Meanwhile, Garo Hills Police seized a large amount of explosives, including electronic detonators, from a Tura-registered vehicle abandoned by its occupants after Police set up a road block in the Bajengdoba region of North Garo Hills on January 5, reports The Shillong Times. The banned United Liberation Front of Asom (ULFA) of Assam is believed to be the owner of the explosives and was reportedly sending it across to the banned Garo National Liberation Army (GNLA) in Garo Hills when Police set up a surprise road check point in Bajengdoba, 80 kilometres from Tura, after receiving intelligence inputs about the shipment of the explosives. When Police searched the vehicle they found as many as 1200 gelatin explosive sticks which are used by militants to prepare Improvised Explosive Devices (IEDs) to target Security Forces (SFs). Police also recovered as many as 1000 electronic detonators and 100 non-electronic detonators. Both detonators are required for triggering IED explosions. The Bolero vehicle, bearing Tura number ML08 D 8888, is learnt to be registered to a person from Assam.

Meanwhile, as many as ten militants from the A’chik Matgrik Elite force (AMEF), who had been operating in the North Garo Hills region surrendered to authorities at Sambrak near Wageasi in East Garo Hills District on January 22, handing over an assortment of weapons, reports The Shillong Times. The ten militants had failed to join the rest of the group and its leadership, who went on to give themselves up to East Garo Hills Police at Rongjeng in December, 2015. The surrender came about following the active intervention of the North Garo Hills Vigilance Forum (NGHVF) whose members comprise of church and village elders as well as non-governmental organizations (NGOs). The families of the ten militants and their respective village elders had approached the forum to facilitate the surrender of the ten men who had been operating in the Kharkutta-Mendipather-Wageasi-Dainadubi region. The ten cadres of the outfit who surrendered are - Saljatchi Marak, Bulthul Marak, Banjrang Sangma, Jhony Marak, Premanear Marak, Aron Marak, Nibirth Marak, Tawan Marak, Jagol Sangma and Sengjan Sangma. They handed over a powerful Light Machine Gun (LMG), two AK rifles, two pistols and a Smooth-Bore Breech-Loading (SBBL) shot gun along with a large number of ammunition.

Special Weapons and Tactics (SWAT) commandos of Meghalaya Police on January 30, killed a commander of Garo National Liberation Army (GNLA), wanted in the bombing in Williamnagar marketon January 9, reports The Times of India. The commandos shot dead Pangkam Sangma, the second ‘area commander’ of the GNLA, while another terrorist, who ran away along with two others from the gunfight, is believed to have sustained bullet injuries, the Police said. Based on intelligence inputs, a combined team of commandos stationed in West Khasi Hills District and East Garo Hills District raided Nengjugiitim village, about 375 km west of Shillong, the capital of Meghalaya. A gunfight erupted when the heavily armed terrorists fired at the commandos, Davies R. Marak, the District Police chief of East Garo Hills said. "He (Pangkam) was wanted in several cases of murder, kidnapping and extortion besides in the January 9 Williamnagar blast in East Garo Hills where nine people were critically injured," Marak said. A pistol, four mobile handsets, high-frequency wireless sets and incriminating documents were recovered from the site of the gunbattle.

According to the Police the arrested militants have been identified as-Tobiash Ch Marak alias Changdul, (20) and Rakran Ch Marak (18), both of Rongpakgre village under Chokpot Police Station. The duo was arrested from Ganggugre village near Deku in an early morning operation by Baghmara SWAT team. One 7.65 pistol with magazine, three live rounds and GNLA ID card were recovered from their possession. Police said that Changdul was earlier part of West Garo Hills command under GNLA.

A militant of the United Garo Security Force (UGSF) outfit has surrendered before Police in North Garo Hills District on February 3, reports The Shillong Times. Bablu N Sangma alias Ind and Breni, hailing from Samanda area of East Garo Hills, gave himself up to Police and deposited a 7.65 pistol with five live ammunitions. The UGSF, a little known outfit, has been operating in the Jengjal, Anogre, Gabil, Samanda and parts of West Khasi Hills bordering East Garo Hills for the last three years. The outfit, said to be headed by a man identified as Jrong from Dalu, had tried to remain off the Police radar by keeping a low key, Police sources reveal that the group was instrumental in the abduction of a road construction engineer in the last week of September, 2015.

A wanted Garo National Liberation Army (GNLA) militant was shot dead while many others were suspected to have sustained injuries in an encounter in a remote village in South West Garo Hills District on February 4, reports The Morung Express. Acting on a tip off, special Police teams raided Santogre village in the District during which an encounter took place between the Security Force (SF) personnel and the GNLA militants numbering around six-seven of them who were holed up at the camp, Inspector General of Police (IGP) (Operations) G H P Raju said. The militant who received fatal bullet wounds was identified as Reading M Sangma. A 7.65 mm pistol with one magazine and two live rounds, two 7.65 shells and seven empty cases of 7.62 and ammunition for AK rifles was recovered from the site of the encounter. A GNLA ID card belonging to Reading M Sangma, a black bag containing a small diary containing phone numbers and other items were also recovered, Raju said.

The attempt on the part of the suspected Garo National Liberation Army (GNLA)-United Liberation Front of Asom (ULFA) combine to attack the Police personnel in Resubelpara in North Garo Hills District was foiled, following the recovery of Improvised Explosive Devices (IEDs) and arrest of a person by a joint team of both Assam and Meghalaya Police from Goalpara District of Assam on February 10, reports The Shillong Times. Police sources said that GNLA ‘area commander’ Philiport D Shira and Deputy ‘commander-in-chief’ of ULFA Drishti Rajakhowa had a plan to target both Meghalaya and Assam Police personnel by placing powerful remote controlled IEDs in three junctions between Resubelpara and Krishnai on January 26 and also after the church function. Police came to know about this development when one Pintu Ch Marak, a former Achik National Volunteer Council (ANVC) member, who later joined GNLA under Philiport, surrendered before the Police in North Garo Hills District without arms. The IEDs were planted by the militants of GNLA and the United Liberation Front of Asom-Independent (ULFA-I) in Doengkhugre area and in a village in Durama hill range, Police said. “Altogether, we seized 40 IEDs and at least 15 Molotov cocktail bombs from two locations and thus averted a major tragedy,” Davies Marak, Superintendent of Police (SP), East Garo Hills, said. He said a suspected overground worker of the GNLA, who is believed to have planted IEDs, has been arrested. However, Police refused to divulge his identity citing security reasons. Encounters were on two fronts with the GNLA militants. One was with the group under the ‘deputy commander in chief’ Rupanta D Shira group and the other was with the group led by Acheng. “Both the groups manage to flee and we recovered IEDs that are meant to target the police”, informed Marak.

This is another success story of the ‘Operation Hill storm-3’ launched by the police against the GNLA. According to the source, the encounter took place after the Police team acted on the tip off by the villagers about the presence of the militants who were on an extortion spree. There were eight militants under the leadership of Megam, an ‘area commander’. On sighting the Police operation team, the militants numbering eight fired upon them. “It was a fierce one hour encounter that led to the dead of one unidentified militant,” stated the source. The first encounter took place at Dilnegre village of Gasuapara that leads towards Chokpot interior in the District. Militants taking shelter in the village opened fire on the Police team leading to an exchange of fire for close to eight minutes after which the militants fled into the forests. Sources said a ten-member armed GNLA team was taking shelter when the raid took place. They reportedly had three AK rifles and two INSAS rifles, besides small arms. One of the militants who fled has been identified as Chandra who is in the wanted list of the Police. From the encounter site a pistol with six live rounds along with a country-made gun and two mobile phones were recovered.An hour later another Police team scouting the forests of Rongdotchigre village under Baghmara Police Station in the District, came across a cadre of the ASAK outfit who had been sent by ASAK militant ‘chief’ Reding T Sangma to bring some food from the village. Seeing the Police teams, the cadre abandoned his leader’s meal as well as a high frequency communication handset and ran down the slopes of the village and escaped. Police believe the wanted militant leader was holed up deep in the jungle not far from the village when the encounter with his cadre took place.

Police target had been to capture wanted GNLA militant Bartius Momin, operated under the GNLA command of northern ‘commander’ Pilliport Shira, and is wanted in several cases of abduction and extortion. The militant who went by the name of Wallang hails from Megam Akong village of Kharkutta and was involved in encounters with SFs as well as abduction of traders from Adokgre market. Although police were unable to get the militant, they were successful in recovering his self loading rifle (SLR) which he used for several criminal activities. Along with the SLR Police also recovered 18 live rounds for the weapon along with GNLA demand notes and receipt books signed by the GNLA finance secretary, mobile phones and personal items. Police are in the process of scrutinizing the serial number of the weapon to check whether it was snatched from SFs during ambush by the banned outfit. The SLR is a standard weapon given primarily to central paramilitary and state Police Force in the country. There have been previous instances when the banned GNLA had ambushed Police teams and decamped with SLRs, INSAS and AK rifles.

The slain area commander was involved in the gruesome killing of a woman and a mother of five on May 12, 2015 at Chokpot. He was also the prime accused in the killing of Head Police constable Kamaraj Bhatarrai and businessman Batchu Jain. The ‘commander-in-chief’ of one of the splinter groups of the Liberation of A’chik Elite Force (LAEF) was killed in an encounter with Police in Rongjeng forest in East Garo Hills District on April 13, reports The Shillong Times. Police launched an operation in the forests of Chichra village under Rongjeng Police Station in the night of April 12, and came across a group of armed LAEF militants during early Wednesday (April 13) morning. The militants numbering 10-12 and led by their militant chief Augustine Marak exchanged fire with the Police teams leading to a 45 minute encounter, informed Police officials. In the gun battle the militant chief was shot dead and another cadre identified as Walsrang N Areng hailing from Chichra Apal village was arrested. The rest of the militants fled from the scene. A search of the encounter site led to the recovery of an AK-47 rifle along with 72 live rounds and three mobile phones and SIM cards. The deceased militant leader hailed from Kamrup district of Assam and was married to a local from Rongjeng area. He was part of the original LAEF outfit currently headed by one Mathew Marak of Bakrapur village but split and formed his own team to operate in the Rongjeng-Songsak-Mangsang region.The LAEF faction headed by Mathew Marak is believed to have the largest share of armaments including AK rifles and also a Rocket Propelled Grenade (RPG) launcher, as per previous confessions of arrested LAEF members. Mathew’s LAEF faction is known to operate in the Dainadubi-Mendipathar-Damas-Kharkutta region of North Garo Hills. Most of the cadres from both factions of LAEF are said to be recruits from Garo dominated villages of Assam and Dimapur (Nagaland). Due to the long standing agreement between the founder of LAEF, Peter Marak, and the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) from Nagaland, the Garo militants were provided training in the jungles of Myanmar where the NSCN-K run their camps.

Police said that Special Operation Team was camping at Bawegre Sarva Shiksha Abhiyan (SSA)’s Old School Building, when militants made attempts to attack the camp. The sentry first noticed movement of the suspected militants and alerted the Security Force (SF) personnel. The four surrendered cadres were part of Commander-in-Chief (C-In-C) Sohan D Shira group before dispersing in the Police action on the general camp of the outfit located at Dabalgre on August 10. The surrendered cadres said after Sohan D Shira fled along with his aides he had kept his cadres confined under threat of death, snatched away their mobile phones and made them completely cut off from friends and families. The young cadres are also said to carry out chores. These surrendered cadres not only revealed Shira activities, but disclosed the ammunitions hidden. A carbine magazine and ammunitions were recovered from a village after the surrendered cadre’s confession. The four of the GNLA chief aides who surrendered are identified as Richard Ch Sangma, Elan Ch Sangma, Kalseng Ch Marak and Teman M Marak. Following a tip-off about infiltration of a militant with arms and ammunition into the Indian territory from Bangladesh, an intelligence team of the Border Security Force (BSF)'s Meghalaya Frontier, deployed in Tura, had laid a trap and arrested the ULFA cadre from Kachhuadogri, a BSF official said. He said the ULFA cadre disclosed his identity as Peramisom Marak (19) hailing from Sherpur District of Bangladesh. A 9mm pistol, two 9mm magazines, eight 9mm live rounds and a cell phone with Bangladeshi SIM card were recovered from him, the official said."Marak told the BSF that he has been working with ULFA in Bangladesh since the last three years and remains in close association with ULFA's deputy ‘commander-in-chief’ Dristhi Rajkhowa and his bodyguards. He also transports arms for them and assist ULFA cadres, residing at Badagazni village in Bangladesh, to cross over to India and vice-versa with the help of some Indian associates," the official said. He added that Marak was wanted for illegal activities in Bangladesh. The Badagazni area, the official said, is a safe haven for Indian insurgents as they disguise themselves as local tribals living there to avoid arrest. "These cadres have a good number of sympathisers in that village. The BSF is now trying to figure out the Indian associates who are providing assistance to these cadres in the border areas," the official said. Marak was later handed over to local Police.

According to Police, there were around 20 militants of the GNLA at the time of the encounter which took place around 5:30 am. Police recovered an INSAS in cocked condition, five magazines, 49 live rounds, five live 7.62 mm sniper ammo, 15 .303 live ammo, AK ammo, empty case of .303, blank cartridge, 4 charger clips, a hand grenade, seven 3.7 volt LI/ion battery and GNLA ID card of Morek Ch Marak from the site.“The militants were taking shelter there and the encounter between the SWAT team and GNLA cadres lasted for about 15-20 minutes. The cadres fled after the encounter and the police have launched combing operations to track them,” said Police, adds The Assam Tribune.

Garo Hills Police raided the main camp of one of the splinter groups on October 26 morning after several near-miss encounters against two breakaway factions of the outfit. The Police had intelligence inputs about the faction led by former GNLA ‘area commander’ Salman. Police commandoes led by Special Force-10 (SF-10) subsequently launched a combing operation in the forest and spotted the hideout around 10am on October 26. A gun battle followed that killed one militant. The others managed to flee deep into the forest. The three cadres surrendered with an AK rifle and three magazines with 120 rounds. The trio belonged to Bolkinggre village near Williamnagar in East Garo Hills District. “They revealed that GNLA is in its last legs and have only about 27 members left,” said Superintendent of Police (SP), Davies NR Marak. The SP also revealed attempts made by GNLA chief Sohan D Shira of diverting terror funds through friends and family members as well as business associates. The plot was unraveled after the Police on a tip off raided the house of GNLA chief last week and made a recovery of about INR 150,000 as well as 27 passbooks of various banks in the name of relatives of Sohan. “We seized the passbooks for further investigation. It seems demonetization has crippled them and Sohan is trying to move the money through various channels that includes his family members”, added Davies.

Baichung surrendered with one Rifle, 120 rounds of live ammunition, one magazine, two mobile phones and four SIM cards.According to the sources, apart from the poor health of the leader and the family pressure, the Centre’s demonetization has also played a crucial role in the surrender of the leader. Earlier, Baichung’s attempt to channel old currency notes to the tune of INR 20 lakh was foiled by the Police. Two of his aides were arrested and his two bank accounts in South Garo Hills were also frozen. After the surrender the Superintendent of Police (SP) Anand Mishra said, “His surrender has broken the backbone of GNLA. Only the C-in-C, Sohan D Shira remains.” The leader, who was earlier a senior leader of Achik National Volunteer Council (ANVC), joined GNLA in December 2009 and recently entrusted with multiple commands of the GNLA. Explaining about the reason of his surrender the militant leader said that Sohan D Shira brought ruin to the outfit by collecting huge amount of ill-gotten wealth.
