The Kangleipak Communist Party-Mobile Task Force (KCP-MTF) in a press statement signed by its ‘publicity secretary’ Sunil Meetei claimed that one Huidrom Subhaschandra alias Sobha of Ishok Mayai Leikai was given ‘capital punishment’ by the outfit on January 29, reports Kanglaonlie. The release stated that he was killed for his anti party activities and ignoring the warning of the outfit to sever ties with former Union Minister Th Chaoba of Nambol constituency of Bishnupur District. For the first time in years, militant outfits were not involved in creating disturbance during the polls barring one incident of blast in the Rajiv Bhawan, the headquarter of the Assam Pradesh Congress Committee (APCC) on March 14, but threat from the militants is far from over as Security agencies received inputs about possible attacks on Security Forces (SFs), Assam Tribune reports on April 13. The anti-talk faction of the United Liberation Front of Asom (ULFA), headed by ‘commander in chief’ of the outfit Paresh Baruah, threatened the Congress and managed to trigger off an explosion in the Rajiv Bhawan, but the outfit could not indulge in any other major act of violence due to tight security measures taken up. Though there were intelligence inputs of a few ULFA militants entering the city, the elections passed off peacefully. Polling in the militancy hit Districts of Dima Hasao (formerly known as North Cachar Hills) and Karbi Anglong was also by and large peaceful with most of the militant outfit operating in the area are under ceasefire agreement with the Government.

The National Socialist Council of Nagaland-Khaplang (NSCN-K) Zeliangrong region of Tamenglong District expelled one of its cadres for misconduct and bypassing order, and warned to give befitting punishment. A statement issued by ‘Captain’ (Retd) R. Adon, said that R.C.M. Tabipou Neumai alias T. Neumai has been terminated from the NSCN-K with immediate effect from April 23. It said that the individual have collected Lakhs of rupees and even took over many work order of Backward Regions Grant Fund (BRGF) from Tamenglong District and Tamei Sub-Division, without the consent and knowledge of the Region Authorities. The individual have been summoned at the region Headquarter more than five times but pay no heed instead bypass and challenge the ‘government’.

Telegraph reports that dissident Garo Hills District Congress legislators on April 29 claimed to have received “threatening” text messages from Garo National Liberation Army (GNLA) militants, asking them why they did not support beleaguered chief minister Mukul Sangma. Frankenstein W. Momin, community and rural development minister and a dissident Congress legislator, said he had received threatening messages from people who claimed to be cadres of the nascent militant outfit. According to him, the phone number from which the text messages were sent was reportedly from Bangladesh and the language used was English. Apart from Momin, other legislators who have received similar text messages include Saleng Sangma, the legislator from Dalamgiri in West Garo Hills. In the past, the GNLA was alleged to have sent “text messages” to demand money from legislators cutting across party lines representing Garo hills. The Sangma Government, which completed a year in office on April 20, is under strain with dissidents trying to overthrow the chief minister and replacing him with former chief minister D.D. Lapang.

Garo National Liberation Army (GNLA) on August 26 threatened to call a 72-hour bandh (general shut down) from September 10, if the Assembly session does not deliberate on the alleged secret killing of innocent youths by the Achik National Volunteer Council (ANVC) cadres. The GNLA ‘commander-in-chief’ Sohan D. Shira’s personal secretary Kakam D. Shira told the media that the legislators of both the ruling and the Opposition should check the atrocities being committed by the ANVC. Shira also alleged that the ANVC members had resorted to secret killings as it was evident from the unmarked graves of innocent Garo youths killed by the outfit and buried behind the Tura Youth Hostel and Samanda camp in the East Garo Hills. The Government must investigate the use of hidden weapons by the ANVC since the beginning of the ceasefire, as dozens of Garo boys and adults who refused to accept the ANVC diktat, have gone missing. Some are buried in unmarked graves, the GNLA leader said. Though the ANVC was supposed to deposit arms some of the cadres were still holding on to them, the GNLA alleged.

Tripura Returnees Association (TRA) president, Dhananjoy Bru alleged on October 10 that there was a gross financial irregularity in the implementation of Broad Package Scheme (BPS) awarded by the Central Government for pre-1988 returnees, which requires independent inquiry. He also alleged that money had been siphoned off in the midst of implementing BPS including one-time financial aid to returnees and a vocational training imparted to them for a certain period. Earlier, another group of returnees had staged a hunger strike in front of the Civil Secretariat on a two-point demand including clearance of one time financial aid to returnees under BPS and the vocational training.

During interrogation HTF, militants told the SFs that the outfit plans to attack Railway and Telecom projects and the East-West corridor in the district and expand its activities to its bordering areas. Five senior cadres, after completing training in neighbouring Manipur, are training recruits to plant IEDs on railway tracks and ambush convoys. A source in Dima Hasao Police said, “According to Benjamin[Commander in Chief, HTF] the outfit trains the recruits with single-barrelled guns collected from villagers who have licence for the weapons. Once the training is complete, they hand over sophisticated weapons procured from agents through Nagaland to the trainees. From the very beginning, the recruits are trained to plant IEDs on railway tracks.” The source further said the militant outfit has links with at least two over-ground groups, which are advocating bifurcation of the District.
