Veteran Communist Party of India-Maoist (CPI-Maoist) leader and a member of its ‘central committee’ (CC), Arun Kumar Bhattacharjee aka Kanchan Da (72), was arrested along with one of his associates Akash Orang aka Rahul, from a tea garden under Udharbond Police Station limits in Cachar District of Assam on March 6, reports outlookindia.com. Guwahati Police Commissioner Harmeet Singh said. "He is a big catch for Guwahati Police. We got information about his movements in December and he slipped through two-three operations earlier. But last evening, we were able to arrest him when he tried to hide in a tea garden." Kanchan Da was tasked to set up a state-level committee of the CPI-Maoist in Assam and create a "red corridor" from a neighbouring country to other Maoist-hit States of India like Jharkhand, Odisha, Chhattisgarh, Telangana and Andhra Pradesh among others. "His job was also to organise state party congress, recruit local cadres and purchase weapons here. We seized one laptop, a mobile phone, a huge amount of incriminating documents and Rs 3.6 lakh cash from his possession," the Police commissioner said. He said efforts to set up a network of Maoist cadres in Assam were at a "nascent stage" and those had been "nipped in the bud". Singh also said the National Investigation Agency (NIA) has been informed about the arrest and their officers are on the way to Guwahati to take over the case as it involves multi-state terror activities, threatening national security.

The National Investigation Agency (NIA) arrested an absconding Communist Party of India-Maoist (CPI-Maoist) leader from Dibrugarh District of Assam on April 3, reports Hindustan Times. NIA tweeted, “Maoist leader Reema Orang (alias Saraswati), a resident of Mahatal village under Joypur police station of Cachar district, was absconding since March 6. She has been arrested under a case filed in Guwahati.” The case was initially registered as FIR No. 02/2022 at Crime Branch Police Station, Panbazar in Guwahati in Kamrup (Metro) District, and re-registered by NIA on March 16, 2022. The accused along with their associates were involved in spreading the network of CPI-Maoist in Assam and North-East region of the country.

The NIA detained two suspected Maoists in Karimganj city in the Karimganj District of Assam on April 3, reports Hindustan Times. According to the Police, they were temporarily detained and released after a few hours of interrogation. The detained individuals were identified as Raju Urang and Pinky Urang, both residents of Sonakhira area (near India-Bangladesh international border) of Patharkandi in Karimganj District. After detaining Raju and Pinky, the NIA team took them to Patharkandi Police Station and after interrogation for hours they were released. “During searches conducted today, digital devices and incriminating documents of CPI-Maoist party have been recovered and seized,” NIA said.

The National Investigation Agency (NIA) on May 21, conducted searches at two locations in Assam’s Barpeta District in connection with a case related to Ansarullah Bangla Team (ABT), reports English.telugustop.com. “During the Searches conducted today at the premises of accused persons in Barpeta District, jihadi literature used for imparting training and other incriminating documents have been seized,” the NIA official said. The case pertains to disruption of an active module of ABT having affiliation to proscribed organisation, Al-Qaeda in the Indian Subcontinent, operating in Barpeta District led by a Bangladeshi national, who had entered India illegally and was active in recruiting, training and motivating impressionable youth to join jihadi outfits and work in ABT’s (sleeper cells module) for creating a base for Al-Qaeda in India.

The Union Ministry for Home Affairs (UMHA) has issued an alert stating that the banned militant outfit United Liberation Front of Assam - Independent (ULFA-I) is planning to launch major attacks on security personnel and civilians, reports Northeast Now on June 7. According to UMHA note, ULFA-I has intensified its kidnapping activities in Assam and Arunachal Pradesh. The banned outfit has also intensified its recruitment drive by roping in youths from Assam and other parts of the country including Delhi and NCR region. The youths hailing from Assam are being targeted by ULFA-I for its recruitment and later these freshly recruited militants are being then sent to the Myanmar-based camp of the outfit for training. The UMHA has asked the National Investigation Agency (NIA) to investigate the matter.

On June 24, the National Investigation Agency (NIA) conducted raids across five locations in Aizawl, Champhai and Kolasib Districts of Mizoram in connection with seizure of arms and ammunition, reports Northeast Today. According to NIA, during search operation, digital devices and incriminating documents were recovered. The case was related to the seizure of a huge quantity of 2,421.12 kg explosives, including 1,000 detonators and 4,500 metres of detonating fuse, as well as Indian and Myanmarese currency from a vehicle in Zawnling area under the Tipa Police Station (PS) intended for the Myanmar-based outfit – Chin National Front (CNF). The case was initially registered on January 21 at the Tipa Police Station in Saiha District and was re-registered by the NIA on March 21.

The Special Court of National Investigation Agency (NIA) Manipur, on September 28, has approved the application filed by the agency to thoroughly investigate the case related to the killing of non-locals at Kakching and Huikap allegedly by eight cadres of People’s Liberation Army (PLA) including a juvenile, reports Imphal Free Press. The Court also directed the officers of Yairipok police station to hand over all the seized materials and documents of the case to the NIA. The direction was given based on the application filed by the CIO NIA Imphal to transfer all judicial dockets/ case records along with the arrested persons to the NIA Court Manipur.

The Special Court of National Investigation Agency (NIA) Manipur on October 21, remanded seven cadres of Revolutionary People's Front (RPF), the political wing of the People's Liberation Army (PLA), to judicial custody till November 4, for their alleged involvement in pre-judicial activities and killing non-Manipuris recently, reports E-Pao. The case was taken up by the NIA. Accused Chingkham Basanta (38), s/o Ningthembi of Andro Nungyungbi; Moirangthem Jitesh (22) s/o (L) Sanjit of Kakching Ningthou Leikai; Konjengbam Romio alias Nongthon (28) s/o Raghu of Moirang Konjengbam; Phanjoubam Rabi alias Nanao (26), s/o Kula of Andro Labaochum Ching Leikai; Salam Mangijao (55), s/o (L) Tombi of Kakching Wairi Salam Leikai; Naorem Manoj (23) s/o Nobin of Luker Mayai Leikai and Samurailatpam Akash alias Muston (19) s/o Rajeswor of Kakching Wairi Saban Bamon Leikai were produced before the Court by a team of NIA on completion of Police custody period. The Special Public Prosecutor NIA submitted that initial investigations revealed that all the accused persons are members of proscribed underground organization PLA/ RPF and they were working under the command of Rishikanta, self-styled ‘lieutenant colonel’ of the outfit operating from Myanmar. It was further submitted that the accused were involved in various crimes committed in the recent past at Thoubal and Kakching Districts, including killing of non-Manipuris. The accused cadres had also partially disclosed that they were planning to plant explosives at various Government installation and target Security Forces (SFs) on the eve of the Independence Day 2022, it claimed and alleged that the accused were involved in killing non-locals at Khongjom Sapam Mayai Leikai on May 30 last and at Uchol Chingjin on July 8.

The National Investigation Agency (NIA) has arrested one more person in connection with the recovery of more than 2,400 kilograms of explosives meant for a Myanmar-based group fighting against the Government, reports East Mojo on November 23. Lalringsanga (54) was arrested on November 21 from Aizawl in connection with the case, a spokesperson of the NIA said on November 22. The NIA said the case pertains to the recovery of 2,421 kilograms of explosives, 1,000 detonators, 4,500 metres of detonating fuse wire and cash — INR 73,500 and over 9.35 lakh Myanmar kyat — from a vehicle at Tipa in Mizoram on January 21.

The special court of the National Investigation Agency (NIA) in Shillong on November 30 summoned four Hynniewtrep National Liberation Council (HNLC) leaders, reports The Shillong Times. The NIA has in a lookout notice published in local newspapers served notices on the HNLC leaders including Bobby Marwein, Marius Rynjah and Sainkupar Nongtraw. They have been summoned before the special judge of the NIA on January 4, 2023. The HNLC reacted sharply to this “surprise summons” at a time when the tripartite peace process is under way. Nongtraw, the HNLC general secretary cum spokesperson, issued a statement terming the notices as “uncalled for” and “a clear-cut indication” that the authorities concerned have bypassed the entire procedure of the ongoing peace talks. “Before the initiation of the ongoing tripartite peace talks, we had made it clear that all its cases should be withdrawn so as to ensure a secure environment for pursuing the peace talks,” he said.

The National Investigation Agency (NIA) on December 16 filed a supplementary charge sheet against an accused in a case related to Communist Party of India-Maoist (CPI-Maoist) activities in Assam, reports The Print. Samrat Chakraborty alias Nirman alias Nilkamal Sikdar, a resident of West Bengal, has been charge-sheeted under various sections of the Indian Penal Code (IPC) and the Unlawful Activities Prevention Act (UAPA), a spokesperson of the NIA said. “He was part of the conspiracy hatched by the CPI(Maoist) leadership to expand its organisational set-up and operational base in Assam. He stayed at various hideouts in Cachar district of Assam with the intention to expand and strengthen the CPI(Maoist) organisation and worked as a link between the leadership of CPI(Maoist) organisation in different regions,” the spokesperson stated. The case was initially registered at the Crime Branch Police Station in Guwahati and re-registered by the NIA on March 16. Earlier, the NIA had filed charge sheet against six accused persons in connection with the case on September 2.

She was involved in two separate incidents. One was in Kakching Wairi Leishangthem Pareng of Kakching District in Manipur on June 23, 2022. The other occurred along the inter-village road of Ngariyan and Andro in between Huikap and Uchol at Imphal East District of Manipur on July 8, 2022. Seven persons were arrested in connection with the present case. A special National Investigation Agency Government of India (NIA) court on December 24 sentenced two persons to five years imprisonment for attempting to recruit members for the terror group Hizb-ul-Mujahideen (HM) in Assam, reports The Assam Tribune. The court awarded the sentenceS to Mohammad Shahnowaj Alom alias Shahnawaj Alam and Omar Faruk. The Court convicted them under sections 120B of IPC, 18, 18B, 19, and 38 of the UA (P) Act and also imposed fine on them. During the course of the investigation, it was discovered that the accused had entered into a conspiracy to recruit members for raising a module of HM in Assam in order to strike terror in the minds of people through terrorist activities. The case was initially registered at Jamunamukh Police Station in 2018, and the investigation was later taken over by the NIA. On March 11, 2001, a chargesheet was filed against five accused following an investigation.
