Chidambaram at his North Block office in New Delhi over the solution of their vexed problems and submitted a memorandum demanding early political solution on February 17. They also demanded new interlocutor who are either politician or statesman. The present interlocutor to the outfit is P.C. Halder. The names of whom the NDFB-PTF wants as interlocutor are- Ranjit Shekar Mushahary, the Governor of Meghalaya, P.A. Sangma, former Lok Sabha (Lower House) Speaker, S.C. On May 3, bilateral ceasefire agreement between National Socialist Council of Nagaland–Khaplang (NCSN-K) and the Government of India (GoI) was extended for another year, five days after it last expired on April 28. Member of ceasefire monitoring group (CFMG) and kilonser (minister) H. Vusshe said that both sides (GoI and NSCN-K) came to this agreement after hectic parleys over certain “pressing” and “pertinent” issues related to the implementation of ceasefire ground rules were agreed upon. Vusshe, however, denied the delay of extension to the ceasefire on April 28 with issues relating to his organisation’s bilateral ceasefire agreement with the Government of Myanmar. He said that the GoI representatives had put up some queries on this issue which was “clearly” spelled across and clarified by the NSCN-K.

Kanglaonline reports on June 25 that the next round of Indo-Myanmar Regional Border Committee meeting will be held between representatives of the Ministry of Home Affairs and Government of Myanmar on June 26 (today) and 27 in Kolkata (West Bengal) to discuss security, militancy and narcotics related issues. This will be the first official delegation meeting after the Myanmar visit of Prime Minister Manmohan Singh on May 27 and 28 last. These meetings are aimed at cementing the friendly bonds between the two countries and increasing cooperation to tackle problems of militancy, drug trafficking etc. The Kolkata meeting is scheduled to discuss the steps taken by both sides to reduce border crimes and movement of drug peddlers, the presence of anti-Indian militant outfits along the 1,643 kilometres long, mostly unfenced, Indo-Myanmar international border, exchange of intelligence inputs and sharing of interrogation reports of arms smugglers caught in Myanmar.

Bangladesh has expressed its willingness to hand over the ULFA ‘General Secretary’ Anup Chetia without waiting for extradition treaty, reports Assam Tribune on October 17. At the 13th Home Secretary-level talks that concluded in Dhaka on October 16, Bangladesh formally conveyed that Chetia may be handed over soon under the existing South Asian Association for Regional Cooperation (SAARC) Convention on Mutual Legal Assistance. The only hurdle was a case pending in a court but it has been assured that it would not stand in the way, said an official who took part in the discussion.

Further, exchange of enclaves was finalized in the agreement, which involved the "disputed" area measuring 5.374 kilometer in Assam alone - 2.874 kilometer in Lathitila-Dumabari and Madanpur-Polatol in Karimganj District and 2.5 kilometer in Boroibari in Dhubri District. According to the protocol, 94.6 acre of land in Lalthila and 299.04 acre in Pallathal of Karimganj, which had been in adverse possession of Bangladesh since 1965, had also been ceded away to Bangladesh. The state lost a village, Boraibari in Dhubri, covering an area of 189.06 acre.

Tripartite talk between the Union Government, Manipur Government and Kuki National Organisation (KNO), an umbrella body of 17 Kuki militant groups held on December 5 at New Delhi was inconclusive as KNO remained hardened its stance on a written assurance from the centre for the commencement of a political dialogue, reports Nagaland Post. ‘Spokesperson’ of KNO, Dr. Seilen Haokip said that the meeting was inconclusive as no agreement could be reached on KNO’s demand for the initiation of political dialogue despite seven years of peace trust. During the peace talks, State Government’s proposal to extend the term of Suspension of Operations (SoO) agreement for another one year was rejected by KNO insisting that before signing agreement, New Delhi should give a written assurance on the political dialogue. However, he said that KNO did not set any deadline for the commencement of the political dialogue. It only insisted on an assurance for initiating the political dialogue at the earliest.
