A media report of January 16 expressed the apprehension that Guwahati, the capital of Assam State, may face a number of mortar attacks ahead of Republic Day, January 26. Quoting official sources, the report further said a United Liberation Front of Asom (ULFA) artillery squad infiltrated the city with a definite plot to carry such attacks. The group comprises 16 women cadres, as well. The Special Operations Unit (SOU) of Assam Police also arrested two women ULFA cadres identified as Tirali Baishya and Bhaity Baishya in Guwahati, on January 13. Some more ULFA terrorists, including Naga Handique, Lebu and Tina Rabha are hiding in the city, the report added.

Separately, ULFA 'vice president' Pradip Gogoi warned, in Guwahati, on the same day, that, for a lasting solution to terrorism in the Northeast, other outfits of the region also have to be involved in the peace process. He said, " There is already heavy reaction in Manipur and Assam against the concept of the Greater Nagaland. The Chief Ministers of these states have already warned the centre that they would vehemently oppose any move for greater Nagaland." Gogoi had been arrested under Terrorist and Disruptive Activities Act (TADA) in 1998.

According to a media report of January 25, the National Socialist Council of Nagaland -Khaplang (NSCN-K) has accused its rival Isak Muivah faction (NSCN-IM) of issuing death threats to the non-Nagaland People’s Front (NPF) candidates participating in the forthcoming Assembly elections of February 26. NSCN-K further alleged that the threat specifically targets candidates from the ruling Congress party. The NSCN-K ‘home secretary’ Hokato Vushe reportedly said, "At least seven Congress candidates around Dimapur had been telephoned by a deputy kilonser (minister) of the NSCN-IM on January 22 and 23, who warned them of dire consequences if they did not quit the Congress and join the NPF. They were warned that their hands and legs would be smashed if they contest for the Congress — meaning death." The NSCN-K leader also accused the NSCN-IM of engendering defection in the ruling Congress party. The NPF is an offshoot of Nagaland’s oldest Opposition party — the United Democratic Front.

According to media reports of March 4, the National Socialist Council of Nagaland-Khaplang (NSCN-K) had threatened to target some 17 newly elected Members of the Legislative Assembly (MLAs)—10 belonging to Nagaland People's Front (NPF) and seven belonging to the Bharatiya Janata Party (BJP). In a telephonic message, NSCN-K publicity chief K Mulatonu reportedly said the 17 legislators would be on their hit list if they entered areas dominated by the NSCN-K. "We would like to make it clear to the NPF and BJP legislators not to create problems for us and not to go against the aspirations of the Naga people", Mulatonu further warned, reports said.

According to media reports of March 10, proscribed terrorist outfits United People’s Democratic Solidarity (UPDS) and Karbi National Volunteer (KNV) have allegedly stepped up underground activities in Blocks I and II of Jaintia Hills, Meghalaya. Quoting sources, reports added the terrorists have started serving fresh extortion notes on residents of Mukhroh, Mawlasnai, Umlaper and a few other villages bordering Assam, and also have warned them not to cultivate disputed lands without prior permission from the outfits. To recollect, on February 8 six peasants from Mukhroh in Jaintia Hills were tortured to death by KNV terrorists. Meanwhile, people living in the area have reportedly urged the State government to take up the matter with Assam, reports further added.

According to media reports of March 29, the proscribed Kuki Liberation Army (KLA) warned that any attempt to rescue the abducted German, an activist of a foreign non-governmental organization (NGO, Henrich Wolfgang, on the part of the security forces, would risk his life. Talking tomedia persons, a KLA representative said the outfit has abducted Wolfgang to make him aware of the irregularities and imbalance in the utilization of funds by some German-funded NGOs such as the Village Volunteer Development and Green Cross operating in the region. Citing a KLA spokesperson, reports said the outfit denied he was abducted for ransom said he might be released within the next six days.

On April 2, Dima Halim Daogah (DHD) 'vice-president' Dilip Nunisa reportedly threatened to call-off the 'cease-fire' following an alleged attack by the Hmar People’s Conference (HPC) on a Dimasa (a tribe) settlement in Assam's Cachar district, on March 31. Talking over the telephone to a Kolkata-based daily, he reportedly said that the DHD would be "forced to call off the ceasefire, which came into effect on January 1, and return to the jungles if the government fails to protect the lives and property of the Dimasas". The HPC, a Manipur-based terrorist outfit, had allegedly attacked Dimasa hamlets at Chekarcham and Meghnathal and set ablaze 70 dwellings.

Precautions are also being taken in the lower Assam districts of Kokrajhar, Bongaigaon, Dhubri and Goalpara, among others, to avoid any untoward incident in the wake of a bandh (general shut down)-call given by the Sanmilita Janagosthiya Sangram Samiti (SJSS), today. The SJSS, a conglomerate of some 18 non-Bodo groups, is opposed to the formation of the proposed Bodoland Territorial Council (BTC), an autonomous district council for Bodos in Assam, an agreement for which was signed with the Bodo Liberation Tigers (BLT) on February 10.

Reports said the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) on May 2 threatened to "reconsider" its truce agreement with the Union Government if the security forces (SFs) continue conducting raids on its camps in Nagaland and arresting its cadres. The warning came following the arrest of three cadres during a raid in Dimapur on May 1. SFs also seized four pistols with magazines, seven magazines of 303 light-machine guns, 19 rounds of M-20 ammunition, 14 rounds of assorted ammunition, two fake vehicle registration plates, a large quantity of illegal communication equipment and incriminating documents from the camp. NSCN-IM deputy kilo kilonser (‘home minister’) V. Horam reportedly said, "The peace process is a joint venture and if one party is not responding to the agreement, we have to reconsider the arrangement. After all, we cannot go on tolerating the humiliation and harassment."

The outfit has warned, among others, leaders of the All Bodo Students’ Union (ABSU) and the Bodo representatives in the State Legislative Assembly and in the Lok Sabha (Lower House of Indian Parliament). The NDFB ‘information and publicity secretary’ B Erakdao reportedly in a message through an email also accused the Bodo Liberation Tigers (BLT), another outfit of the Bodo tribes that signed an agreement in February 2003 for the formation of the Council of committing atrocities on the "innocent Bodo people."
