Police arrested three persons including an OGW (over ground worker) from Pattan area of Baramulla District on January 3, adds Daily Excelsior. Security Forces (SFs) identified the trio as Miyser Majid Bhat, OGW, Muzafar Ahmad Hurra and Bashir Bhat. Acting on a tip-off from a military intelligence (MI) unit, the Jammu and Kashmir Police and Army personnel arrested six persons involved in preparation and sale of fake stamps and identity documents of Indian Army in Baramulla District, reports The Hindu on January 5. Security Forces (SFs) are jointly investigating a major security breach after nearly 10 SIM cards procured in the name of Army units using fake documents were seized in Baramulla District. At least six SIM cards had “ended up with the militants of the Lashkar-e-Toiba (LeT)”, sources said.Senior Superintendent of Police (SSP), Baramulla, Imtiyaz Hussain said that six persons had been arrested. They have been identified as Sajad Ahmad Baba, Gowhar Ahmad Geelani, Abid Bilal Qadri, Mushtaq Shah aliasMastan, Azmatullah Bhat and Kanwol Jeet Singh, who runs a printing press. “Two more have been detained for questioning,” Hussain said. The racket came to light after tracking LeT militants for two months. “We have seized nearly 10 fake SIM cards so far. They were used for criminal activities,” he said. Initial investigation suggested that 30 SIM cards were issued on fake documents of Army units in north Kashmir. The modus operandi of the module, apparently operating at the behest of militants, was to create fake stamps of Army units and print forms.

When he found himself encircled by the forces, he surrendered by raising his hands.” He said that a pistol, pistol magazine, four pistol rounds, one AK 47 magazine, 30 AK rounds, 2 UBGL (Under Barrel Grenade Launcher) grenades and a Chinese hand grenade were recovered from his possession. Police on January 15 busted a network of Over Ground Workers (OGWs) who were actively involved in radicalizing and motivating the youth to join militant ranks and to send them across Line of Control (LoC) and South Kashmir for obtaining arms training, reports Daily Excelsior. Senior Superintendent of Police (SSP) Kupwara, Shamsheer Hussain, said that on a tip off, Police arrested four OGWs identified as Rashid Bashir Pir, Zakir Amin Pir, Saif-ud-din Khatana and Manzoor Ahmad Najar. Security Forces (SFs) arrested two Pakistan-trained Lashkar-e-Toiba (LeT) militants in North Kashmir’s Baramulla District soon after they returned on February 3, reports Daily Excelsior. The militants, who had gone to Pakistan on valid Pakistani visa to obtain arms training to undertake militant activities in the Valley, were arrested during a joint operation by the Baramulla Police, 52 Rashtriya Rifles (RR) of Army and Central Reserve Police Force (CRPF). SF official said the militants had obtained their passports specifically for the purpose of arms training. “These militants of Lashkar-e-Toiba were nabbed immediately after returning via the Wagah-Attari border before they could formally join the militant ranks here in Kashmir,” said a Police officer. He identified the arrested militants as Abdul Majeed Bhat, resident of Kreeri, and Mohammad Ashraf Mir, from Pattan.The officer said that on questioning, the duo revealed that they underwent training in Pakistan along with a large number of Pakistani boys, most of whom were from Balochistan and as young as 10 years. “The said terrorist training camps are located near Burma Town in Islamabad, and being run by a terrorist commander operating under code names Hanzala, Adanan and Omar. Other terrorists imparting training to young boys are operating with code names Osama, Naveed and Hataf,” he said.He said that the arrested militants were given Pakistani visas by the Pakistan High Commission in New Delhi. “It is pertinent to mention here that in the past couple of years, police have unearthed several such modules that lure young boys to Pakistan to get trained and join militancy. In the past, several such boys have been arrested, while some of them were killed in encounters,” he added. A case was registered and an investigation is underway. “Parents are requested to keep watch on their wards. Their prolonged absence from home should be immediately reported to police so that lives of these boys can be saved,” he added.

Police busted an Over Ground Worker (OGW) module of Jaish-e-Mohammed (JeM) by arresting five OGWs in Awantipora area in Pulwama District, reports Daily Excelsior on February 6. Police said that on the basis of a specific input, Awantipora Police along with Central Reserve Police Force (CRPF) and 50 Rashtriya Rifles (RR) arrested a former Pakistan trained militant, Sajad Ahmad Bhat son of Ali Mohammad Bhat of Hergam Wuyan and after questioning he disclosed that he along with other OGWs of the JeM outfit were involved in the grenade throwing incidents in Pampore and Khrew areas. Police said that upon his disclosure four OGWs were arrested and arms and ammunition were recovered from them. They were identified as Umar Gani Sheikh son of Abdul Gani Sheikh resident of Drangbal Pampore, Jan Mohammad Khanday alias Jehangir son of Abdul Rashid Khanday resident of Meech Pampore, Owais Ahmad Bhat son of Abdul Rashid of Danak Mohalla Khrew and Muzaffar Hussain Bhat son of Ghulam Mohammad of Tulibagh Pampore. Police said that the JeM which was earlier having strong basis in Tral had been dislodged from the area by conducting intelligence based operations in which some of the top commanders were eliminated and large number of hideouts were busted. Police added that after continuous operations in Tral they shifted their focus in Khrew and Pampore belts. They said JeM ‘commander’ Noor Mohammad Tantray alias Noor Trali, who was killed last year, was the key in creating this network of OGWs. “After his elimination, the OGWs were operating under the command/instructions of Mufti Waqas of Pakistan who replaced Noor Trali as ‘commander’ of JeM in South Kashmir.

The Special Investigation Team (SIT) investigating the escape of LeT commander from SMHS Hospital, picked up 16 militants and OGWs from South Kashmir and Budgam. Ten militants and OGWs were picked up from South Kashmir while six suspected were rounded up from Budgam. However, Additional Director General Police (ADGP) and Inspector General (IG) Kashmir, Muneer Khan told a press conference in Srinagar that four persons including militants and OGWs were arrested in connection with the escape of Naveed. “To expedite the investigations, a SIT has been constituted by DIG CKR, Srinagar. The SIT so constituted conducted initial investigation and during investigation names of the following terrorists and OGWs involved in the commission of this act of terror, have surfaced”, he said. Khan said that from the possession of Shakeel Ahmad Bhat and Tika Khan a pistol each with ammunitions has been recovered. “During the course of investigation it was established that Hilal, Shakeel, Tika Khan were masterminds in the whole conspiracy. Tika Khan has also been a frequent visitor to Central Jail Srinagar and was in contact with Naveed Jhat. He visited Central Jail on different pretexts. Moreover, Naveed and rest of the gang were in communication using mobile devices during the conspiring stage”, he said. Sources said that of late militants have established a strong network in Srinagar and they are trying to conduct strikes in the city. However, the SFs are continuously putting pressure on them but so far they have not been able to break their network. Earlier, there was no presence of militants in Srinagar and they were using it as transit only. But of late as the pressure on militants in South and North Kashmir increased they have established network in Srinagar especially old city area. Sources said that there is sizable presence of militants inside Srinagar which is a major challenge for the SFs.

The National Investigation Agency (NIA) arrested another youth, Tariq Ahmad Dar, from Chillipura in Shopian District on June 2, reports Daily Excelsior. According to sources, the accused Tariq was involved in assisting Pakistani terrorists who carried out the November 2016 attack on an Army camp at Nagrota in which seven soldiers, including two officers were killed. Tariq will be brought from Srinagar to Jammu and produced before the NIA Special Judge for seeking police custody. During interrogation, Tariq disclosed that the terror attack was carried out by the Jaish-e-Mohammed (JeM), a banned terror group based in Pakistan. Tariq’s revelations corroborate disclosures made by the previously arrested accused Muneer-Ul- Hassan Qadri of Kupwara by NIA. Qadri had admitted at the time of interrogation that he along with other Valley-based operatives were in touch with the JeM leadership in Pakistan and had received a freshly-infiltrated group of three Pakistani terrorists a day before the attack. “He arranged the hotel accommodation for them in Jammu and also dropped them outside the Nagrota Army camp late at night and proceeded further to the Kashmir valley,” sources said. Inspector General of Police (IGP) Kashmir, Swayam Prakash Pani said that the suspect has been identified as Zubair Qadri. The IGP said that Qadri was seen in the video stealing the pistol of the PSO, who was shot dead along with Bukhari. “The pistol has since been recovered and he is being questioned about his presence at the scene of the crime. So far, he has not been able to give any convincing answers,” he said. Earlier, Police on June 15 released the video of a bearded man who was apparently trying to help the injured in Bukhari’s car after attackers fired a volley of automatic gunfire at him. This man was picking up a pistol from the site after which he escaped. “Police had formed a Special Investigation Team (SIT) under Deputy Inspector General V K Virdi to probe the killing of the editor of Rising Kashmir yesterday”, he said. Pani also described the killing of the journalist as a ‘terror attack’. “The identity of the other three attackers was being ascertained”, he said. Police sources suspected Lashkar-e-Toiba (LeT) hand behind the killing of Bukhari and said the group was led by Naveed Jutt alias Abu Hazulla, the LeT ‘commander’, who escaped from Police custody early this year. However, the LeT in a statement issued in Srinagar strongly condemned the killing and instead blamed ‘Indian Agencies’ for the same. They have been identified as Mohammad Iqbal, a BSc Nursing student and Riaz Ahmad, driver-cum-owner of truck in which the militants were being taken to the Valley. Sources said that the militants of JeM had tasked Iqbal to go to Jammu to bring three Pakistani militants safely to the Valley. Iqbal and another militant hired Riaz Mohammad, owner-cum-driver of the truck by offering him INR 50,000 for transporting the militants from Dayala Chak to Kashmir. Riaz was paid INR 20,000 cash and was promised remaining INR 30,000 after bringing the militants to the Valley. Iqbal and Riaz reached Jammu in the truck on September 9 via Mughal road and parked the truck at Narwal after lifting ‘Plaster of Paris’ from Bari Brahamana for a Kashmir based firm. They picked up the militants from Mandir-Masjid Point in Hiranagar tehsil along Jammu-Pathankot National Highway in Kathua district and started moving towards Kashmir on September 12 morning. According to source, Police team from Soketar naka of Jammu Rural observed suspicious movement inside the truck outside Sai Cafeteria at Jhajjar Kotli around 7.50 am when Riaz and Iqbal were taking breakfast outside and had ordered packing of food for three others. “The militants were sitting inside and Riaz and Iqbal were getting food packed for them,” sources said, adding that when police started checking of the truck, they opened the door and one of the hiding militants fired on the police personnel. All three militants jumped out of the truck and started running towards isolated area. While fleeing from the truck, a bag of the militants fell down from which police recovered one AK rifle, one pistol, six grenades, some ammunition and medicines. However, the militants were still in possession of two AK rifles, one pistol and explosive devices.

Police arrested a militant of Hizb-ul-Mujahideen (HM), identified as Reyaz Ahmad from Kishtwar town in Kishtwar District on December 9, reports Daily Excelsior. Senior Superintendent of Police (SSP) Kishtwar Rajinder Gupta said that Kishtwar Police teams were hunting Reyaz Ahmad since July 1 when two militants of Hizb-ul-Mujahideen (HM) were arrested and they had disclosed that Reyaz was also involved in the militant activities and was regularly changing his hideouts to evade the arrest. Sources said the militant was in possession of weapons, which were yet to be recovered. Efforts were on to recover the weapons and apprehend remaining associates of Reyaz Ahmad, they added.
