National Investigation Agency (NIA) on January 5 formally arrested key accused in February 18, 2007 Samjhauta Express blast case, Lokesh Sharma, in connection with the September 8, 2006 Malegaon (Nashik District of Maharashtra) bomb blasts case, according to The Times of India. Sharma, who is already under judicial custody, was produced before a special court in Mumbai (Maharashtra), which remanded him in NIA custody till January 19, 2013 Police said. A trial court has dismissed the bail plea of Lashkar-e-Toiba (LeT) terrorist and November 26, 2008 (26/11) Mumbai (Maharashtra) attack key handler Abu Jundal, The Times of India reported on January 8. In an in court proceeding, District Judge I.S. Mehta allowed the application of National Investigation Agency (NIA), which sought extension of probe time up to 180 days, saying the articles alleged to have been recovered from Jundal is sensitive to "the issue of national security," the court sources said. The NIA had also sought extension of Jundal's judicial custody saying its investigation is in progress and it could not disclose its details due to security reasons and the court could see the same in the case diary.

The Union Ministry of Home Affairs (UMHA), while releasing its monthly report on January 10, revealed that alleged Hindu fanatics arrested by National Investigation Agency (NIA) had not only confessed to having executed blasts such as those in Samjhauta Express (February 18, 2007), Hyderabad's (Andhra Pradesh) Mecca Masjid (May 18, 2007) and Malegaon in Maharashtra (September 8, 2006 and September 29, 2008) but also owned up to some sensation murders and shooting incidents. Union Minister of Home Affairs, Sushilkumar Shinde told that the four accused persons (Rajender Chaudhary, Manohar Singh, Dhan Singh and Tej Ram) were involved in incidents of bomb blast at Malegaon, Samjhauta Express and Mecca Masjid. He added, "During interrogation, the accused persons have admitted to their roles in three undetected sensational old crimes namely shooting and injuring a lady nun (Leena) in Narwar police station of Ujjain (MP), throwing of grenades at a mosque in Jammu on January 9, 2004 in which two persons had died and 15 others were injured, firing at SAR Geelani in New Delhi (an acquitted accused of Parliament attack case) in February 2005, killing of Muzeeb Lala, a Pathan in Ujjain (MP) and killing of Ramesh Ninama (a key witness in the murder case of Pyar Singh Ninama of Indore)”.

While another team of NIA was in the adjoining Manpur town of Mhow tehsil (revenue unit) of Indore District to find out leads in the cases. Customs sources said 1950 numbers of FICN notes in denomination of INR 500, suspected to have been printed in Pakistan, were seized. Suspected Indian Mujahideen (IM) terrorist Danish Ansari, arrested earlier on January 21, 2013, by the National Investigation Agency from Darbhanga District in Bihar, has allegedly told his interrogators that IM ‘India Chief’ Yasin Bhatkal alias Shahrukh, was in the process of creating a "library module" which would have acted as the media wing of IM later, according to Indian Express. According to an officer, "The examination of Danish revealed that Yasin was trying to penetrate the class of Muslims youths who were educated and promised them a platform for jehadi activities”. The group stopped such visits to the library after November 2011. Danish allegedly told his interrogators that after the Darbhanga module was exposed with the arrest of Mohammed Qateel Siddiqui (later killed in Pune jail), Yasin asked him to provide shelter. "So far, we have not found Danish directly involved in any IM operation but he seems to be aware of Yasin's plans and worked as a messenger in recruiting and creating base in Bihar with the help of handlers from Pakistan," said an NIA official. According to Danish, the terror outfit is currently cash strapped and Yasin is trying to revive the group by generating donations in India. This was corroborated by other arrested IM terrorists who claimed there were orders to commit crime to finance jehadi activities.

According to NIA, Farooq was recruited by co-founder of IM and its ‘India chief’ Yasin Bhatkal alias Ahmed Zarar Siddibappa alias Imran in 2009, after the two met at a madrasa in Patna District of Bihar. A resident of Purnea District (Bihar), Farooq later moved to another district in the State, Darbhanga. The NIA sought his remand for 10 days. Meanwhile, the NIA has claimed to have learned through the investigations that the executioners of July 13, 2011 (13/7) Mumbai (Maharashtra) blasts and the August 1, 2012, Pune (Maharashtra) explosions had stayed in a small village in Bihar's Darbhanga District for a year prior to the incident, reports The Times of India. The 12 militants have been charged under Sections 120 B read with 153 A (criminal conspiracy), 399 (preparing to commit dacoity), 18 read with 10, 13, 17 and 38 of the Unlawful Activities Prevention Act (UAPA), 1967, and Section 3 read with 25 of the Arms Act 1959. Those charged are Shoaib Ahmed Mirza, Abdul Hakeem Jamadar, Riyaz Ahmed Byahatti, Mohammad Akram, Ubedullah Bahadur, Wahid Hussain Kanakyanavar, Zafar Iqbal Sholapur, Mohammad Sadiq Lashkar, Mehboob Bagalkote, Zakir alias Ustad, Obaid-UrRehman and Nayeem Siddique. Of the 15, Zakir is absconding. Investigations have found that Obaidur Rehman from the Bangalore-Hubli-Nanded module helped IM's Syed Maqbool and Imran Khan conduct reconnaissance of Dilsukhnagar and Begum Bazaar in July 2012. The joint reconnaissance by IM's Maqbool and LeT's Rehman is suspected to have been later used by other IM accused under Yasin Bhatkal's instruction to plant bombs in Dilsukhnagar on February 21, 2013. The revelation has led NIA to believe that Maqbool, Imran and Rehman, perhaps, know more about the Hyderabad blasts than they may have revealed so far.

The chargesheet says Dr Sholapur and Jamdar wanted to fight against the US by joining the Afghan army after completing the murderous tasks. According to the chargesheet, "In Pakistan, they met Abdul Rehman alias Farhathullah Ghori, accused in the Akshar Dham attack case. Ghori introduced them to ISI agents and trained the two men to collect intelligence, execute cyber crime and use weapons”. Dr. Nayeem Ahmed Siddiqui, is the second doctor arrested and named an accused in the case. NIA investigation revealed that another accused, Mohammed Akram alias Khalid, too visited Saudi Arabia in the guise of a driver to forge links with the jehadis. Akram also met in Riyadh "Abu Hamza, working for LeT and wanted accused in Sai Baba temple blast case in Hyderabad in the year 2002", the chargesheet says. Among the various people Akram met in Riyadh were three men from Karnataka who the chargesheet identifies as 'Dr Imran alias Immu, learnt to be a native of Karnataka, Motu Doctor, learnt to be a native of Karnataka, Dr Usman Ghani Khan alias Abu Anas, a native of Dharwad...' The chargesheet names 25 people as accused, of which 11 have been arrested.

NIA submitted its charge-sheet before Patiala House Court (New Delhi) against Jundal, whose actual name is Sayed Zabiuddin, under various sections of the Indian Penal Code (IPC) and Unlawful Activities (Prevention) Act (UAPA). An NIA team recently conducted an investigation and apprehended and questioned a few people in connection with the Hyderabad (Andhra Pradesh) blasts of February 21, 2013. However, none of them was detained. NIA kept the operation a secret. The team, according to sources, came close to success in detecting such cells in the state. The sleuths had been fed with specific lead about the existence of such cells in the state and mainly in the city. “Some of these sleeper cells came into existence after 2008 but were dispersed after Hyderabad blasts,” the sources said.

Savaikar as the special judge to conduct the trial into the Margao (South Goa District) blast (October 16, 2009) case, which will now be heard at the South Goa sessions court at Margao. The case was being heard at the North Goa sessions court for around a year-and-a-half after the central government had notified the North Goa sessions judge as the special judge to conduct the trial. While the Special Investigation Team (SIT) was initially investigating the case, the central government ordered that the probe be handed over to the National Investigation Agency (NIA), a federal agency formed after the 26/11 Mumbai attacks to probe terror-related cases. In 2011, the NIA filed a chargesheet against 11 accused. So far nearly 100 witnesses have been examined in the court, including Police officers, explosives' experts and handwriting analysts.

Further, Chaudhry confessed to the National Investigation Authority (NIA) investigators, that the duo visited Hyderabad from Bhopal (Madhya Pradesh), in February by train. They toured Charminar, Mecca Masjid and some other places in an autorickshaw to check where bombs could be planted. They even entered Mecca Masjid premises as tourists and observed the people coming in for prayers. The two also received training in rifle shooting. On May 16, 2007 Chaudhry called Parmar and asked him to come to Manavatnagar in Madhya Pradesh. They met the prime accused, Ramchandra Kalsangra alias Ramji there. Ramji reportedly handed over to them two bags containing IEDs (improvised electronic devices). They reached Hyderabad on May 18. Tejaram placed the bag carrying an IED on the grills of the gate of the mosque while Rajendra put the red bag containing another IED under the marble bench on the masjid (mosque) courtyard, sources said. After planting the bombs they immediately left the city and went to Madhya Pradesh via Bidar and Aurangabad.

The National Investigation Agency (NIA) on May 15 opposed the bail plea of suspected Hizb-ul-Mujahideen (HM) militant Liyaqat Shah in a Delhi court which allowed it to take his DNA samples on May 16 (today), reports Daily Excelsior. During the hearing, the court also reserved its order for May 17 on the bail plea of Liyaqat. The NIA opposed his plea saying that he has been booked under the provisions of Unlawful Activities (Prevention) Act (UAPA) and for offences under various Sections, including waging war against the country, of the Indian Penal Code (IPC). Liyaqat is presently lodged in Tihar jail in Delhi and is in judicial custody till May 18. Liyaqat was arrested by the personnel of the Special Cell of Delhi Police on March 20, 2013, while crossing the Indo-Nepal border in Gorakhpur in Uttar Pradesh with his family. The special cell of Delhi Police later said that Liyaqat, a resident of Jammu and Kashmir (J&K), had told his interrogators that he is a trained militant of HM and was settled in Muzaffarabad in Pakistan occupied Kashmir (PoK). Police had said that Liyaqat and his associate Manzoor, a resident of J&K, were directed by top ranks of HM to carry out terror attacks in Delhi, especially a suicide attack at the time of Holi. It had said that based on inputs given by Liyaqat, a huge consignment of arms, hand grenades and explosive material were recovered from a guest house in Jama Masjid area in Delhi. It had said that his associates, including Manzoor, are absconding. J&K Police, however, had supported the claims of the family of Liyaqat that he was a former militant who had surrendered before Sashastra Seema Bal (SSB) on the Nepal border and was in a group returning from PoK under the rehabilitation policy.

NIA counsel submitted that Kamaludeen was one of the key person involved in circulating FICNs in the state and was absconding for the past several years and had been arrested a few weeks back. The NIA also said Kamaludeen was a close associate of Muhammad Dada alias Thahir Merchant, who was involved in 1993 Mumbai (Maharashtra) blast case. The NIA had framed charges under 120 (B) of Indian Penal Code (IPC), 489 (B) and 489 (C) IPC r/w 341 IPC and Sections 16, 17 and 18 of the Unlawful Activities Prevention Act (UAPA)against him. In the chargesheet filed by NIA against Kamaludheen, it was stated that Kamaluddin used to collect genuine money and send it to anti-national and terrorist elements in Pakistan through hawala (illegal money transfer) channels. The NIA also said Zahid Majeed, whom the ATS had named as one of the accused who planted the bombs, was not present on the spot but was in Yavatmal during the time of the blasts. In its chargesheet, the NIA said its investigations showed the entire conspiracy was hatched and carried out by Hindu terror operatives. It said the four bombs used to kill 31 people were assembled at Sarvasampann Nagar in Indore (Madhya Pradesh) and transported to Malegaon in state transport buses by Manohar Narwaria, Ramchandra Kalsangara, Dhan Singh and Rajendra Chaudhary. Of the four, Kalsangara alias Badal Yadav is absconding accused. In addition, Patna Police also released four persons who had booked two rooms in a hotel near the temple for merely two hours on the day of blast. Further, NIA has come across certain factories in Bihar that manufacture small cylinders that were used to make the 13 bombs planted in and around the Mahabodhi temple complex. The agency is now trying to trace from which factory the cylinders may have originated and which dealer may have sold it to the terrorists."There are some factories we have come across that make such cylinders. But further investigation is needed to reach the actual source," said an NIA officer adding that a similar search for the clocks used in the blast was also on. Interestingly, NIA investigators have learnt that Communist Party of India-Maoist (CPI-Maoist) has used cylinder bombs identical to those used in Bodh Gaya blasts in parts of Jharkhand. "Maoists often use such bombs, state Police has told us. However, this does not mean that it's a Naxal job. Anyone can copy anyone's bomb. Just as Bodh Gaya bombs having similarity of circuit with 2008 Ahmedabad blasts does not mean that Indian Mujahideen executed the attack," a senior NIA officer said.

Moreover, investigations into the blasts are now focused on the three live bombs that remained unexploded and were recovered by agencies. "This is the only lead we have as of now as nothing has come off interrogations of several people who were seen in CCTV footage or had stayed in hotels nearby," an NIA officer said. Further, NIA has announced a reward of INR one million for definite clues about the perpetrators of blasts. In another related move, the NIA on July 10 lodged a complaint case at the court of Chief Judicial Magistrate (CJM) in Patna and the three FIRs lodged at Bodh Gaya in this connection have been transferred to NIA. Meanwhile, two tweets purportedly from Indian Mujahideen (IM) that claimed the terror outfit carried out the serial blasts at Bodh Gaya and warned about a plot to attack Mumbai (Maharashtra) by July 13, 2013 have been traced to Pakistan. The Twitter handle @IndianMujahidin sent out the warning to Mumbai on July 6. It followed that up by claiming responsibility for the explosions at the Buddhist site in Bihar in a tweet on July 7, almost 12 hours after the explosive devices placed inside the temple complex had gone off. "Our probe has established that the tweets originated in Pakistan. We cannot pinpoint the exact city or location at this point of time since we have not got a detailed report from the microblogging firm," a senior source in Maharashtra ATS said.

"Going by the modus operandi, nature of explosives and eyewitness statements, the involvement of Naxalites, Hindu terror outfits or even disgruntled elements within the temple management can be safely ruled out. It is now almost certain that the IM or a local outfit owing allegiance to it carried out the multiple blasts," said an officer associated with the probe. In addition, NIA has found some important clues in the blasts, Union Minister of Home Affairs Sushilkumar Shinde said on July 17. "I can say that investigation is being done seriously, and probing agency (NIA) has found some important clues in the right and positive direction," Shinde commented. Meanwhile, reports indicate that poor quality of gas cylinders used in the bombs planted at Bodh Gaya, perhaps, saved the site from too much damage. Investigations by NIA revealed that one of the reasons why the 10 bombs that exploded in Bodh Gaya could not cause much damage was because the cylinders in which explosives were stuffed were procured from local factories in Bihar and were of very poor quality. "In some bombs the entire base of the cylinder has come out intact dampening the impact of the blasts," said an NIA officer. Another reason being cited for the bombs going off with a whimper is poor insertion of detonators in the shrapnel-explosive mix. "Holes were drilled into the cylinders and then explosives and shrapnel put into it. A detonator was then inserted to complete the circuit with batteries and clocks. It seems the detonators were surrounded more by shrapnel than explosives leading to reduced charge and poor explosion," said the officer.

The 42-page chargesheet was filed in a case against 12 IM operatives, including Yasin Bhatkal, Riyaz Bhatkal and Iqbal Bhatkal registered in September 2012. In what reads like a compilation of previous chargesheets filed by various state police and the special cell of Delhi Police, it states that "IM was formed in or around 2003 end in the wake of communal mobilisation due to factors like Babri Masjid demolition and Gujarat riots". According to the NIA, IM was formed after a group of certain ultra radicalised Muslim youths segregated themselves from Students Islamic Movement of India (SIMI). Without substantiating, NIA claims, "Source information revealed that IM is receiving regular funding from abroad..." It goes on to say that IM is undertaking "large-scale recruitment" for acts of terror with "active support from their Pakistan-based associates and sleeper cells within the country". NIA further says, "IM does not believe in the Constitution and believes in waging war against India." However, the NIA has no idea on the means of communication used by the outfit to contact its cadre. The chargesheet says the group recruits cadre by "engaging them in discussions".

According to the FIR, there are 24 accused in the case, 22 of them under judicial custody and three absconding. The arrested are reportedly the members of the Popular Front of India (PFI) and the Secular Democratic Party of India (SDPI). The main accused in the case are P V Abdul Asiz and A V Fahad. Those absconding are Azharuddin alias Azhar, Khamaruddeen and Jalil. They had allegedly organized the arms training camp. The National Investigation Agency (NIA) has said Indian Mujahideen (IM) co-founder Yasin Bhatkal, who is in their custody, revealed he had met Communist Party of India-Maoist (CPI-Maoist) leaders in Nepal before the serial blasts that rocked Bodh Gaya in Gaya District of Bihar on July 7, 2013, reports Mumbai Mirror. Bhatkal had reportedly surveyed the area around the Mahabodhi temple a year before the blasts took place. The explosive devices used in the blasts resemble the bombs used by Maoists. Until Bhatkal's confession, the NIA had been probing the blasts, considering three possibilities - international infiltration, Maoist involvement and local communal issues. The NIA had even put 100 foreign students studying and doing research in several departments of Magadh University in Bihar on its radar. "During his interrogation, Bhatkal revealed that Pakistan's intelligence agency has been working on a multipronged strategy to spread terror in India. An NIA special court convicted 13 operatives linked to LeT, including T Nazeer and Sarfaraz Nawaz, for recruiting youth from Kerala for terror training and planning attacks across the country. Four of these recruits had been killed in an encounter in Kupwara, Jammu and Kashmir, by Security Forces in 2008. Sarfaraz Nawaz was the key conspirator who had also provided finances and logistic support to the LeT network operating in Kerala under T Naseer, NIA sources said. "We have conclusively proven that the accused persons facilitated the movement of five boys from the state of Kerala to the Jammu and Kashmir to undertake arms training and wage 'jihad' against the country. These boys had not only been trained by LeT in 2008, but had also taken part in an armed action against the security forces in the Lolab forests of Kupwara which had resulted in the death of the four of the five youth," said an NIA officer.

Haddi’s statement to National Investigation Agency (NIA) says planning for the blasts started a week in advance. Haddi and terrorist Waqas took a room on rent in Byculla. A week before 13/7, Bhatkal and Tehsin Akhtar alias Monu came to Mumbai and stayed with them. For a week, they carried recce of various spots, finalising on four to plant bombs: Zaveri Bazaar, Opera House, Kabutarkhana and a flower market outside the Dadar railway station. “These places were chosen because they are heavily crowded in the evening and will result in maximum loss of life,” said an unnamed Policeman. On the morning of 13/7, the men, led by Bhatkal, started assembling bombs in their room. Four pressure-cooker bombs were assembled, according to Haddi. Three pressure cookers were filled with a gel of ammonium nitrate and fitted with detonators and watch timers. The fourth was filled with dry granules of ammonium nitrate and fitted with a detonator and a watch timer. The bombs were packed in plastic sheets and put in handbags. Around 2.30pm, each person, carrying one bomb, left Byculla. Haddi left for Zaveri Bazar and placed a bomb under the seat of a Scooty, which had been stolen the previous night and parked near Zaveri Bazar by Bhatkal and Waqas. Haddi rode the Scooty to a Zaveri Bazar eatery where he parked it.

Yasin Bhatkal claimed that their ultimate mission is to uphold Shariah in India like the Mujahideen in Afghanistan and Somalia. In both countries Islamic terror networks are believed to be a part of Al-Qaida. Yasin has to say that they keep a tactical understanding with Pakistan’s Inter-Services Intelligence (ISI) for logistic support. Yasin's interrogation also unearthed that more than half a dozen IM recruits from north India were killed in Afghanistan who went there to fight for the Taliban. During recent interrogation by different state agencies and National Investigation Agency (NIA), Yasin revealed how the entire organization split into two factions: Azamgarh and Bhatkal following the debacle of Batla house encounter in 2008. Bhatkal also told investigators about two people who provided shelter and financial assistance to his accomplices. He has given sketchy details of the areas where their houses are situated, and the probe team is keeping a close eye on these places. Moreover, a team of the NIA was in Kadaba of Uppinangady taluk (administrative unit) in Dakshina Kannada District, looking for Jayaprakash alias Jayanna, an accused in the bomb blast case at Madgaon in Goa on October 16, 2009. Meanwhile, investigations into the Patna serial blasts have clearly revealed that the terrorist attack was a well-planned operation carried out by at least 18 IM operatives who were divided into three modules. Intelligence sources said, that Ranchi was the main centre where the conspiracy to target Narendra Modi’s Patna rally was hatched. The bombs were also assembled in Ranchi and then taken to Patna by members of the three modules. The entire operation was supervised by key IM operative Tehseen Akhtar alias Monu, and Waqas. Intelligence inputs and investigations reveal that IM terrorists wanted to carry out a “human bomb” attack at the crowded rally, but failed as this particular module lacked the expertise to put together such a sophisticated explosive. Therefore only low-intensity crude explosives were used in the serial bombings.

The NIA's explosive conclusion was recently revealed to Parliament's Standing Committee on Finance by the Research and Analysis Wing (R&AW), the Intelligence Bureau (IB), and the Department of Revenue Intelligence (DRI). The security features imitated to print fake notes can be duplicated by highly sophisticated machines that only the Pakistan government owns, the committee was told. Most of the pivotal parameters of the paper like GSM (paper density measured in grammes per square metre), Wax Pick Quotient, and Poly Vinyl Alcohol and PH Values were found matching with the legal tender of Pakistan.The parliamentary panel was informed that the volume of FICN smuggled into India in 2010 was between INR 1,500 and INR 17 billion, which went up to INR 25 billion in 2012 - a rise of 55 per cent. This year, FICN worth INR 12 billion has already infected the Indian economy till July.

"In the raid, the NIA detained six people and recovered 300 passbooks, 30 ATM cards and other documents related to money transaction," the official said. NIA suspects that those detained have links with terrorists in and outside the country. Moreover, Police are ascertaining whether these four persons are part of Pakistan’s Inter-Services Intelligence (ISI) sponsored funding in India or part of some hawala (illegal money transfer) transactions. Lakhisarai Superintendant of Police (SP) Rajiv Mishra said these persons frequently talked to one Ibrahim Khan based in Pakistan and transferred the received money to different persons in India after getting instructions from him. The arrested suspects have reportedly confessed their links with Khan and said that they used to receive money from him in the fake bank accounts they had opened with fake documents of other persons in several local banks and transferred the cash to other persons. For this, they used to get 20 per cent commission on transactions.

They were identified as Sheikh Azijullah, Moinuddin Mashiuddin Qureshi, Sheikh Habibullah, Hayat Noor Khan alias Raju Mistry and Roshan Ghulam Sheikh. All of them were booked under provisions of the Prevention of Unlawful Activities Act, 1968. Indian Express reports on November 18 that four alleged IM operatives suspected to be involved in the Patna blasts stayed in Raipur for over a fortnight immediately after the incident, according to the Chhattisgarh Police. Additional Director General (ADG, Intelligence) Mukesh Gupta told that the Patna blasts suspects, Haider Ali alias Abdullah, Numan Ansari, Taufeeq Ansari and Mojibullah, were provided shelter in Raipur. The Chhattisgarh Police have confirmed the identities of the four with the NIA and the Bihar Police. Gupta said the seven who have been arrested were under surveillance for over three years. While they were found to be involved in some organisational activities for SIMI, an alert was raised following a reported phone conversation between Siddiqui and another person in Arabic on October 17, when some words like "qurbani (sacrifice)", "Gujarat", and "Narendra Modi" came up. The recording of the conversation has been sent to the Intelligence Bureau (IB) for translation. Meanwhile, NIA has announced a cash reward of INR one million on the head of Hider Ali and INR 500,000 each on the three other suspects who figured as accused in both Bodh Gaya and Patna blasts, The Times of India reports on November 18.

Akhtar, considered the mastermind of several bomb blasts, including in Delhi, Mumbai, Patna and Bodh Gaya, is a resident of Maniyarpur village in Samastipur District of Bihar. IM's strategy has been extremely successful in the development-starved Jharkhand, from where more than 15 people have been recruited over the last 13 years. The agency has named Sultan Armar, Shafi Amar, Mohd Hussain Farhan, Afeef Mota, Salim Ishaqi, Anwar alias Noor and Abdul Wahid Siddibapa of Bhatkal, Karnataka. All of them were either in Pakistan or other Middle East countries. The three from Azammgarh, Uttar Pradesh have been identified as Abu Rashid Sheikh, Mohammad Rasid and Sadab Ahmed. Hyder Ali, also an accused in October 27, 2013 Patna and Bodhgaya serial blasts of July 7, 2013, has also been named. Yasin was said to be instrumental in motivating and recruiting them. The agency is also approaching a Delhi Court to get non-bailable warrants issued against them. The NIA said the accused persons are active members of IM and were engaged in waging war on India at the behest of top IM militants Riyaz and Iqbal Bhatkal, who are said to be holed up in Pakistan. The agency also suspects that some of the members named are still in India and may carry out terror attacks.

The investigation into an alleged Lashkar-e-Toiba (LeT) plot to attack Hindu elements that led to the framing of charges against 12 Muslim youths from Karnataka, Andhra Pradesh and Maharashtra has reached a dead end as eight more wanted persons, including several with links to an older generation of terrorist incidents in India, are based abroad, Indian Express reported on December 20. The authorities have issued Interpol Red Corner Notices for the arrest of the eight. An Interpol notice is also likely to be issued against a ninth missing person, identified only as Motu Doctor, when the National Investigating Agency (NIA) identifies him in the course of a supplementary chargesheet to be filed in a couple of months. Among the eight persons wanted in the Bangalore case is a man referred to by some of the accused as Professor who has been identified in the NIA chargesheet as Farhatullah Ghori, also an accused in the 2003 attack on the Akshardham Temple. Sources said he was in Pakistan and was a key link to extremist outfits there. Another wanted person is Mohammed Bhai alias Abdul Bari alias Abu Hamza, who is the main accused in a blast outside the Dilsukhnagar Sai Baba temple in Hyderabad in 2002 that killed two. He is in Saudi Arabia and is linked to the creation of the Muslim Defence Force in Tamil Nadu, a precursor to the emergence of the Al Ummah. Bari's brother Furkhan Bhai, Osman bin Siddiqui alias Abu Hanzala, an alleged financier of LeT networks in India, and Asad Khan alias Abu Sufiyan, who has a terrorist case record in Hyderabad, are the other wanted persons. They are from an older generation of alleged terrorists. The three others against whom Red Corner Notices have been issued are Abdul Majed, the youngest brother of Abdul Shahed, an LeT linked terrorist killed in Karachi in 2007, Usmane Ghane, a doctor and Mohammed Shahed Faisal, an engineer. Sources said dentist Imran Ahmed, who was arrested recently in the conspiracy case following his return from Saudi Arabia, had confirmed that the persons against whom Interpol notices have been issued were part of a group that frequently met in Saudi to discuss developments in India with regard to Muslims, among other issues. Earlier, Mohammed Akram, who is considered a key figure in the alleged LeT plot, had told investigators that the conspiracy was hatched in the course of meetings held with the Gulf-based individuals. Indian Mujahideen’s (IM) ‘operational chief’ in India, Yasin Bhatkal, who was arrested on August 28, 2013, during his interrogation admitted that IM operatives, especially Tehsin Akhtar alias Monu, would target foreign tourists in Rajasthan, Delhi, Maharashtra, Goa and other states, reported The Times of India on December 22. The IM members would also attack Jews, especially tourists from Israel, Yasin claimed, according to a top official. According to sources, Yasin claimed the IM was closely associated with al Qaida and was working to distance itself from ISI. "The passion (among IM leaders) for fighting in NATO forces in Af-Pak region by becoming part of al Qaida and distancing from ISI are some of the new trends in the IM based in Pakistan, which is also leading to a split of the outfit," Yasin told interrogators. To the surprise of Indian agencies, Yasin disclosed that Mohammad Sajid (Bada Sajid), who was involved in the Delhi 2008 serial blasts and was present in Batla House, is fighting in FATA (Federally Administered Tribal Areas) region in northwestern Pakistan. "He (Bada Sajid) was even wounded in the fight there," Yasin said. Yasin was friends with Bada Sajid, Atif Ameen and Chota Sajid, members of the IM's Azamgarh module, and had made bombs initially with them for Delhi, Jaipur, Ahmedabad and Surat blasts in 2008. Bada Sajid fled India after the Batla House encounter, in which Chota Sajid and Ameen were killed. Yasin told intelligence officials that the "conflict and bickering for change in the command of IM is apparent". He gave names of IM members who are having ideological differences with the outfit's leadership in Pakistan. "The group comprising Afifi alias Mota Bhai, Sultan, Safi and Farhan are upset about activities of Iqbal Bhatkal," he told agencies. During his custody in NIA, Yasin had given primary details of IM's association with other terror outfits including al-Qaida. Giving an account of his conversations with Riyaz Bhatkal, he said, "Riyaz talked of going on a tour to meet al Qaida and that he wanted to discuss about the journey. He mentioned that he couldn't go to Tehrik-e-Taliban Pakistan (TTP) and that he will join hands with al Qaida. He explained that there were two types of Taliban - one was of Afghanistan and the other of Pakistan. All in Pakistan were supporting the Taliban of Pakistan. Al Qaida was also supporting the Taliban-Afghanistan. But the Taliban of Afghanistan talked only about Afghanistan and not about other places. Riyaz said they (Taliban-Afghanistan) had their priorities in Afghanistan. He said Taliban of Afghanistan were clear that they would not let their land to be used against others." Yasin claimed Riyaz told him that they (IM) would be under the al Qaida and that he was going to Waziristan.

According to a recent confidential forensic analysis report, the influx of Fake Indian Currency Note (FICN) into India is being seen as one of the biggest threats to the country's economic stability, IBNLive reported on December 26. In 2009 the Union Ministry of Home Affairs formed a high level secret panel for a comprehensive analysis of FICN recovered from across the country. What followed was a year-long investigation in collaboration with the National Investigation Agency (NIA) and the intelligence agencies. Samples of fake currency notes were collected from states of Maharashtra, Goa, Kerala, Madhya Pradesh, Rajasthan, Karnataka and Jammu & Kashmir. The fake notes were forensically compared with the genuine ones from Pakistan, Sri Lanka, Myanmar, Nepal, Bhutan and Bangladesh. The panel concluded by saying: "During examination of samples of FICN and the legal tender of Pakistan, most of the pivotal parameters of the paper like GSM of the paper, wax pick quotient, poly vinyle alcohol etc were found matching with the legal tender of Pakistan. The similarity in the furnish used i:e 100 per cent rag content, PH of the paper and surface sizing clearly indicates that a similar manufacturing process has been adopted in case of the FICN samples and the legal tender of Pakistan." The FICN were almost 90 per cent similar to the genuine ones and impossible to spot with a naked eye. Some of the fake notes also display sophisticated features like security thread, watermarks, latent image among others. Some of the parameters used for the analysis are: paper, ink, printing process, special features, thickness of the paper and colour registration. Alarmed by the recovery of FICN worth over 1 billion in the last three years alone, the government amended the Unlawful Activities Prevention Act (UAPA) while only foot soldiers are caught, intelligence agencies believe fake currency is increasingly being used to fund terror in India.
