A special Maharashtra Control of Organised Crime Act (MCOCA) court on January 10 issued a production warrant against Indian Mujahideen (IM) ‘co-founder’ Yasin Bhatkal and six others in connection with the July 13, 2011 Mumbai triple blasts case, reports The Indian Express. “The court issued a production warrant against Yasin Bhatkal, who is presently lodged in Cherlapally central prison in Hyderabad,” an ATS official said. The official added that the court also issued warrants against three other accused lodged in the same jail. “Apart from them, production warrants were also issued for an accused lodged in Tihar jail in New Delhi and two others in Parappana Agrahara central jail in Bangalore,” the official added. Special MCOCA judge V V Patil directed that all the seven accused be brought before him on January 27.

12 of the 52 arrested in India over the past two years for links with Islamic State (IS) terror group are from Maharashtra, indiatimes.com reports on January 22. The terror organisation has become a major concern for security agencies as out of the 64 suspected terrorists arrested by the National Investigation Agency (NIA) in all terror-related cases in the past two years, 52 of them have been arrested for their role in IS. Out of these, 12 were arrested in Maharashtra, followed closely by Kerala (11) and Telangana (10). “Till date, 12 modules of Daesh have been busted by NIA, in which 52 have been arrested while 35 are still absconding,” said NIA. Another worrying statistic is that 80 per cent of the accused have received formal education, and only 20 per cent have attended madrasa (Islamic Seminary).

A magistrate court has discharged Mirza Himayat Baig, along with alleged Indian Mujahideen (IM) 'operative' Maulana Shabbir Hussain Gangawali, in the case registered by the Maharashtra Anti-Terrorism Squad (ATS) under the Unlawful Activities Prevention Act (UAPA), for allegedly circulating jihadi literature to Muslim youth in Pune, who were alleged members of the banned Students Islamic Movement of India (SIMI), Indian Express reports on February 13. Judicial Magistrate (first class) V B Gulve Patil, Shivajinagar Court, passed on order in this regard on December 22, 2016. It may be recalled that Gangawali, a native of Bhatkal of Karnataka and an alleged aide of IM founders Riyaz and Iqbal Bhatkal, was arrested by the Pune unit of the ATS on December 30, 2008, with possession of 250 counterfeit notes of Rs 100 denomination at a Janawadi mosque in Shivajinagar area.On December 2, 2016, Inspector Vijay Patil of ATS filed an application seeking their discharge in the case, under Section 169 of Criminal Procedure Code (CrPC), as “no sufficient evidence or reasonable grounds of suspicions were found to justify forwarding of said accused persons to the court along with chargesheet”. The court ordered release of Baig and Gangawali in the case, after hearing from assistant public prosecutor and the complainant — Assistant Police Inspector Sastish Gurav, who was then attached to ATS. Meanwhile, in 2011, Gangawali was convicted and awarded five years’ rigorous imprisonment in Fake Indian Currency Note (FICN) possession case. Later, he was arrested in connection with the serial bomb blasts in Bengaluru in July 2008. Gangawali is currently lodged in a Bengaluru jail.

Mumbai has been on high alert since April 4, after the Indian Coast Guard informed the Mumbai Police that three suspected terrorists of the Islamic State (IS) group might try to enter the city via sea, reports ibtimes.co.in. The police are checking lodges and low-end hotels where identity proof isn't asked for by the owners. On March 29, the Police had said that there could be an aerial attack on the city. They had banned the use of flying objects like drones and gliders between March 31 and April 29. "The information is (sic) received from the Coast Guard through fax. We are taking all necessary precautions and getting details about the suspects from the information provided to us," a senior Mumbai Police official said.

Intelligence agencies have received inputs that a group of women fidayeen (suicide attacker) have infiltrated into the country to execute a "spectacular strike", The Times of India reports on June 16. The attack could be in the form of a suicide bombing or a lone-wolf strike, they have warned. These fidayeen belong to Jamat-ud-Dawah (JuD) and erstwhile Jaish-e-Mohammed (JeM) and have been hand-picked and trained by Pakistan's Inter-Services Intelligence (ISI) in camps of Khyber Pakhtunkhwa province. According to the inputs received by agencies, there are at least 7-8 women in this group and half of them are believed to have crossed over in the last one or two months.Talha Sayeed, son of JuD 'chief' Hafiz Sayeed, is the 'commander' of this operation, say sources. Among possible targets are refineries, nuclear reactors, metro trains, artillery stores besides army and paramilitary base camps, religious places and embassies. The threat perception has been verbally conveyed to anti-terror squads of Delhi, Mumbai, Punjab and Bihar and some parts of south India. These operatives could be wearing Western attire and have been trained to honey trap officials to gain entry into important installations, sources say.The women have been given new identities and contacts of ISI's sleeper cell members who would help them with logistics. Intercepted conversations have thrown up names like Razia, Sangeeta and Rubi. They also mention names like Muhammed Bhai, Ismail, Asgar and Junai. These men may either be accompanying them or could meet them in India, it is assumed.

Maharashtra Anti-Terrorism Squad (ATS) has created a video aimed at making parents aware about the dangers of online radicalisation, India Today reports on June 21. The video is part of a campaign that the ATS plans to run with the help of celebrities. Over the last few years, the Maharashtra ATS has dealt with a lot of cases where youngsters have been radicalised online and brought into the Islamic State (IS) fold. Dealing with such cases, the agency has concluded that online radicalisation is three times more effective and faster than physical indoctrination.However, keeping the complexity in mind the Maharashtra ATS has initiated a policy under which parents are requested to come forward and inform them if they see any changes in the behaviour of their children and if they find them suddenly spending a lot of time on the internet. Under the policy, ATS will not take any legal action against the children but will instead help with counseling to de-radicalise them. The Maharashtra ATS has also gotten in touch with community leaders to bring the youths back into the mainstream society. Identity of youths who have been de-radicalised is kept confidential.

The passport of Zakir Naik, wanted in connection with alleged terror funding cases, was on July 18, revoked at the request of the National Investigation Agency (NIA), reports Hindustan Times. The officials of the probe agency said the travel document was revoked by the Regional Passport Office of Mumbai after Naik failed to respond to a showcause notice issued to him for personal appearance by July 13.The notice was served asking Naik why his passport should not be revoked in view of various investigations pending against him, they said. He is being probed for terror and money laundering charges by the NIA. He fled from India on July 1, 2016 after terrorists in neighbouring Bangladesh claimed that they were inspired by his speeches on waging jihad.The NIA, on November 18, 2016, had registered a criminal case against Naik at its Mumbai branch under various sections of Indian Penal Code and Unlawful Activities (Prevention) Act-UAPA. His organisation, Islamic Research Foundation (IRF), has already been declared as an unlawful association by the government a day prior to registering of the case. He is accused of spreading hatred by his provocative speeches, funding terrorists and laundering several crores of rupees over the years.The sources could not give the exact country where Naik could be at present and said that he may be changing his base quite frequently after the NIA moved the Interpol for issuance of a Red Corner Notice (RCN), international arrest warrant, against him.

The prosecution filed draft charges against Anees Ansari who, according to Maharashtra Anti Terrorism Squad (ATS), is an Islamic State sympathiser allegedly trying to attack US establishments in the country, including a school in Bandra (Mumbai Suburban District), reports DNA on July 20. The prosecution also charged him with the offense of influencing others to join the Islamic State (ISIS) ideology and spread terror. The draft charges read, "Between August 2, 2011 to October 18, 2014, Anees had created a fake account on a social networking site and initiated chatting with people. He had downloaded incriminating data by misusing the computer devices and internet connection of his office dishonestly and fraudulently without taking appropriate permission from the officer in charge of the office premises." It is further mentioned that between October 13 and October 18, 2014, Anees was allegedly in constant contact with a man named Omar Elhaj. "Anees sent offensive messages and ideologies of ISIS. Further, the accused also allegedly conspired to spread terror activities and induced others to join him in spreading the terror activities propagated by the ISIS with the intent of threatening the unity, integrity, security and sovereignty of India, or to strike terror in the people or any section of the people," the draft charges states. The charges also stated that Anees had allegedly induced Elhaj to hatch a conspiracy to bomb the American school in Bandra Kurla Complex (BKC), which would lead to the death of children and foreign nationals, thereby spreading a wave of terror. The prosecution would argue on the draft charges on August 1, 2017. Ansari, a Kurla resident, was arrested by the state ATS in October, 2015.

A special judge presiding over the second trial in the Mumbai serial blast case on September 7, pronounced death by hanging for Taher Merchant (55) and Feroz Khan (47), both of whom were absconding till 2010, for having conspired to cause the RDX blasts that killed 257 and injured 713, reports The Times of India. The court sentenced five of the seven accused on trial (one was acquitted in June and one died after conviction). Extradited gangster Abu Salem (48) and Karimullah Khan (55) were spared the noose. Salem by virtue of a Lisbon court order saying he could not be given death and Khan by Tada court judge G A Sanap. Riyaz Siddiqui (67), guilty of the lesser charge of abetment, was handed a 10-year sentence. He has already been in jail for 11 years since his arrest in 2006. This is the second and last set of accused to be convicted in the case for now. Another 33 accused are absconding, including Dawood Ibrahim.

Cyber laboratory of ATS, which keeps a tab on all websites and URLs spreading radical propaganda, has blocked 450 such sites in the past oneandahalf years. A senior official from Maharashtra ATS said that Islamic State (ISIS)'s indoctrination is done by different people and there are multiple levels for it. "ISIS websites keep releasing extremist content and get in touch with youths who share its ideology. They use chat rooms and apps which are difficult to trace," said an official.The handlers look for weaknesses of the candidates and lure them accordingly. An official of the ATS gave an example of how they counselled a girl who was lured with photographs of men. "While changing handlers they claim that they are going to war zone. The second handler will show persecution of Muslims all over the world. Once the candidate is brainwashed, a third handler takes over who is specialised in South Asian countries. He speaks violence and clashes in India such as the Muzaffarnagar riots," an official said. The aim of the recruiters is to prepare candidates to attack locally, but they don't directly question them. "By the time the third handler radicalizes the recruit, he she asks of the expected task. They are asked to do Hijrath while saying Quran says Muslims should migrate wherever there is caliphate. The candidates are also supplied with books online to help them make improvised explosive devices (IED)," said an official.

One of the four-member cell of students from Maharashtra’s Thane who became the first Indians to join the Islamic State (IS), identified as Fahad Tanvir Sheikh, was killed fighting near Raqqa in Syria last week, his family was told by an anonymous caller, reports The Indian Express on October 26 (today). Sheikh was the last surviving member of the cell, following the arrest of Areeb Majeed, and the killing of Sahim Tanki, and Aman Naim Tandel. “Late Tuesday [October 24], my wife received a call from a foreign number from someone who told us our son had been killed,” said Dr Tanvir Sheikh, Fahad Sheikh’s father. “She was distraught, and did not note down the details the caller offered about what had happened and where.” National Investigation Agency (NIA) sources said Dr Sheikh had telephoned the organisation immediately after receiving the call, adding that they were now working to trace its origin. Sources, however, said there were no means available to independently verify the circumstances of Sheikh’s death, given violent and anarchic conditions in the area.Fahad Sheikh had left for Iraq in May 2014, as part of a pilgrimage group, travelling with Majeed, Tanki and Tandel. The four men then drove from Baghdad to Mosul, before disappearing into Islamic State-held territory. Family members said Sheikh, an engineering student, had misled his parents into believing he was leaving home to take up a job in Mumbai’s Bandra area. Intelligence sources said Sheikh may have been among the 300-odd jihadists who staged a last stand against Kurdish forces at a Raqqa sports stadium and a hospital, even as their commanders debated whether to surrender to forces that were closing in. Forces from the Kurdish Yekîneyên Parastina Gel, or Peoples’ Protection Militia, are believed to have killed dozens of the Islamic State’s foreign fighters in the last days of the battle for Raqqa, after receiving informal instructions not to take prisoners.The report further said that the fate of several other Indians known to have been in jihadist-held territories now recaptured by the Syrian Government and Kurdish forces remains unknown. Former Mumbai eye-hospital worker Abu Rashid, wanted by the NIA for his alleged role in the Indian Mujahideen (IM)’s urban terror strikes, was among those who appeared in the Islamic State video, warning the Government of India that he would soon return to “avenge every crime that has been committed against Muslims”. Muhammad ‘Bada’ Sajid, similarly sought by the NIA for being a member of the IM, is also missing.

The National Investigation Agency (NIA) has identified Darul Sheikh as the key operator who from Dhaka (Bangladesh) controls an international network dealing in the distribution and peddling of Fake Indian Currency Notes (FICNs) aimed at damaging the monetary stability of India, reports Mumbai Mirror on November 20 (today). The NIA is now investigating if Darul's cartel is actively behind the recent spurt in "Fake Indian Currency Note (FICN) racketeering" across cities such as Mumbai, Bangalore, Kolkata and Ahmedabad. Also, the NIA is probing if Tajel Sheik alias Tiger Sheikh and Nasir Sheikh, residents of Malda in West Bengal close to the Indo-Bangladesh, who were arrested in March last year (2016), were 'employed' by Darul to smuggle counterfeit Indian currency notes through the porous border into India. The agency had then seized FICN worth INR 9.8 lakh from the duo in demonetised denominations of INR 1,000 and INR 500. Both Tajel and Nasir were charge-sheeted by the NIA in June this year. The agency's Terror Funding and Fake Currency (TFFC) cell is probing if Darul, a Bangladeshi national, has connections with terrorist groups and their leaders. The cell is also investigating whether he was in touch with members of the gang recently busted by the agency which used to convert demonetised scrap notes aimed at funding terrorists in Kashmir.
