Bandipora Police on January 4 neutralized two militant modules, one each of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM), who were planning the target killings in the District. Superintendent of Police (Bandipora) Bashir Ahmed Khan said that Police arrested six youths in two separate raids from Hajin area of Sonawari in the District. They were affiliated with HM and LeT. Khan said that Police arrested a youth, identified as Fayaz Ahmed of village Hajin. He said that during the questioning Fayaz disclosed that he was working with the HM since last nine months. Khan said that on his disclosure, Police arrested two of his accomplices from Hajin. They have been identified as Zubair Ahmed Parray. Khan said that the trio confessed that they were working with the HM and were recruiting the youth into militant ranks. During the questioning they said that they were tasked to kill some influential political workers and Police personnel in the District. A matrix sheet and list of people of few political workers and police personnel were recovered from their possession, Khan added. Also, Police neutralized an LeT module, believed to be planning target killings, operating in Sonawari area and arrested three militants, identified as Zahoor Ahmed Dar, Ghulam Muhammad Bhat and Nissar Ahmed Ganie. Zahoor Ahmad Dar had visited Pakistan at the behest of LeT for computer training in May 2011. After staying in training camps for 15 days he returned back. Later, Zahoor Ahmed contacted a surrendered militant, Ghulam Mohammad Bhat, for sending across some educated youths for computer and arms training. Ghulam Mohammed motivated Nissar Ahmed Dar at the behest of Zahoor Ahmed and sent him across for computer training and was transporting money and other material for the LeT cadres. These youths were assigned the job of targeting political activists and police personnel in the District. The arrested militants had earlier threatened Panches and Sarpanches during 2011 Panchayat elections.

On January 5, Police in Anantnag busted a six member Lashkar-e-Toiba (LeT) module, reports Daily Excelsior. Police said that the module was busted after the arrest of a youth, Younis Ahmad, of Arwani. "During his questioning he reveal that he along with other members of this module had arranged weapons and delivered them to the militants operating in Tral", said Police. Police said that on his disclosure his five associates who were also working for LeT were arrested. Police identified them as Shakoor-ul-Mansoor Parray, Tawseef Hussain Bhat, Mudasir Ahmad Bhat, Mohammad Shafi Bhat and Mohammad Younis Bhat son of Ghulam Ahmad. Police said that the module was involved in arranging and transportation of weapons and were also facilitating the movement of militants by providing them information regarding the movements of security forces in the area. The module had also succeeded in recruiting some youths into the militancy, said police. Police said that module was working at the behest of a LeT ‘commander’ of Pulwama and Kulgam.

Mohammad Rafiq alias Rafi, the Special Police Officer (SPO) arrested on January 13 along with five others, was reportedly engaged in espionage, according to Daily Excelsior. There were reports that he had developed contacts with Pakistan Army, Inter Services Intelligence (ISI) and militant ‘commanders’ of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) during his stay in Pakistan, before returning to India and joining the services. This aspect was, however, yet to be confirmed by Police.

Police cracked a major network of militants and Fake Indian Currency Note (FICN) suppliers with the arrest of six persons, including a Special Police Officer (SPO) and a woman in Poonch District, reports Daily Excelsior. According to sources, some FICNs, SIM cards and arms have been recovered from the possession of arrested persons. The arrested persons include, a SPO posted at Chakan-Da-Bagh and identified as Mohammad Rafiq alias Rafi, Bashir Akhter, Kareem Khan, Altaf Ahmed and the woman arrestee Parveen Akhter. They were arrested on the disclosures of one Mohammad Hafiz who had been arrested from his house in Surankote few days back by Srinagar Police as his name had surfaced in interrogation of the arrested militants. At the time of arrest, Police had recovered FICNs worth INR 50,000 and one pistol from the possession of Hafiz. Sources said Hafiz and his earlier arrested colleagues disclosed identity of their five conduits who had been working for the militants by bringing FICN, SIM cards and weapons from different places and supplying them to militant outfits and their upper ground network. Sources also said Mohammad Rafiq also appeared to be part of espionage racket. He was reportedly leaking some vital information to Pakistani agencies.

Three militants, allegedly involved in several incidents including an attack on an Army trooper in Bandipora District, were arrested on January 14, reports CNN-IBN. "Police arrested three members of a militant gang involved in the attack on an army man - Reyaz Ahmad Lone - at Naidkhai Bus Stand on November 24 last year," a Police spokesman said. During investigations, Police zeroed in on Tariq Ahmad Wani, who had a militant background, he said. Wani was called to The Police Station where he confessed to the crime, he said. "During questioning, Wani disclosed that he along with Mohammad Yousaf Dar, Ghulam Mohammad Wani and Ghulam Hassan Wani hatched a criminal conspiracy to eliminate Lone," he said. On November 24, the accused found Lone, a trooper in Territorial Army, at the bus stand in Naidkhai and opened fire injuring the trooper and two others. "All the members of the gang except one have been arrested and the weapon used has been recovered," the spokesman added. He said Tariq Ahmad Wani and Ghulam Mohammad Wani were also involved in militancy-related incidents in Srinagar, Sopore and Sumbal where cases are already registered against them. The arrestees had rejoined militant ranks after serving their detention under Public Safety Act (PSA) and were carrying out attacks in the capital city of Srinagar and North Kashmir, adds Daily Excelsior. One of the gang members, Mohammad Yousaf Dar, has not been arrested.

The arrestee was identified as Mohammad Iqbal Bhat alias Mudasir from Awantipora town. The IED was prepared by Bhat in the Junglenar area of Awantipora. Investigations revealed that Dar, who was working as an overground worker for militants seven years ago but had been lying low till recently, was an accomplice of Bhat and got killed when he went to check the IED after it did not explode with the mobile phone trigger. Senior Superintendent of Police (Anantnag) R.K. Jalla said, “They had tried to explode the IED twice using the mobile phone detonator which failed. Dar went to check the battery connection of the device, which exploded due to his fiddling.” Jalla said Dar was working for the LeT and he had brought the IED-laden vehicle to the spot. He said the module was working under the command of Lateef Kachru, a ‘commander’ in the Awantipora area.

The arrestees were in constant touch with Haji alias Hanzalla, the ‘chief operating commander’ of the LeT, presently based at Pakistan occupied Kashmir (PoK). They had been receiving instructions from Hanzalla and some of his other PoK based associates on Pakistan SIM cards, which received signals in forward areas of the LoC as Pakistan mobile companies under pressure from their Army and ISI had installed towers close to the LoC to help militants. Police sources said Hanzalla had repeatedly been asking the militants especially Nissar Ahmed to recruit more youth into militancy and step-up subversive activities as militancy has been dying down. Police sources said a consignment of arms and SIM cards of slain LeT ‘commander’ and Pakistani militant Abu Abrar alias Mistry was also lying with Nissar. Mistry was killed in an encounter with SFs and Police on January 19 at Salwa in Mendhar area of Poonch District. The LeT module busted by the Police was linked to Abu Abrar when he was alive.

"We have been able to crack the conspiracy that was hatched to plant IED [improvised explosive device] in a car at Chanapora Bridge on May 17 and so far five arrests have been made. We are on lookout for the others and hopefully they too would be tracked down soon," said Mujtaba. "In order to disturb prevalent peace and public order a criminal conspiracy was hatched by the active militants of LeT outfit operating in the Tral and adjacent villages of the South Kashmir. Bilal Ahmad Bhat alias Bilal Lalihari resident of Lelhar-Pulwama, Sajad Ahmad Bhat alias Shadak resident of Zewan-Pantha Chowk and a Pakistani militant Qasim alias Qasim Bhai along with their other associates were entrusted with the responsibility to carry out IED explosion in the Srinagar city," said Mujtaba. He said Qasim Bhai was instrumental in supplying the ignition gadgets besides imparting training to other members of the module to trigger the IED. "Qasim Bhai coordinated the whole operation by providing money and arranged other logistics through a well knit over ground worker module. Mohammad Yusuf Lone coordinated with other members of the module to carry out the task. Yusuf used to work as source for the law enforcement agencies but later on switched over his loyalty to LeT," he said. "The explosive material was provided by Muzaffar brother of Sajad, who is an active militant of LeT. The explosive material was procured clandestinely from some of the magazines, which provide blasting material to the quarries operating in the Zewan and Khonmoh areas," he said. He added that on May 16 the explosive laden vehicle was brought by Sajad, Qasim, Bilal and other associates to the assigned place. The DIG further said, "An LeT explosive expert who is a foreigner had devised the car bomb which was detected in time and defused through a controlled explosion in Nowgam area of the city on May 17 by us. The explosive material used to prepare the bomb was locally procured by the militants. It comprised of gelatin sticks used locally for rock blasting," adds IANS. Police have cracked a major network of Hizb-ul-Mujahideen (HM) in Police Department with the arrest of four Police Constables. Three constables, identified as Mohammad Abbas, Riaz Ahmad and Mohammad Ilyas, who had reportedly been passing on all sensitive information especially pertaining to deployment of Police and para-military personnel in Srinagar city to Lashkar-e-Toiba (LeT) militants, were arrested by the Security Forces, Daily Excelsior reported on June 16. A team of National Investigating Agency (NIA) was also camping in Srinagar amidst reports that they too had inputs about the links of some Police personnel of Srinagar with the militants, mainly the HM outfit. A First Information Report (FIR) against all three constables has been lodged at Shergarhi Police station. The involvement these constables in the militancy surfaced few days back after attempt on the life of a former HM militant Ghulam Hassan Mir alias Shabnam at Saderbal, Hazratbal (Srinagar District) on June 7. Shabnam was shot at by five to six persons but he had survived the attack. Investigations by the police revealed that all five to six persons involved in the attack on the life of Shabnam were Police and CID constables, who were affiliated to HM and had carried out the attack on the instructions of one of their commanders.

"After being indoctrinated with Jihadi ideology, the group members had formally joined LeT organization and were provided the communication gadgets and weaponry", he added. Security Forces on August 6 shot dead two Hizb-ul-Mujahideen (HM) militants and arrested another alive in a three hours long encounter at Leddri forests in Dachchan area of Kishtwar District, reports Daily Excelsior. The slain militants were identified as Aamir Ali Kamaal alias Aamir alias Akram and Mohammad Shaffi Hajam code Saqib. The arrested has been identified as Sajjad Ahmed alias Rezwan. Two AK-47 rifles, three magazines, 15 rounds, one Chinese pistol and one magazine were recovered from the site of encounter. The Inspector General of Police (IGP, Jammu) Dilbagh Singh said with the killing of two militants and arrest of another, 27 militants were left in Jammu region. Of the three, only Aamir was an accused in September 7, 2011, blast at Delhi High Court. Aamir, a prime accused, carried a reward of INR 2 million on his head — 1 million each from the National Investigating Agency (NIA), which has been investigating Delhi High Court blast, and from the State Government. Aamir was the first accused of the blast who has been killed, while three others, Amir Abbas Dev, Wasim Akram Malik (Junaid's brother) and a minor, had been arrested earlier in Kishtwar and handed over to the NIA. Four accused were still at large, including Junaid Akram Malik and Shakir Hussain alias Chota Hafiz of Kishtwar, Abu Saifullah and Abu Billal, both Pakistanis. Aamir had helped the two Pakistanis execute the blast. Sources said three HM militants, operating in Kishtwar, who were wanted to NIA in Delhi High Court blast included Aamir Ali Kamaal (killed on August 6), Junaid and Chotta Haafiz. All three carried a reward of INR 2 million each on their head. The NIA had announced a reward of INR 1 million on each of the three militants. The State Government had also announced an equal amount making it INR 6 million for three NIA wanted militants. Police on August 21 claimed to have arrested a Policeman who carried out assassination bid on Law and Parliamentary Affairs Minister, Ali Mohammad Sagar on December 11, 2011, and 12 other attacks in Srinagar city since 2011 on behalf of Hizb-ul-Mujahideen (HM) outfit, reports Daily Excelsior. Inspector General of Police (IGP) Kashmir, S M Sahai, said that they have arrested two persons making claims for militant attacks in Srinagar city over the past 18 months. "One of them is a Policeman while another is a released militant", he added. Sahai said that arrested policeman, Abdul Rashid Shigan, a constable of the armed Police and posted with the security wing, was operating under the shadow name of Omar Mukhtar and General Usman. "He was acting as spokesman for Kashmir Islamic Movement, a shadow outfit of Hizb-ul-Mujahideen", the IGP added. He said that Shigan was working in coordination with a released militant, Imtiyaz Ahmad alias Raashid, in carrying out the attacks. He said that Shigan had a militancy background before he joined Police force in 1998. "He was an Over Ground Worker of Harkat-ul-Mujahideen. He was discharged from Police department while undergoing training for his involvement in militant activities and detained under Public Safety Act for one year. He was reinstated on court orders in Police department in 2002", added Sahai. He was recently transferred to security wing of the Police and was performing duty with Superintendent of Police Bandipora. The IGP said that Shigan confessed carrying out 13 attacks in Srinagar since January 2011. Sahai said that besides this, his hand writing matched with the statements he was issuing to the press and a cell phone that he used to call a local news agency was also recovered. S M Sahai also said that Police have to rethink and conduct scrutiny of Police Force that has been on the forefront of fighting militancy in the State after involvement of Policemen in militant activities came to light. Sahai said that militants are adopting new tactics of forming small modules, which were very difficult to uncover. He said that normally any militant attack that took place in Srinagar was solved in a couple of months but for the past 18 months [January 2011 to July 2012] police had failed to uncover these 13 attacks which took place in Srinagar. He said that subversive activities of such kind where Policemen are involved are possible in militancy infested areas but Police have been able to uncover it. He said that such modules are working independently and they are difficult to uncover. He further said that the attacks they carried out had given an impression that militancy is on the rise in Srinagar. "However, this is not correct. Statistically also the number of incidents has come down compared to last year," he added. It may be mentioned here that four Policemen were arrested in June 2012 for militant links and carrying out subversive activities in Srinagar city. Police sources said the arrested youths — Aqib Rashid Paul, 20, and Adil Rashid Koka, 21, both residents Shopian District — were over ground workers of a little known militant outfit Lashkar-e-al Qaida on whose behest they were pasting the posters during wee hours. “Police had been following their movements for some time and finally managed to nab them on Friday [August 31],” they said. The pamphlets, warning the sarpanchs (head of Panchayats) and the panchs (members of Panchayats) of dire consequences in case they did not tender their resignations within a week had appeared in several villages of Shopian District in August. The handwritten posters, bearing a stamp of the little known al-Qaeda Mujahedeen, militant outfit had ordered the panchayat members to resign within a week and apologize publicly in mosques, during the Friday congregational prayers or else face dire consequences. The posters had also issued a diktat to women asking them to strictly adhere to the purdah (veil) and not to use mobile phones in public.

Javed, a close associate of United Jihad Council (UJC) chief Syed Salahuddin and underworld don Dawood Ibrahim, was operating for the last 25 years in the State. Mehrajuddin was one of the first five militants, including Salahuddin, who crossed over into Pakistan occupied Kashmir (PoK) in 1987 to get arms training. He belongs to Sopore town in Baramulla District and was a member of UJC, an umbrella group of several militant outfits. Pakistan had raised towers of almost all mobile telecom companies close to the Line of Control (LoC) on their side to ensure that the areas close to the LoC in twin border districts of Poonch and Rajouri received signals on this side to help militants and Over Ground Workers (OGWs) speaking across the LoC. It may be mentioned here that the ISD calls from Jammu and Kashmir to Pakistan and PoK are barred in view of security considerations. Pakistan agencies have devised new method of helping militants and OGWs to call to their mentors in Pakistan and PoK by supplying them Pakistani SIM cards through their couriers on the LoC or using other methods of smuggling. The arrestees, identified as Zahoor Ahmad Khan alias Zubair, Barkat Ahmad Malik alias Abu Talha, Assadullah Dar alias Assad, Aijaz Ahmad Dar alias Imran, Rouf Ahmad Dar alias Rafeeq and Farooq Ahmad Mir, as per investigations, were found involved in the burning of Baba Hanief-ud-din shrine at Ratsuna in Beeru on July 15, 2012, and a Masjid (mosque) in Narbal Magam, both in Budgam District. Police said Farooq Ahmad Mir confessed before the Budgam Judicial Magistrate that he was directed by the LeT militants in Pakistan to burn the religious places to ignite an agitation like that of 2010. Mir had travelled to Pakistan's Faisalabad in early 2012 and met LeT men there. His travel was facilitated by Zahoor Ahmed of Arth of Budgam District, Police added. Mir told his interrogators that the LeT militant Waleed (in Pakistan), wanted to start an agitation similar to that in 2010 by targeting Masjids and Shrines in Kashmir valley. On Mir’s tip-off, five others were arrested and they are being interrogated.

Three persons were arrested on October 30, along with a total of INR 65,000 Fake Indian Currency Notes (FICN) from Jewel Chowk and Roop Nagar areas in Kupwara District, reports Daily Excelsior. The arrestees were identified as Manu Karwal son of Ragunath Bhat, a resident of Roop Nagar, Sharief-ud-Din son of Ghulam Mohammad Malik resident of Aain, Kupwara, and Lal Din son of Nizam Din resident of village Khanabal, Kupwara. Manu Karwal was arrested from Jewel Chowk after he was found roaming there in his Maruti Zen car under mysterious circumstances. Police seized INR 45,000 worth FICN from his possession which he was to hand over to some persons. During the interrogation he revealed the names of his two associates, who were later arrested from Roop Nagar and Kupwara city. A total of FICN INR 65,000 in the denomination of INR 1,000 has been seized so far. As reported earlier, three persons were arrested along with FICN worth INR 45,000 in their possession from Poonch District. Daily Excelsior reports, Police on November 6, arrested a Lashkar-e-Toiba (LeT) militant, identified as Showkat Ali (code name Walid), his wife and two children at Thanna Mandi Bridge in Rajouri District. The militant had taken the route of Karachi (Pakistan)-Kathmandu (Nepal)-Bihar (India)-Jammu (Jammu District) to reach Rajouri. Ali, son of Mohammad Sharief R/o Pangai, Thanna Mandi (Rajouri District) and his wife Hameeda Kousar, 20, a resident of Mirpur (Mirpur District) in Pakistan occupied Kashmir (PoK) were retained for the interrogation. Senior Superintendent of Police (SSP) Rajouri, Mubassir Latifi said that during interrogation Showkat Ali admitted his involvement in militancy before crossing over to PoK for arms training in January, 2003 when he was 15 years old. Some local ‘commanders’ of the LeT had lured him into militancy. Showkat Ali had undergone arms training at Muridke in Punjab (Pakistan) for several months. Police further said that a missing report of Showkat Ali had been registered on January 18, 2003. Earlier he along with his wife and children even tried to cross the border from the Line of Control (LoC) in Mendhar sector of Poonch District but was sent back by the Army. A case against Showkat Ali and his wife has been registered under Section 3 of Indian Passport Act and 3/14 Foreigners Act for further investigations.

Police on December 21 arrested one Lashkar-e-Toiba (LeT) militant, identified as Mohammad Altaf Ganie alias Cheema son of Abdul Hamid, from village Raipora, Palhalan (Baramulla District), reports Daily Excelsior. The militant was involved in the killing of a Sarpanch (head of village level local self government institution), Ghulam Mohammad Yatoo, of Raipora Palhalan in Baramulla District on September 10, 2012. Yatoo's killing resulted in the resignation of hundreds of Sarpachs. Police said that another accomplice of the arrested militant, Shabir Ahmed Sheikh alias Shaka is still at large. One AK-47 rifle, four AK magazines, 192 rounds of AK ammunition, one pistol, four pistol rounds, one pouch, one wireless set and 32 IED circuit packs were recovered from them.
