Meghalaya Police in West Khasi Hills District are intensifying operations against militants and dacoit groups who have unleashed a reign of terror by serving demand notes to coal traders, reports The Telegraph. Source said after the onset of the coal trading season in October-November, groups like the Garo National Liberation Army (GNLA) have been making hefty monetary demands from traders in places like Borsora and Shahlang. Such extortion has ingrained a deep sense of insecurity not only among the coal traders but also among labourers. Allegedly, the rampant extortion demands range anything between INR 50,000 and INR 500,000. Such demands also had forced many labourers to flee from their camps in places like Shahlang.

the Achik National Volunteer Council (ANVC) which is on a tripartite ceasefire agreement with the Government of India and the Government of Meghalaya is heading for a split. Sources said that Mukost Marak will take over as the ‘commander in chief’ of the new faction while Rimpu Barnard N Marak will be its new ‘chairman’ and Dilseng the ‘general secretary’. It is learnt that Barnard Marak was collecting arms as Dilash Marak, the ‘Chairman’ of the ANVC has stopped supplying them with arms. The split comes as a result of the dissatisfaction in a section of cadres at the lukewarm response of the Government of India to the ANVC demand for a Garoland Autonomous Council along the lines of the Bodoland Autonomous Council which in many ways is a State within a State.

Anti-Talks Faction of the United Liberation Front of Asom (ULFA-ATF) has struck close coordination with GNLA, according to a Security source. The GNLA which has been recently branded as a ‘terrorist outfit’ by the Government of India, is suspected to be providing shelter to some senior members of ULFA-ATF in its hideouts in the jungles of Garo Hills bordering Bangladesh. The GNLA is being provided with sophisticated weapons by the ULFA-ATF in lieu of the cooperation it received from the latter. Security sources further said that senior ULFA-ATF cadres were providing training to the new recruits of the GNLA on payment of hefty sums collected by the GNLA through extortion.

Times of India reports that militants in Meghalaya are following routes used by herds of wild elephants to cross the international border between the State and Bangladesh and avoiding Security Forces. This "new trend" was detected by the Border Security Force (BSF) recently in the difficult terrains along the 190 kilometers stretch of unfenced border in the Garo Hills. Sudesh Kumar, Inspector General of the BSF (Meghalya-Assam Frontier) said several militant outfits, including the Anti-Talk Faction of United Liberation Front of Asom (ULFA-ATF), National Democratic Front of Bodoland (NDFB) and others, used the local population as guides while following elephants that move about freely across the international border. "The locals as well as the militants know that the security forces will not come in the way of the pachyderms and so they take advantage to move in and out of the country using the routes taken by them," Kumar said. "The locals guide the militants by trailing the herds," he added.

There were reports in the past that considering the poverty in West Khasi Hills and other border districts, Maoists could make their presence felt by taking up the people’s cause. “We don’t have any Maoist activity here and there are no reports of any intrusion. However, we are keeping a close watch to prevent their entry,” Meghalaya Director General of Police (DGP) N. Ramachandran said.

The Sentinel reports that the unauthorized selling of SIM cards is rampant in the State and this was exposed by the Police, even as many SIM cards have reached in bulk to the militants and other individuals. The retail outlets in Shillong and in West Khasi Hills District sell SIM cards at INR 250-350 in the open market. The Meghalaya Police have unearthed this only after tracing the numbers used by the members of the Garo National Liberation Army (GNLA). The Shillong Police have already arrested Bihari Sinha of Eastern Trade Centre (ETC) for issuing SIM cards to individuals without valid documents. On June 6, West Khasi Hills District Police also arrested six franchisees of two private cellular operators in Nongstoin for committing the same act.

The Shillong Times reports that a new outfit, Hynniewtrep People’s Liberation Front (HPLF), has reportedly been floated in Khasi-Jaintia Hills Districts. Sources informed that the HPLF has been formed by certain surrendered Hynniewtrep National Liberation Council (HNLC) members. Sources also informed that the outfit is being led by Joplang Lyngdoh as the ‘chairman’, Thrang Marwein as ‘general secretary’ and DL Sawkmie as ‘information secretary’. Sources also alleged that the group is recruiting new members from all over Khasi and Jaintia Hills Districts. Presently, the group boasts of strength of about 25 to 30 members. According to sources, the group is in possession of various weapons including one AK-56 rifle, over ten .9mm pistols, five revolvers (.38 caliber), hand grenades and others. “The chairman, secretary and information secretary have recently met GNLA area commander, West Khasi Hills, Savio Marak with a request for support for their group,” sources further informed. “The HLPF is seeking help from Savio Marak to assist them in organising arms and also training for the newly recruited members of the outfit,” a source said, adding that in return, the HPLF would assist GNLA in its operations and also share 50 per cent of its ‘earnings’. Sources also informed that the organisation originated in Mawsynram area of West Khasi Hills and is operating all over Khasi and Jaintia Hills Districts. A high level Police team undertakes stock verification of arms and ammunition at the Zunheboto armoury, when over 21 Self Loading Rifles, Sten Carbines, Rifles and huge cache of ammunition were reported missing last week of June, the principal accused identified by Police as Sub Inspector (SI) Kughai Zhimomi, jumped bail on July 4 after fleeing from Zunheboto (District). The absconding SI reportedly obtained interim bail from the Deputy Commisioner (DC) Zunheboto sometime during the last week of June. As per latest reports, it was learnt that the quantity of weapons missing in Zunheboto armory and suspected to have been sold off to militants, has shot up to some 93 which included 21 SLRs including Sten carbines and rifles. It was also reported that nearly INR 100, 000 of assorted ammunition were also missing from the armory.

State Security Commission, on July 18, decided to strengthen and modernize Police stations all across the seven Districts by categorizing the Police stations in two categories. Chief Minister Mukul Sangma informed that the Commission had agreed that Police stations would be categorized under two segments – A and B. Police stations falling under Category A will have 80 constables, 9 head constables, 7 sub-inspectors and one officer-in-charge. Under Category B, Police stations will be having 40 constables, 8 head constables, 6 sub-inspectors and one officer-in-charge. “The State Government has already taken up the issue with the Union Home Ministry for strengthening the Police stations under the above categories. These entail an annual expenditure of Rs 442 crore,” said Sangma. He also informed that the Category A police stations would be in all the District headquarters of the State. “We have also proposed to the Centre to create 18 new police stations – 8 under Category A and 10 under Category B,” added the Chief Minister.

The Shillong Times reports that the Breakaway faction of the Achik National Volunteer Council (ANVC-B) has once again expressed its desire to come for negotiation with the Government over its long pending demand for a separate Garoland. In a letter submitted to the Chief Minister Mukul Sangma recently, the ANVC-B ‘chairman’ Rimpu Napak Marak sought a positive response from the State Government in this regard. “The group has avoided bloodshed and other illegal activities, thus cooperating with the request put forward by the government hoping for a negotiation. But the delay seems to be just another policy of disorienting the movement,” the letter stated. The outfit hinted that the Government’s policy of delaying the solution to the ‘Garoland issue’ gave rise to various ‘breakaway groups’ like Achik National Liberation Front (ANLF), Garo National Liberation Army (GNLA) and others. “The delay is creating doubts on the intention of the Government,” the letter added.

The Shillong Times reports on October 5 that Meghalaya Government is facing an uphill task in the run up to the Assembly elections as it has to control the activities of several militant groups in the State. Four main militant groups — Hynniewtrep National Liberation Council (HNLC) in Khasi Hills and Garo National Liberation Army (GNLA), Achik National Volunteer Council (ANVC) and breakaway faction of ANVC (ANVC-B) in Garo Hills — can play a crucial role in influencing the outcome of elections if the candidates fall into the ‘temptation’ of making use of these militants to further their cause. There are also minor groups including Liberation of Achik Elite Force (LAEF) who are active in the border areas of West Khasi Hills and East Garo Hills. ANVC publicity secretary, Arist Sangma, however said, his outfit, currently under ceasefire, would not meddle in the 2013 election. The HNLC is yet to make its stand clear on the elections while the ANVC-B has already announced that it will initiate mass awareness on adult franchise and democratic rights besides mobilizing a democratic front for the 2013 polls. However, the biggest cause of worry is the recent announcement of GNLA ‘chairman’ Champion Sangma that the outfit was ready to support Congress in the election.

Members of the High Level Committee (HLC) on Influx have rejected the figures furnished by the Police and Labour departments respectively on the number of illegal foreign immigrants and Indian migrant workers detected in the State since 2001. Labour department has registered a total number of 5,432 migrant labourers in the past 11 years even as 103 work permits were issued during this period as per the final report of the HLC on Influx. Further, the Police has detected a total number of 12,957 foreign illegal immigrants who attempted to enter into the State from 2001 till August 2012 and the department managed to prosecute 689 foreign illegal immigrants during the period while 12,268 were pushed back directly.

A well-organized gang of touts are involved on both sides of the international border to assist Bangladeshi nationals to infiltrate into India. This fact came to light following the arrests of a few touts by Border Security Force (BSF) personnel in Meghalaya recently. BSF sources also pointed out that the illegal migration of Bangladeshi nationals to India came down after the arrest of a large number of foreigners in the months of October and November, following which, the BSF also stepped up vigil along the international border. In the months of October and November 2012 alone, at least 130 Bangladeshi nationals were apprehended by the BSF along the Indo-Bangla border in Meghalaya and along with the foreigners, a few touts were also arrested. The touts normally charge between INR 1,000 to INR 1,500 per person considering the paying capacity of the persons who seek to enter India and the vulnerability of the locations. Large patches of the international border in Meghalaya are still vulnerable as those patches are yet to be fenced and the fencing work has not started in 135 kilometres of the international border in the State.
