist (LWE)] affected Districts of the State. Each platoon would comprise 30-35 young and highly trained commandoes. A company consists of three platoons. Bhatia said the strategy had been changed to take on the Maoists more effectively in Bihar. "The personnel of the newly formed platoons will be given specific task to hit the target more effectively," he said on August 6. The members of the special platoons will be equipped with latest weapons and modern electronic gadgets to help them in the operation. Bhatia said apart from the young commandoes, newly recruited jawans will be inducted in the special platoons. "The idea is to add more teeth to the force, which has been assigned to curb Maoist-related violence across the country. The same strategy will be adopted in other Naxalite-hit States later," the IG said.Earlier, the CoBRA (Commando Battalion for Resolute Action) was carved out of the CRPF to deal with rebels in an effective manner. "The purpose is to make the force sharper in their operation to flush out the Naxals," IG, Bhatia said. At present, 30 battalions of the CPRF are deployed in Bihar to deal with the Maoists.

Chhattisgarh Police would be using night vision Monocular for tracking the Communist Party of India-Maoist (CPI-Maoist) cadres in the Naxal [Left Wing Extremism (LWE)] affected areas of Chhattisgarh, reports The Pioneer on September 18. The Union Home Ministry (UHM) has already heightened the use of unmanned aerial vehicles (UAVs) and Closed-Circuit Television (CCTV) surveillance in insurgency pockets of Chhattisgarh. There is also enhanced co-ordination with the State Police and undertaking intelligence based joint operations. It is important to note that a total 259 battalions of Central Armed Police Forces (CAPFs) were deployed in the Naxal affected region of the State. The deployment in other States is as follows- Andhra Pradesh (16), Telangana (12), Bihar (57), Jharkhand (144), Madhya Pradesh (8), Maharashtra (34), Odisha (102), Uttar Pradesh (6), and West Bengal (53). Tarkeshwar, once considered close to self-proclaimed ‘zonal commander’ of the Maoist, Musafir Paswan, was attacked when he was sitting at a tea stall at Hanuman Chowk, close to the National Highway-77 stretch connecting Hajipur with Muzaffarpur, around 7.30am. Three assailants in a motorbike reached the spot and sprayed bullets from a sophisticated weapon on Tarkeshwar inflicting three bullet injuries.Agitated over the incident, a group of Tarkeshwar's supporters blocked the road and paralysed traffic for over four hours. The blockade was removed and traffic restored in the national highway after the intervention of the Police. A Policeman posted at Hajipur sadar Police Station said Tarkeshwar was involved in Maoist-related incidents since 1990. Several villages such as Thathan, Thathan Bujurg and Asadharpur were his areas of operation. Sources, however, said Tarkeshwar had developed good relations with the Police in the region, which angered senior members of the outfit. "He was being touted as an informer of the police."

Additional District and Sessions Judge, Rajesh Kumar also slapped a fine of INR 50,000 on each of the two convicts, Lalu Sahni and Brahmadeo Ram. The court also held both the Maoists guilty under the Arms Act and awarded them seven years imprisonment, besides imposing fine of INR 10,000 each. The two had shot dead a person, named Sunil Kumar, in January 2012 as he was vocal against Maoists and their activities.

Two top Communist Party of India-Maoist (CPI-Maoist) leaders in Bihar and Jharkhand who boast of fighting for the cause of marginalised sections of the society are millionaires and their family members lead a lavish life with the extortion money collected by cadres, according to an intelligence report prepared by the Special Task Force (STF) of Bihar Police, reports The Times of India on October 21. The report which has been submitted to the Enforcement Directorate (ED), says that children of top Maoists Sandeep Yadav and Pradyuman Sharma, who are active in Bihar and Jharkhand, study in prestigious colleges, own sports bikes and travel by air. Sandeep, who is in charge of Bihar-Jharkhand Special Area Committee (BJSAC), is wanted in 88 cases and carries a reward of INR 5 lakh on his head. His brother Dhanik Lal is also a Maoist. Pradyuman is wanted in 51 cases and carries a reward of INR 50,000. He is also a member of the special area committee.The report says that Sandeep's elder son Rahul Kumar is a second semester BBA student at a reputed private college in Patna. A sports bike, purchased from an Aurangabad showroom on down payment, is registered in his name. Sandeep's younger son Rahul Kumar lives with his mother Rajanti Kumari in Ranchi. He also owns a sports bike and studies at one of the most reputed colleges in Ranchi. His sister studies at a private residential school in Gaya District. Sandeep's wife is an untrained teacher at a government primary school in Lutua panchayat of Gaya district. Though Rajanti remains absent from school, she gets regular salary and owns property worth at least INR 80 lakh, the report says. She has INR 13.53 lakh in three different bank accounts in Aurangabad and has invested INR 2.31 lakh in mutual funds. The Maoist leader's son-in-law Gajendra Narayan is a teacher at Sarvodaya Bal Vidyalaya in Radheshyam Park area in New Delhi and has more than INR 12 lakh in different bank accounts. He booked a flat worth INR 35 lakh this year. Pradyuman and his brother Pramod Singh own 250 acres of land in Jehanabad which is valued at INR 83.8 lakh. His niece Puja Kumari travels by air and studies in a medical college at Kanchipuram. She had paid INR 22 lakh for her admission. Pradyuman's nephews Barun and Tarun Kumar deposited INR 23 lakh in their bank accounts in July this year. They also own sports bikes in addition to 40 decimal land worth INR 10 lakh in Jehanabad.

The Ministry has termed is as ‘camp village development (CVD)’. According to the report, UMHA sent a letter to Principal Secretaries (Home) of the Governments affects by the Naxal violence - Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, Odisha and Telangana on November 20. The District administration should also coordinate and make best use of CAPFs for delivery of centrally sponsored or State sponsored schemes in the villages nearby the camps. There are 118 battalions of CAPFs deployed in these seven States. Besides, States have raised Indian Reserve Battalion (IRBs) and special IRBs, and 10 CoBRA (Commando Battalion for Resolute Action) of the Central Reserve Police Force (CRPF) battalions have been deployed to handle Naxal violence.
