The National Investigation Agency (NIA) probing the October 2, 2014 Bardhaman blast case, on January 2 secured the transit remand of Jama'atul Mujahideen Bangladesh (JMB) operative Sahanur Alam, reports New Indian Express. And it will enable NIA to take him to Kolkata (West Bengal) from Guwahati (Assam), where he will be produced in a special court there on January 3 (today) along with Rafikul Islam and Sariful Islam, who had earlier been arrested for their alleged jihadi links.The NIA had named Sahanur as one of the suspects and announced a cash reward of `five lakh for information leading to his arrest. Subsequently, the agency will seek their custody for interrogation.A key motivator of jihadi propaganda in Assam, Sahanur was arrested from Larkuchi in Assam’s Nalbari District on December 4. Assam Director General of Police (DGP) Khagen Sarma said Sahanur’s job mainly involved motivating jihadi recruits in Assam. “He was closely connected with the JMB. He maintained a very good rapport with the JMB leaders both in West Bengal and Bangladesh,” Sarma added.

The National Investigation Agency (NIA) will take three militants of the IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS); arrested from Chirang district on January 11, into custody to interrogate them in connection with the killing of minorities in the Bodoland Territorial Areas District (BTAD) in May 2014, reports The Telegraph. The militants are Swmkwr Basumatary alias B. Simang (27), Surjoy Goyari alias G. Sujulang (25) and Joleswar Basumatary alias B. Jakhrup (29) into custody in connection with cases RC-01/2014 and RC-02 2014 registered at the agency's Guwahati branch.

In a press note issued on January 15, NIA said, “it was under his (Ajoi) direction and leadership that recent killings took place in Sonitpur district of Assam on 23.12.2014, in which, 36 persons including women and children were killed and 6 persons were injured.”NIA further said that Dilip was a dreaded terrorist who, responsible for co-coordinating activities of NDFB-IKS in the Reserved Forest areas of Assam along the Indo-Bhutan, Assam and Arunachal Pradesh border. He was actively involved in the conspiracy behind recent killings in Assam, the statement said. The third militant, Khamrei was alleged to be “one of the leaders involved in the recent killings in Kokrajhar district in which 20 persons were killed and several injured”, NIA said.NIA also informed that Khamrei was “involved in incident of killings of Baksa district of Assam in May, 2014”. The operation led to recovery of seven mobile phones, two copies of Martyr Speech of interim president I.K Songbijit delivered on the occasion of NDFB ‘Martyr’s day’, one diary containing details of cash transactions.

A National Investigation Agency (NIA) report has revealed that a section of State forest department personnel had teamed up with NDFB (S) to kill 36 people, including women and children, from the minority community in Assam's Baksa district in 2014, reports The Telegraph. The NIA investigation into the killing has bared a deep-rooted nexus between the forest staff and militants. "Some forest officials have joined hands with suspected NDFB-IKS cadres and formed a 30 to 40-member group, who took part in mass killing of innocent people at N.K. Khagrabari village on May 2, 2014, with firearms and sharp weapons like dao (machete)," an NIA report, accessed by the newspaper, said. An NIA source said the forest staff of Bansbari range, who were from the Bodo community, were against people from the minority community staying in the fringe areas of the forest as they consider them as outsiders and because of that they joined hands with NDFB-IKS to carry out the massacre. Meanwhile, State Police headquarters has asked Police Stations to beef up security as militants may target them in the run-up to Republic Day celebrations, reports The Telegraph.

NIA has registered two cases in connection with killings in Sonitpur and another two in connection with killings in Kokrajhar. A source stated that Binku Narzary, the self-styled ‘commanding officer’ of the outfit's ‘13th battalion’, and Khamrei Basumatary, the deputy commander of the ‘14th battalion’ of NDFB-IKS, will also be questioned by the NIA in connection with killing of minorities in Baksa district in May last year, which is also being investigated by the central anti-terror probe agency,". More than 40 NDFB-IKS militants have been arrested so far in the ongoing operations.

The National Investigation Agency (NIA) has found that laptops, offered to meritorious students in Assam under a government scheme, were used by the Jamat-ul-Mujahideen Bangladesh (JMB) militants in their operations, reports The New Indian Express. Sleuths of the agency, who came from Kolkata, recovered an unspecified number of such laptops in the state over the last few days. “The JMB had developed its network through these laptops. The first of these laptops was recovered from a madrasa in West Bengal. Subsequently, interrogations of the arrested JMB members led to the recovery of some more laptops from Assam,” an NIA source told the newspaper on January 31. The Police suspected that many poor students sold off these laptops in return for money. “There are many villages which are yet to be electrified. So, as the students of these villages cannot use the laptops at home, they, perhaps, sold them off. It could also be that some poor students sold them off in return for money,” a senior Police officer said.

NIA sources said JMB is spreading across the region with funding from Inter Services Intelligence (ISI). A source stated that "Top Muslim United Liberation Tigers of Assam (MULTA) ‘leader’ Abdur Rahman, who had fled Assam, was traced to Karachi. The ISI helped him to flee the country as they wanted Rahman to command operations in the region from there without any risk”. The source also added that MULTA and the ISI have been working together to create disturbance in the region. "Rahman was once caught from the Chapori area in Dhubri district in 2009. But he managed to escape. Pakistan appears to be intentionally propping up MULTA so that fundamentalist forces here can be aided. Abdur Rahman is also believed to have close links with the United Liberation Front of Asom - Independent (ULFA-I), which also shares a history of nexus with the ISI.

NIA had earlier registered four cases in connection with the killings and on February 20, a case (number RC 01/2015) was registered at the NIA's Guwahati Branch office in connection with killings of Adivasis at Pakhriguri village in Kokrajhar District. NDFB-IKS militants had opened indiscriminate fire with sophisticated weapons at Pakhriguri, resulting in the death of five persons and injuries to several others. According to the interrogation report arms consignments are smuggled from the China border to South Myanmar by the Kachin rebels who hand over the weapons to Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) in Myanmar. NSCN-IM then passes on the weapons to NDFB-IKS in Manipur which are taken to Assam’s Bodoland area, where NDFB operates. Forty six NDFB-IKS militants have been arrested so far by the NIA after December 2014 massacre of tribals.

In the data on terror financing tabulated from 2006 till date, terror finances to the tune of INR 148.5 million have been recovered by National Investigation Agency (NIA) and Police of 15 states, reports The Times of India on April 10. The NIA has surpassed the states in recovery of terror finances despite starting operations as late as 2009. According to the report, the agency seized INR 36.6 million in terror funds in 11 cases investigated by it since its inception. As many as 101 persons are accused in these cases. Jammu and Kashmir ranks second only to NIA in seizures. The state seized INR 29.3 million in 80 terror financing cases since 2006, in which 190 persons are accused. Manipur, despite its small size, reported terror fund seizures worth INR 21.1 million in 26 cases, followed by Delhi which seized INR 19.2 million in 21 cases. Madhya Pradesh accounted for seizure of terror finances worth INR 16.4 million, while Odisha Police seized around INR 11.2 million. Though Karnataka, Gujarat and Kerala registered 14, three and one terror financing case respectively under Unlawful Activities [Prevention] Act (UAPA), they did not report any seizure since 2006. As many as 213 terror financing cases were registered by NIA and various state Police, in which 873 persons are accused. J&K reported the highest number of cases (80), followed by Manipur (26) and Delhi (21). In terms of number of those accused of terror financing, J&K ranked first (190) followed by NIA (101) and Maharashtra (98).

The National Investigation Agency's (NIA's) probe into the October 2, 2014, Bardhaman blasts could soon uncover the role of Pakistan's spy agency Inter-Services Intelligence (ISI) and al Qaeda in helping Jama'atul Mujahideen Bangladesh (JMB) run its operations, top sources said, The Times of India reports on April 13. The agency is set to receive crucial documents from Bangladesh on the funding, membership and association of JMB with other groups which it believes would shed light on the outfit's links with ISI and al-Qaida. JMB has already established a substantial base in West Bengal, Assam and Jharkhand. The term ‘turning point’ was used probably because the security establishment now believes that a series of attacks in the region, including two in Arunachal Pradesh and three in Nagaland, is the result of the newfound camaraderie among the Northeast's militant groups. It is from the villages on either sides of Mount Saramati, the highest point on the India-Myanmar border, that New Delhi suspects the attackers to have emerged, reports The Telegraph. Mount Saramati is on the border of Nagaland's Mon district and Myanmar's Sagaing province. It sweeps southwards to the border in Manipur where Moreh is a trading point. It is suspected that militants came across the border that is unmanned. This was the first time the Indian Army had lost 20 soldiers in a single strike in 20 years. It was also the first time that RPGs were used by insurgents on the Army. The National Investigation Agency (NIA) is likely to register a case in the next two days.

In related news, It is now emerging that India gave Myanmar phone intercepts and location details of at least two officials from the Chinese People’s Liberation Army (PLA), who were reportedly in touch with the top leadership of NSNC-K, reports The Indian Express on June 8. According to a senior Government official NSCN-K abrogated its ceasefire pact following instructions from the PLA. Government official also stated that “We held a meeting with our Myanmar counterparts in April this year [2014] and handed over intercepts of phone conversations between two PLA officials and Khaplang, the leader of the insurgent group. In the said intercept, the Chinese PLA official asks SS Khaplang about his health, tells him to relax and asks him to learn Chinese language,” Sources said that officials also took up the issue of “opium cultivation and trade” being done by insurgent groups like NSCN-K, United Liberation Front of Asom (ULFA) and Kamtapur Liberation Organisation (KLO). He further claimed that Paresh Baruah too, was acting on instructions from some senior officials of PLA. The Indian Express further adds that Khaplang and Baruah are believed to often shuttle between Taga in Myanmar and Ruili and Kunming, both in China’s Yunnan province. Intelligence inputs also suggested that a former officer of PLA has set up a factory of assault rifles in Myanmar’s Kachin province and a majority of the arms produced there are being supplied to militants of the Northeast. Arms manufacturing unit is located at Pangwa, along the Sino-Myanmarese border, and has been set up by a former PLA officer, Muk Yan Pau Huan, along with former leader of Burmese Communist Party, Tin Ying.

An Army officer stated that "The NIA is trying find out the kind of weapons used by the insurgents during the attack. We believe some incendiary materials were used. This is evident from the burnt trucks and bodies," In addition to the weapons probe, the NIA team is investigating the possibility of some villagers assisting the militants in carrying out the attack. The NIA is planning to talk to all heads of villages surrounding Paraolon in Chandel District. There are about 10 villages including some close to Manipur-Myanmar border NIA and the army strongly believe the militants could have frequented Paraolon to become familiar with the terrain before the attack and the attackers could have been led by local guides across the border.

According to the charge-sheet, the militants launched the attack on villagers in connivance with a few Forest Department officials employed in the Manas National Park. A source stated that "It appears that the outfit had carried out the attack to avenge the killing and arrests of its cadres by security forces in Arunachal Pradesh. Their plan was to blow up the convoy but luckily the powerful bomb they had buried under a muddy patch on the road didn't go off or else the casualties would have been much higher. "When the militants failed to detonate the remote controlled bomb and the first three trucks moved out of the kill zone, they opened fire on the last truck of the convoy and jawans sitting on the tailboard of the truck bore the brunt of the attack," Source also stated that "The kind of explosives used and the way the ambush was carried out also suggest NSCN (I-M)'s involvement since its cadres are more adept in the use of explosives and better trained compared to the NSCN (K) cadres."He also said that according to information shared by the Arunachal Police NSCN-IM militants comprising ‘sergeant major’ Ayo Tangkhul, ‘captain’ Kapai, lieutenant Ami Tangkhul, ‘lieutenant colonel’ Kewang Hassik, ‘major’ Anok Wangsu and ‘sergeant major’ Chenaye Tangkhul alias Ayo are suspected to have carried out the attack with the help of some villagers, reports The Telegraph.

National Investigating Agency (NIA) has filed charge sheet in five cases this month against 26 militants of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) accused in the killing of tribal villagers and members of the minority community in 2014, reports The Shillong Times. The agency has filed three chargesheets against 18 militants of the outfit accused of killing 41 tribal villagers in Sonitpur and Kokrajhar Districts in December last, a senior NIA official said. A supplementary charge sheet was filed against six militants along with two others in a separate case this month, in addition to the one filed against two militants in October last year for their alleged involvement in the killing of 39 members of the minority community in Baksa District in May last year, the official said. The NIA had filed a charge sheet at Special NIA Court, Guwahati on Wednesday against four NDFB-IKS militants in the case where they have been accused of killing six persons in Hatijuli and Shantipur villages under Dhekiajuli police station in Sonitpur district, he said. The charge sheet was filed against the outfit’s ‘assistant organising secretary’ Sanju Bordoloi alias Sibigiri, who was arrested in Bangalore early this year, ‘commanding officer’ of the outfit’s third battalion Ajoy Basumatary, ‘deputy commanding officer’ Nitul Daimary and Bishnu Narzary.

According to reports, the National Investigation Agency (NIA) is planning to approach the British Government for information on an Indian-origin citizen who is believed to be the mysterious 'chairman' of the Independent faction of United Liberation Front of Asom (ULFA-I) outfit, reports The Times of India on September 16. As part of the Government of India's crackdown on militant outfits in the northeast, the NIA has homed in on one Mukul Hazarika alias Abhizeet Barman, alias Abhizeet Asom general practitioner in the United Kingdom (UK). NIA believes he is the chairman of ULFA-I and has been running the outfit since 2011. If this is confirmed by the British Government, the Centre will seek extradition of Hazarika for trial in a case registered by the NIA in Guwahati in 2013. Hazarika is wanted for 'questioning in an NIA case (No RC-04/2013/NIA-GUW), as published on the agency's website, which relates to the ULFA-I headed by Paresh Baruah recruiting new cadres, organizing terrorist camps and resorting to extortion and kidnapping to raise funds for launching attacks on Indian Security Forces (SFs), thereby intending to wage war against the Government of India.' Hazarika, who has been under surveillance for a long time, is known to be the coordinator of an Non-Governmental Organization (NGO), Assam Watch (UK). The NGO is known to have been acting as a frontal organization for ULFA-I.

National Investigation Agency (NIA) has learnt that the National Democratic Front of Bodoland-Songbhijit (NDFB-S) which carried out the Kokrajhar attack at Assam was planning more strikes in the state, reports Nagaland Post on October 2. Following the arrest of Amal Mushahary, the NIA raided his home and recovered a cache of arms. During the raid that was conducted, the NIA recovered two hand grenades, seven rounds of 7.65 calibre along with one magazine of same calibre. The NIA has also learnt that Amal alias Aogoi had played a major role in the killing of the tribals at Kokrajhar in Assam in the month of December 2014. The NIA says that Amal was in a senior leadership position in the NDFB-S as head of internal intelligence, finance member and also Personal Secretary to outfit’s military chief G Bedai. Amal told the NIA that he was with Bedai and ‘deputy military chief’ M Biban alias Batha along with 40 other cadres in the jungles bordering Bhutan after the massacre of 23rd December 2014.

Earlier, as SATP reported, Assam Police arrested Lanheiba Meitei from Dungkur village at Kalain in Cachar District on November 20.
