ATS told the court on January 1, that the conspiracy to cause serial bomb blasts on Jangli Maharaj Road was hatched by the seven arrested suspects in Saudi Arabia, reports The Times of India. The ATS said the custodial interrogation of the suspects, revealed that they were constantly in touch with the absconding suspects, Fayyaz Kagzi, Riyaz Bhatkal and three others involved in a string of terror attacks in India so far. Investigations also revealed that one of the absconding suspects is a militant of the terror outfit Lashkar-e-Toiba (LeT) and he is involved in inciting youths from Aurangabad, Beed and Ahmednagar (three District of Maharashtra) to indulge in terror activities. LeT had trained the absconders to assemble bombs.

The Anti-Terrorism Squad (ATS) of the Maharashtra Police said, in the draft charges filed in the May 8, 2006 Aurangabad (Maharashtra) arms haul case against Lashkar-e-toiba (LeT) ‘operative’ and key November 26, 2008 (26/11) terror attack handler Sayed Zabiuddin Ansari alias Abu Jundal, along with the other 21 accused, have been involved in terrorist activities right from 1996, The Times of India reports on January 10. The draft charges that have been submitted to the court propose that the court charge Jundal under different sections of Control of Organised Crime Act (MCOCA), Unlawful Activities (Prevention) Act, Explosives Act, Explosives Substances Act and Indian Penal Code. Jundal, who is presently lodged in Tihar Jail (New Delhi), was on January 9, produced in the court through video conferencing.

The Mumbai Crime Branch claims to have identified the Pakistan-based handler of arrested Hizb-ul-Mujahideen (HM) spy Faroquee Ahmed Gulam Naiku and has stepped up efforts to issue a Red Corner Notice for his arrest, Hindustan Times reports on January 31. An unnamed senior Crime Branch official said, “He is a very high-ranking Hizbul commander and a key player in the terrorist group’s anti-India operations”, adding that HM ‘commander’ looks after the media wing of the terror group.

Defence Minister A. K. Antony on February 20 reviewed the security measures along the 7,500-km coastline put in place after the November 26, 2008 (26/11) terror strikes in Mumbai (Maharashtra), and asked the Coast Guard to hold joint exercises soon with Maharashtra and Gujarat Marine Police forces, according to Indian Express. At a meeting attended among others by Navy Chief Admiral D. K. Joshi, Defence Secretary Shashikant Sharma and senior Coast Guard officers, Antony acknowledged that the setting up of the 46 coastal security radars would help in the monitoring of maritime traffic close to the Indian coast and improve security. The radar chain includes 36 on the mainland and 10 in the island territories under the Phase I of the project and is slated to be completed by March, 2013. Antony also asked the officers to expedite the Phase-II of coastal security initiatives, which would “translate into a robust and gap-free” maritime awareness for the nation. The Defence Minister was appreciative of the joint exercises undertaken by the Coast Guard with other maritime agencies.

In the last one month, as many as 11 persons have been arrested for allegedly operating a "local" Fake Indian Currency Notes (FICN) racket in Maharashtra, with its kingpin being a Pune-based real estate agent, Indian Express reports on May 6. Police said the suspects printed FICN at Nashik (Nashik District) and planned to circulate it in the tribal and rural belts of Chandrapur and Gadchiroli Districts, the areas infested by Naxals. The Chandrapur Police have recovered FICN from the suspects, mostly in the denominations of INR 1,000 and INR 500. "So far, there is no evidence to believe the involvement of Naxal outfits in this racket," said the investigation officer. Explaining the modus operandi, Investigation Officer Raju Nivrutti Bhujbal said, "The suspects had scanned a few original currency notes of Rs 1,000 and Rs 500 denominations. They took colour printouts of these notes on good quality A-4 papers, which were purchased from Mumbai. After printing, they would cut the paper in the size of proper currency notes. Using luminous pens, they highlighted the security thread on the fake notes. These fake currency notes were then handed over to the local operatives for circulation in tribal and rural areas."

The ATS headquarters in Mumbai (Maharashtra) has been cordoned off. "It is true that we have got inputs about a possible terror strike targeting ATS offices and officers," an ATS officer said, adding, "The input has been taken very seriously by our senior officers and we have been asked not to park our vehicles in and around the ATS office. The parking of vehicles in this area has been restricted since a few days and barricades have been put up."

The National Investigation Agency (NIA) has discredited the Maharashtra Anti-Terrorism Squad (ATS) theory on the September 8, 2006 Malegaon (Maharashtra) blasts and said that the prime conspirator, Shabbir Masiullah, was taken into custody by the Mumbai Crime Branch before the blasts occurred, The Times of India reports on June 22. The NIA also said Zahid Majeed, whom the ATS had named as one of the accused who planted the bombs, was not present on the spot but was in Yavatmal during the time of the blasts. In its chargesheet, the NIA said its investigations showed the entire conspiracy was hatched and carried out by Hindu terror operatives. It said the four bombs used to kill 31 people were assembled at Sarvasampann Nagar in Indore (Madhya Pradesh) and transported to Malegaon in state transport buses by Manohar Narwaria, Ramchandra Kalsangara, Dhan Singh and Rajendra Chaudhary. Of the four, Kalsangara alias Badal Yadav is absconding accused. The NIA said Manohar Narwaria alias Sumer Thakur, Chaudhary, Dhan Singh and Lokesh Sharma along with Kalsangara, Sandeep Dange and Amit Hakla had done a reconnaissance of Malegaon thrice. "They were making preparatory acts to commit terrorist acts by arranging and imparting training in operating fire arms and assembling bombs at Bagli, Devas (MP), in 2006 to a group of persons, to commit terrorist act at various Muslim religious places in India," the chargesheet said.

India’s Ministry of External Affairs (MEA) on October 26 said that "99 per cent" evidence of the 26/11 (November 26, 2008) Mumbai (Maharashtra) terror attack case was available in Pakistan, reports Indian Express. The evidence is already with Islamabad, said the MEA, in response to the Pakistan Foreign Office's statement that Pakistan requires more evidence in the Mumbai terror attacks case. Five "crucial" documents running more than 500 pages were handed over on October 15, 2013 to the Pakistan High Commission in New Delhi by the Indian Government. These documents are essentially "authenticated copies of the deposition and cross-examination before the Pakistan judicial commission, which came to India in September. They are the latest tranche of documents to be handed over to the Pakistan government, and are, what sources say, "substantive and clinching evidence". Documents submitted included: Proceedings of the Judicial Commission before Additional Chief Metropolitan Magistrate (60 pages including index); True copy of the judgment delivered by the Supreme Court of India (197 pages); Deposition by the doctors and the chief investigating officer for the prosecution, dated 15 December 2009; Summons to witnesses (24 September, 2013) and Application for producing the recovered articles from the terrorist by Azhar Chaudhry, Senior Special Public Prosecutor from Pakistan, before P Y Ladkar, Additional Chief Metropolitan Magistrate (24 September, 2013). MEA spokesperson Syed Akbaruddin said, "The entire planning of the dastardly Mumbai terrorist attack was hatched in Pakistan, the training of the terrorists who launched that attack was undertaken in Pakistan, the financing of the conspiracy was in Pakistan. It, therefore, follows that 99 per cent of the evidence will be available in Pakistan."
