A year after the draft peace pact, a tripartite meeting among the Achik National Volunteer Council (ANVC) and its breakaway faction (ANVC-B), the State and Central Government officials will be held on January 23 (today) in Shillong to ensure that there is conducive atmosphere in Garo Hills before arriving at a permanent settlement, reports The Shillong Times. Top leaders of ANVC and ANVC-B, officials of the Home Departments of State and Union Ministry of Home Affairs (MHA) will attend the meeting. The meeting will also scrutinize the ground reality after the draft peace pact was signed in January 5, 2013.

The newly formed vigilante group, Achik Peace Volunteers Council (APVC) headquartered in Ampati, South West Garo Hills, while terming the talks with the Garo Hills based militants as unconstitutional, has asked the Centre to send additional forces to the region to tackle the militants and end the sufferings of the people, reports The Shillong Times on February 17. In a letter addressed to Anil Goswami, Secretary, Union Ministry of Home Affairs, APVC convener, Che Guevara Marak said that Council was formed with the mission of establishing peace in Garo Hills. The Telegraph reports on February 17 the Centre has dubbed the deteriorating law and order situation in Garo hills of Meghalaya as “worst” and found that “underestimating” the problem in the beginning by the state administration led to mushrooming of militant outfits and its inability to tackle the situation.

Welcoming Meghalaya Governor K. K. Paul’s offer of peace talks, Garo National Liberation Army (GNLA) ‘commander in chief’ Sohan D Shira maintained that it can happen only if their ‘chairman’ Champion R Sangma is released from prison and leads the group in the deliberations, The Shillong Times reports on February 18. Champion R Sangma is currently lodged in Shillong jail for subversive activities. He has obtained bail in several cases but needs to secure bail in two more cases to walk out free. Referring to A’chik Songna An’pachakgipa Kotok (ASAK), Sohan D Shira, said, “We have reliable source that the floating of new outfit ASAK was masterminded by surrendered GNLA Mingran T Sangma”. Mingran was previously the ‘chief training instructor’ of GNLA, but had deserted the group with over a dozen cadres and substantial number of weapons. Also, the ‘deputy commander-in-chief’ of ASAK, Chue Dilsrang, refuting the allegations made against outfit’s ‘commander-in-chief’, Reding T Sangma by GNLA of fund misuse in a statement issued on February 17, claimed that during his stint as the ‘finance secretary’ of the GNLA, Reding was prevented from executing his duties as per his designation and had never extorted money for his own benefits.

ANVC-B on February 18 expressed doubt over the role of A'chik Peace Volunteers Council (APVC), the newly formed vigilante group, and source of the footage that was leaked to media where a GNLA cadre executed an unidentified victim mercilessly, reports The Shillong Times. “It is an old footage similar to Taliban execution which is aimed to unleash fear and terror. Why was the footage leaked now when the GNLA is showing signs of coming for peace talks,” the ANVC-B questioned. The ANVC-B also added that if the GNLA is willing to join the peace talks, Government must process necessary steps at the earliest to bring them on board in the best interest of Garo hills. Meghalaya Chief Minister Mukul Sangma, on February 18, said that the government will examine the demand of the GNLA to release its jailed chairman for peace talks. “We need to evaluate everything in hand before moving forward and examine their (GNLA) demand,” Sangma told journalists.

The newly-floated militant outfit in Garo Hills Achik Songna An Pachakgipa Kotok (ASAK), on February 27, opposed peace talks between the Garo National Liberation Army (GNLA) and Government. Dura Marak, ‘general secretary’ of the outfit accused GNLA leader Sohan Shira of making money in the name of Garo people even as he said that Shira was not fit to represent Garo people. According to Marak, some of the office bearers of GNLA had shifted their allegiance to ASAK due to the dictatorial attitude of Sohan Shira. Marak also alleged that there is a nexus between GNLA leader Shira and State Police. He said ASAK has 120 cadres and out of which around 50 were from GNLA. When asked if the outfit would come to a peace talk with the Government, he said that the outfit is not in any hurry for talks and they would come for talks only when all corners of Garo Hills is developed.

Garo National Liberation Army (GNLA) headed by Sohan D Shira, on March 29, urged six other Garo outfits to shun the path of violence and enter a peace dialogue with Government in the interest of peace and development of the region. The suggestion by the GNLA comes just a day after the Central government acknowledged that it had received three names from the Meghalaya Government for the mediator’s role to initiate peace talks between Government and the outfit. The six outfits are Liberation of A’chik Elite Force (LAEF), United A’chik Liberation Army (UALA), A’chik Tiger Force (ATF), A'chik Songna An' pachakgipa Kotok (ASAK), A’chik National Liberation Central Army (ANLCA) and A’chik National Cooperative Army (ANCA). In a statement issued on March 29, Shira said, “If these six outfits are sincere in their intention to work for the cause of the Garo people they should join hands and come forward to form a single organization called Garo United Liberation Front (GULF) which will be welcomed by the people of the region”. He also said that it was the right time for militant groups in Garo Hills to advocate peace by holding talks with the State and Central Governments.

The signing of a draft peace pact with Achik National Volunteer Council (ANVC) by the Meghalaya Government in January, 2013 without bringing into its ambit the splinter group Breakaway faction of ANVC (ANVC-B) has been criticized as short sighted, reports The Shillong Times. A senior Home Department official said on April 19 that a meeting would be held on April 24 with the ANVC-B leaders especially to discuss the ways and means to rehabilitate the ANVC-B cadres. The meeting might also discuss the need to enter into a formal ceasefire with the militant group, he added. A ceasefire agreement was signed with ANVC in 2004, but the State Government failed to ink any ceasefire agreement with the breakaway group ANVC-B though a draft peace pact was signed by the Government.

HNLC “publicity secretary” Sainkupar Nongtraw said the outfit would strive to achieve its objectives through the process of dialogue and achieving a peaceful settlement. He said the “positive” step taken by the government has been appreciated by the HNLC leadership, but said it would not like to “repeat history” as in 2004, when efforts to reach the negotiating table proved futile. ANVC ‘spokesman’ Artist Sengsrang Sangma stated, “We will continue with our demand for creation of separate Garoland state (to be carved out of Meghalaya) not under the banner of the ANVC but politically and non-violence after signing the peace pact with the central and Meghalaya government." He further added, “This issue is very much alive as 80 per cent of our Garo people in Garo Hills wants a state of their own i.e. Garoland. There are political parties, civil society groups besides armed outfit the GNLA demanding for the same”. He added further, “We realised that an armed struggle against the state won’t help us achieve our goal. Meanwhile, the key demand of Achik National Volunteer Council (ANVC) to increase the seats from the present 30 to 40 in the Garo Hills Autonomous District Council (GHADC) will take more time for its fulfillment even after signing of the final peace pact with the Centre in New Delhi on September 24, reports The Shillong Times on September 21. An official source said that the increase in seats will be possible only after an amendment to the Sixth Schedule of the Constitution. Under the proposed 40 seats, the ANVC had suggested direct election to 35 seats and nomination to the remaining five seats. At present, there is direct election in 29 seats in GHADC and the remaining one is a nominated member. With the signing of the peace pact on September 24, the ANVC will now get six months’ time to prepare for the electoral contest in the GHADC.

State Home Minister Roshan Warjri on October 20 stated that should not be any problem in placing the agreed text of settlement signed with the Garo rebel outfit in the public domain. The minister stated that the Government would soon hold an official programme where the ANVC cadres will be surrendering their arms and ammunition. Principal Secretary, Home, K S Kropha on December 23 stated that the first round of talks were held at Tura in West Garo Hills on December 22 in which modalities for laying down arms and officially joining the mainstream were discussed. UALA ‘chairman’ Novembirth Marak and ‘general secretary’ Nagra and the ‘commander-in-chief’ Eliast Dakchak and four others were present along with Government interlocutors identified as Reverend Janang Marak and Reverend Frithing D Sangma. UALA ‘chief ‘Eliast Dakchak on December 23 stated that “We officially declare our joining for peace negotiation”. In view of this development the outfit has directed all its cadres to report to their own commands and commanders immediately.
