Nagaland Post reports that a Cease-Fire Supervisory Board (CFSB) meeting for the National Socialist Council of Nagaland-Khaplang (NSCN-K) was held in Police complex at Chumukedima in Dimapur on January 6. The NSCK-K supervisor of the CFSB, Wangtin Naga, said there cannot be talks on behalf of the Nagas without unity among the different factions. After the meeting, Wangtin informed that a joint reconnaissance, comprising Nagaland Government Officials, District Administration, Police and Assam Rifles, would be carried within the next one week to identify two new designated camps in Kiphire and Tuesang Districts. Wangtin said the designated camp at Poahoa Hills in Mon District was physically occupied since June, 2009 and a request was made to the Union Government for providing electricity and road connectivity. The report adds that the Centre has agreed to have nine designated camps for the NSCN-K out of which four have been physically occupied till date, namely Kehoi, Suruhuto, Athibung and Poahoa Hill. Asked about the arrest of five NSCN-K cadres by Security Forces last week along with nine weapons, Wangtin said armed cadres in Khehoi had shown restraint when the incident took place in the spirit of the cease-fire. He also further informed that all five were released and weapons would also be returned. Wangtin said armed cadres of his faction who were arrested could not be booked under the National Security Act (NSA) as they were not terrorists and their case referred to the CFSB for necessary action. When asked about the reports that the NSCN-K was providing shelter and training to the United Liberation Front of Asom (ULFA), Wangtin dismissed the reports as another ‘military gimmick’. "You can give me the location and it should be business and duty to sanitize it…..and how can I allow some other organization to set up camp in our state?" he countered. On talks between the Centre and ULFA, Wangtin said ULFA should go ahead with the negotiations and place their demand before the Centre as it would be good for the Assamese people.

Sources said that India along with Myanmar is planning a joint military action against Northeast militants, according to Sentinel. After crackdown on the militants’ bases and camps on its soil by Sheikh Hasina-led Awami League Government of Bangladesh, these groups have shifted to the territory of Myanmar. After such joint action in 2001, there have been no effective results as far as operation against the militants is concerned. The Union Government is planning deployment of more paramilitary forces along the border which it believes will greatly check cross-border movement of the militants. From the existing 15 battalions of Assam Rifles (AR) manning the India-Myanmar border from Arunachal Pradesh to Mizoram, the strength would be raised by another 26 additional deployment of AR battalions.

Screening of cadres of Lallumba faction of the KCP-MC at the parade ground of the 1st Manipur Rifles ground in Imphal concluded on August 7. Leaders of the outfit are in tripartite talks with the representatives of the Union Government and the State Government of Manipur on January 8, 2010 had agreed to surrender en-masse to the Government and enjoy the rehabilitation package offered by the Government. In spite of high-level meeting between Assam and Arunachal Pradesh Governments the activities of National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) have not decreased in Charaipung area within Charaideo sub-division at of Sivasagar District, according to Assam Tribune. The NSCN (IM) cadres have built more bunkers in the area in the last two days. Faced with opposition from the National Socialist Council of Nagaland-Khaplang (NSCN-K) and the ‘Federal Government of Nagaland-Singhya’ against the "mass public rally" to be held in Dimapur, the Naga Hoho convened an emergency consultative meeting at Heritage bungalow in Kohima on October 26 and urged the Centre for the immediate release of all Naga "political prisoners", reported Telegraph . India and Myanmar, on December 30, ratified the Mutual Legal Assistance Treaty (MLAT) on criminal matters, reports Assam Tribune. Union Home Secretary GK Pillai and Myanmar Deputy Minister for Home Affairs, U Phone Swe signed the Protocol of Exchange for the treaty at the conclusion of the 16th Home Secretary-level meeting between the two countries. The leaders of two delegations exchanged the instrument of Ratification of Mutual Legal Assistance Treaty on Criminal Matters by signing the Protocol of Exchange, said official sources. Myanmar Government like in the past assured India of actions against the militant groups including ULFA, NSCN and Manipuri rebels. At this meeting Pillai raised concern on activities of Indian insurgent groups operating along the India-Myanmar border and requested action against them by Government of Union of Myanmar. Issues relating to strengthening of intelligence sharing mechanism between the two countries, arms smuggling, drug trafficking, border management, border trade etc. were also discussed at the meeting, said sources. Sources said India sought cooperation from Myanmar on flushing out the militants operating out of the country. Meanwhile, a proposal to set up an institute to impart Myanmarese and English language skills to soldiers of the two countries was also discussed.
