On April 23, the Union Minister of State for Home, Sriprakash Jaiswal, in a written reply to a question in the Rajya Sabha (upper house of Parliament) said that despite the ban, the Students Islamic Movement of India (SIMI) has been carrying out its activities clandestinely including holding of organizational meetings and circulation of literature. The Minister said that more than 70 male SIMI cadres have been arrested during the last one year as per reports from Madhya Pradesh, Maharashtra, Andhra Pradesh, Delhi and Karnataka. No foreign national is among those arrested, he said. The Minister added that activities of the SIMI have been noticed in Madhya Pradesh, Karnataka, Andhra Pradesh, Maharashtra, Gujarat, Rajasthan and Uttar Pradesh.

Unnamed officials said that the train attacks were funded by al Qaeda and carried out by Lashkar-e-Toiba (LeT). They also said Mohammad Atta, leader of the al Qaeda group that carried out the 9/11 operation, trained with at least three of the men involved in the Mumbai bombings in year 2000.

Mumbai Police sources quoting information provided by Karimulla Khan Osan Khan, the arrested a key accused in the 1993 Mumbai serial blasts case said that fugitive underworld gangster Dawood Ibrahim, his relatives and other associates living in Pakistan. Additional Commissioner of Police (Crime) Deven Bharti told "According to Khan, many of the absconding accused in the blasts case are living in Pakistan where they have been given various jobs." Dawood, who has stakes in many businesses in Karachi and lives in the city, is allegedly involved in construction projects across Pakistan, Bharti said. Dawood is allegedly protected at his Karachi residence by former Pakistani armed forces personnel and Khan has claimed that he had seen the gangster meet with Inter-Services Intelligence (ISI) officials at his Karachi residence. India has sought the custody of Dawood, designated a global terrorist by the United States, but Pakistan has consistently denied the gangster's presence in the country.

According to The Hindu, the Anti-Terrorism Squad (ATS) on November 20 decided to invoke the Maharashtra Control of Organised Crimes Act (MCOCA) against all 10 suspects arrested in the Malegaon blast case. At a press conference in Mumbai, ATS chief Hemant Karkare said, "There was no need for each of the accused to have more than one charge sheet as prescribed under the Act. There were other provisions which could be used to apply the MCOCA". The case will now shift to the special MCOCA court in Mumbai from Nashik and the investigation would be completed within 90 days, he added.

Maharashtra Police investigators said that they have evidence that operatives of the Pakistan-based Lashkar-e-Toiba (LeT) carried out the Fidayeen (suicide squad) attacks in Mumbai. An injured militant, identified as Ajmal Amir Kamal, was arrested during the fighting at the Taj Mahal hotel, is suspected to be a LeT cadre and a resident of Faridkot near Multan in Pakistan’s Punjab province. Reportedly two other citizens of Pakistan have also been arrested in Mumbai on November 27. All three of them, identified themselves as members of a LeT Fidayeen squad, the sources said. Based on the interrogation of the suspects, the investigators believe that one or more groups of the LeT left Karachi in a merchant ship early on November 26. On the same night, an estimated 12 terrorists left the ship in a small boat and travelled some 10 nautical miles to reach Mumbai’s Gateway of India. After reaching Gateway of India, the group split up into at least six groups, each focussing on a separate target - Mumbai’s Nariman House, the Chhatrapati Shivaji Terminus rail station, the Cama hospital, the Girgaum seafront, and the Taj and Trident hotels.

Out of ten terrorists holed up in the three buildings – Taj Hotel, Oberoi-Trident hotel and Nariman House in the South Mumbai - nine of them have been killed while the other, identified as Ajmal Amir Kamal a Pakistani national, is under arrest. "The operation is over," Mumbai Police Commissioner Hasan Gafoor told reporters at the hotel, even as cleanup operations were underway. However, the National Security Guard (NSG) is still sanitising the hotel to check if any remaining terrorist or explosive is still in the 400-room hotel, NSG Director General J K Dutt told reporters.

Dawood's gang arranged boats and quickly transferred arms, ammunition and plastic explosives to it, which took the Lashkar-e-Toiba (LeT) militants for carrying out attacks in Mumbai. Mumbai Police Commissioner Hasan Gafoor confirmed on December 2 that the 10 terrorists who were involved in the multiple terrorist attacks had sailed in a merchant vessel from Karachi in Pakistan on the high seas, before boarding a hijacked fishing boat named Kuber, reports The Hindu. After being closer to Mumbai, the group left the trawler and took an inflatable rubber dinghy, and landed at Budhwar Park near Cuffe Parade. Each group carried timer-controlled improvised explosive devices (IED) and each of the terrorists was armed with a Kalashnikov assault rifle and a pistol, said the Police Commissioner. He also added that each of them carried between INR 2,000 and INR 5,000 in cash, and some foreign currency which might have been seized from the hostages. The attackers used a global positioning system (GPS) to chart their course. After reaching Mumbai, the militants used mobile phones fitted with Indian SIM cards, which were reportedly bought from Kolkata and Delhi. That helped them to communicate with their controllers through a voice-over-Internet connection, said Gafoor.

Investigators have found that an unidentified individual using false identification papers, made a payment of $ 290 to the VOIP service (Vox Phone) through an office of the Western Union money-transfer in Karachi. The Mumbai Police intercepted calls made by the Lashkar-e-Toiba (LeT) terrorists who attacked Mumbai to two VOIP numbers from six Indian mobile phone numbers. The e-mail, which said the attack was intended to avenge atrocities on Muslims in India, was reportedly generated on Hindi language voice-recognition software and sent to Indian newsrooms from a Lahore-based server.

The plan comes in the wake of the November 26 Mumbai terrorist attacks in which the terrorists took the sea route from Pakistan. The facility, called Long-Range Identification and Tracking (LRIT), is to be set up at the DGS headquarters in Mumbai. It will monitor the movement of ships of under 300 tonnage. In collaboration with the Indian Space Research Organisation, the LRIT would be operational in a few months. Ships with suspicious movements would be immediately reported to the Navy or the Coast Guard.

Top US intelligence official John Michel McConell is learnt to have expressed complete satisfaction with the strength of India's case against Pakistan based on Federal Bureau of Investigation’s (FBI) examination of call records of satellite and cellular phones used by Mumbai attackers and their Pakistan-based handlers. McConell confirmed that one of the numbers logged on the satellite phone, the terrorists used while navigating their way to Mumbai belonged to a known Lashkar-e-Toiba (LeT) terrorist identified as Abu Al Qama. The FBI is mandated to take the probe to the logical culmination, which will include charging the names of LeT leaders and their collaborators in Inter-Services Intelligence (ISI), Pakistan’s external intelligence, that come up in the probe. "We are committed to get to the bottom of this case," US officials told their Indian counterparts during their interaction spread over 48 hours.
