The name of Sinha, a 1975 batch Indian Police Service officer of Haryana cadre, was cleared by the Appointments Committee of Cabinet headed by Prime Minister Manmohan Singh. The 56-year-old Sinha will have tenure till October 31, 2013 or as per further orders issued by the Government, an official notification said.

The National Investigation Agency (NIA) on May 17 filed charges in a court against 11 activists of Sanatan Sanstha, a Hindu right wing organisation for the October 16, 2009 Diwali (festival of lights)-eve blast that killed two people in Goa's Margao town, reports Times of India. The accused are facing charges of conspiring and collecting arms for waging a war against the State and mischief. All 11 people named in the chargesheet are cadres of Hindu right wing organisation Sanatan Sanstha. The 3,000 pages chargesheet names 250 witnesses, who are likely to be examined by the local court during the trial. Those named as accused include Vinay Talekar, Vinayak Patil, Dhananjay Ashtekar, all residents of Goa, and Dilip Mangaonkar, a resident of Maharashtra. Other accused named in the charge sheet are Prashant Juvekar, Sarang Akolkar, Jayaprakash, Rudra Patil and Prashant Ashtekar, all residents of Maharashtra. They all are absconding. Apart from facing charges for waging war against the State, they have also been charged under the Explosive Substance Act and the Unlawful Activities (Prevention) Act.

A four-member National Investigation Agency (NIA) team went to the US on May 30 with the decks finally being cleared for unqualified access to Lashkar-e-Toiba (LeT) operative David Coleman Headley, who was accused of his involvement in the November 26, 2008 Mumbai terrorist attacks (also known as 2611) reports Times of India. The report adds that the Mumbai plotter can be interrogated thoroughly about the terror agenda envisaged by the "Karachi Project" to target India. Headley pleaded guilty on 12 counts, nine of which related to the 26/11 so as to avoid being extradited to India and escape capital punishment. He will be questioned on certain missing links in the 26/11 conspiracy. He will also be questioned about the February 13, 2010 German Bakery blast in Pune.

Pakistani born American Lashkar-e-Toiba (LeT) operative David Headley has confirmed that LeT terrorists carried out the November 26, 2008 (also known as 26/11) Mumbai attack under the "guidance" of Pakistan's Inter-Services Intelligence (ISI), reports Times of India. Headley, who is being interrogated in the US by a team of Nation Investigation Agency (NIA) officials, has said that the notorious ISI was engaged with the LeT commanders responsible for the 26/11 carnage at "each and every stage of the plot". The account of the terrorist, who receed targets for LeT terrorists across the country, corroborates India's stand about the involvement of Pakistani State actors in terrorism, trains the spotlight on LeT-ISI tandem, and explains Pakistan's unwillingness to clamp down on the LeT leadership. Headley has mentioned serving officers of Pakistan Army — Major Sameer Ali, Major Iqbal and Major Haroon — as those who collaborated with the LeT terrorists. Major Sameer and Major Iqbal figured in the dossier India gave to Pakistani foreign secretary Salman Bashir. However, Union Home Minister P. Chidambaram is to demand voice samples of seven LeT commanders including Zakiur Rahman Lakhvi, Zarar Shah, Abu Al Qama and others when he meets his Pakistani counterpart Rehman Malik during his visit to Islamabad for the conference of Home Ministers from South Asian Association for Regional Cooperation (SAARC) region. Pakistan has so far refused to give voice samples which could help investigators ascertain the identity of those who instructed the 26/11 attackers as they went about their deadly assignment. Headley has also revealed how post-26/11, ISI wanted LeT to disown the Mumbai attack to turn the global attention away from the terror outfit that Pakistan considers to be an important strategic asset to be used against India. With Mohammad Ajmal ‘Kasab’ snared, and investigations by India and Federal Bureau of Investigation (FBI) homing in its nexus with LeT, ISI planned to blame the carnage on al-Qaeda. It even prepared a list of 4-5 al-Qaeda figures who were to be projected as the conspirators. Headley also admitted that while he had started off as a LeT recruit, he started drifting towards al Qaeda under the influence of Major Abdul Rahman Saeed. Saeed, who served with 6 Baloch Regiment of Pakistan Army, took voluntary retirement in 2002 to devote himself full time to al Qaeda's cause. Headley, who respected Saeed for his "sacrifice", went high in the retired Major's esteem because of precise inputs he provided for the 26/11 attack.

The Sanstha believes that the festival glorifies the demon Narkasur and shows Lord Krishna in poor light, special public prosecutor S. B. Faria said while explaining the motive behind the crime. However, the National Investigating Agency had on May 17 filed a common 3,000-page chargesheet in the Margao blast case and the planting of explosives at Sancoale against 11 accused.

Chidambaram used the NIA dossier detailing Headley's disclosures to drive home the point that stringent measures are needed against terrorist groups operating with impunity from Pakistani soil. The NIA dossier, which establishes the virtual closing of ranks between LeT and ISI, clearly indicates that both are acting independently of the Government and pose a threat to Pakistan's governance. It took two days of persuasion for Headley to waive his right to silence under US law and detail every meeting he had with his LeT handlers, including Hafiz Saeed and Sajid Mir, and ISI officials in Muzzaffarabad and Lahore before the 26/11 attacks. Sources said that Headley told the NIA team comprising Loknath Behera, Swayamprakash Pani, Sajid Shapoo and special prosecutor Dayan Krishnan that his reconnaissance missions and its results were closely and jointly monitored by LeT and ISI before he received fresh instructions. The 11th dossier, which India handed over to Pakistan on June 18, contained every statement by Headley, who spoke for seven to eight hours every day, continuously for eight days.

Sources in the National Investigation Agency (NIA) team, which questioned David Coleman Headley in Chicago (United States) in June told Rediff.com that their interrogation focused on the involvement of Inter Services Intelligence (ISI) officers in the 26/11 attacks. The NIA sources said Headley revealed that three ISI officers -- Major Haroon, Major Sameer Ali and Major Iqbal -- were associated with the 26/11 terror plot. According to NIA sources, Headley told them that the ISI and Lashkar-e-Toiba (LeT) jointly planned the attacks. Headley's revelations match statements of al Qaeda operative Ilyas Kashmiri made recently to a Pakistani Website. Kashmiri planned the terror siege, originally called the Bombay Project. But the ISI involved the LeT as it felt the organisation was better equipped to strike in India. All those involved, barring LeT founder Hafiz Muhammad Saeed and the three ISI officers, worked on the operation on a need-to-know basis, Headley told the NIA team. He revealed that Saeed scrutinised each and every detail of the Bombay Project. LeT terrorists involved in the conspiracy sought Saeed's permission if they needed leave, Headley disclosed. He added that when his wife complained to Saeed that her husband never had any time for her, she was told that the Bombay Project would suffer if Headley was granted time off from his deadly mission.

Days after seeking issuance of Non Bailable Warrants (NBW) against David Coleman Headley and Tahawwur Hussain Rana, involved in 26/11 attacks, the National Investigation Agency (NIA) on July 15 withdrew its application realising its mistake that the agency should not have had requested the court for their NBW in the first place as both of them are already in judicial custody in United Sates (US) with which India has an extradition treaty. The NIA had last week approached the court seeking NBWs for Headley, Rana and six Pakistan-based Lashkar-e-Toiba (LeT) militants, including Zaki-ur-Rehman Lakhvi and Jama'at-ud-Da'awa (JuD) chief Hafiz Muhammad Saeed. The agency, however, told the court on July 15 that it is still pursuing the issuance of NBWs against six other LeT members who are in Pakistan with which India does not have an extradition treaty. Besides Headley and Rana, now in the custody of Federal Bureau of Investigation (FBI) in the US, the NIA had made Lakhvi, Saeed, Major Iqbal, Major Sameer Ali, Sajid Mir and Abdul Rehman accused in its First Information Report filed on November 11, 2009. A Delhi court on July 21 issued non-bailable warrants (NBW) against five Pakistanis in a case filed by the National Investigation Agency (NIA), charging them with facilitating terrorist attacks in India, but rejected its application for NBWs against Lashkar-e-Toiba (LeT) chief Hafiz Mohammed Saeed and Zaki-ur-Rehman Lakhvi, the first and second accused, reports The Hindu. While agreeing with the prosecution’s charges against the seven, Special Judge (NIA) S. P. Garg said no purpose would be served by issuing NBWs against Saeed and Lakhvi. For, a Mumbai trial court had issued NBWs against them and subsequently Interpol also issued Red Corner Notices. The NIA counsel had on July 20 said that Saeed and Lakhvi could be issued the “Special Notice” as the Security Council had imposed sanctions on them for their ties to the al-Qaeda and the Taliban. The five persons against whom NBWs have been issued are Karachi residents Sajid Mir alias Wasi and Abdur Rehman Hashim, Pakistani army officers Major Iqbal and Major Sameer Ali, and Pakistan-occupied Kashmir (PoK) resident Illyas Kashmiri. All the accused have been charged under various sections of the Indian Penal Code, the Unlawful Activities (Prevention) Act and the South Asian Association For Regional Cooperation (SAARC) Convention (Suppression of Terrorism) Act for “facilitating terrorist acts and acts preparatory to terror attacks between 2005 and October 2009 in India including Delhi”.

According to reports just after 26/11 Mumbai terror attack, Headley had stayed for more than 40 days in Pushkar to keep an eye on the situation after the Mumbai mayhem. The agencies believed that Headley in Pushkar was plotting an attack on Israeli tourists visiting the holy town. Times of India on November 2 reports that the Pakistani American Lashkar-e-Toiba (LeT) operative David Coleman Headley revealed to the interrogators of the National Investigation Agency (NIA) in June that had the 26/11 attackers landed during the day on Mumbai's coast, the Mumbai Police headquarters at Crawford Market would have also been attacked on the first day of the carnage. However, since 10 Pakistani militants including Ajmal Kasab, the lone arrested attacker, landed ashore in the night of November 26 they moved to Chhatrapati Shivaji Terminus (CST) as per the alternate plan. Headley also told the Indian sleuths that originally, 13 militants, including an Indian national (possibly from Maharashtra) who was considered a good "asset", were trained for the attack, but the LeT commander Sajid Majid later dropped three of them from the mission. During his questioning, Headley also gave details of LeT’s attack on Indian Institute of Science (IISc) in Bangalore where an Indian Institute of Technology (IIT) professor M C Puri was killed on December 28, 2005. He told the NIA team that the entire operation was executed by LeT's ‘commander’ Abu Hamza. Another terrorist Abdul Aziz had supervised this operation in December 2005. He further mentioned that during his training programmes he was shown CDs of atrocities on Indian Muslims including videos of Gujarat riots and hate speeches of right wing Hindu leader Babu Bajrangi.

The National Investigation Agency (NIA) on December 30 filed a chargesheet against 18 cadres of the banned outfit Student Islamic Movement of India (SIMI), in a Kerala court for allegedly conspiring to advocate, incite and abet unlawful activities for secession of Kashmir from India, according to Times of India. The NIA filed the chargesheet in connection with a secret meeting held by the SIMI activists in Panayuikkulam near Kochi on August 15, 2006 where they allegedly planned to wage war against India through various means. During investigation, it was found that there were some persons in the room and some of them were making inflammatory speeches. Seventeen of these persons were arrested and later let out on bail. Books and pamphlets, which were pro-Pakistani, anti-Government, seditious and provocative in content with the aim of creating religious animosity, were seized. In the chargesheet, the NIA linked the SIMI to the Pakistan-based Islamist militant outfit Lashkar-e-Toiba (LeT).
