Jailed GNLA’s chief, Champion R. Sangma has decided to contest the February 23 assembly elections in Meghalaya, a legal official said on January 20, reports The Shillong Times. “He (Sangma) has already made up his mind to contest the upcoming Meghalaya assembly elections either from inside or outside the jail,” Sangma’s legal Counsel Sujit Dey said. “Sangma will contest as an independent candidate, but he is yet to choose the assembly constituency from which he would contest,” Dey said. On January 11, the Shillong Bench of the Gauhati High Court granted bail to Sangma after it found that no charge sheet was filed against him. Sangma was arrested July 30, 2012 near the India-Bangladesh border in Meghalaya. He was wanted for masterminding several crimes, including killings and extortion in insurgency-ravaged Garo Hills in western Meghalaya, and has been booked under various sections of the Indian Penal Code for waging war against the Indian state and the Unlawful Activities (Prevention) Act.

The National People’s Party (NPP) has alleged that the draft peace agreement signed by the Central and State Government with the militant outfit ANVC was an ‘election oriented’ stunt. “The Government was not doing anything on the agreement and it was hurriedly signed just before the election,” NPP leader Conrad Sangma said on January 24, adding, “The entire process is election oriented.” The draft agreement paves way for expansion of powers of the Garo Hills Autonomous District (GHADC) and it was hurriedly approved by the State Cabinet, Sangma said. The Union Cabinet is yet to give its nod to the agreement.

State Government has sought additional companies of paramilitary forces for deployment in Garo Hills following deterioration of law and order situation in certain pockets there. The State Chief Electoral Officer P Naik, on February 7, said that the State Government has sought for 91 companies of paramilitary forces for the upcoming Assembly elections. Earlier, the State Government had sought 73 companies of paramilitary forces to ensure a free and fair election. “We are concerned about certain pockets of Garo Hills where some incidents took place in the last few days,” Naik said. It may be recalled that last week militants entered the Williamnagar Jail premises and shot dead an assistant jailor and a warden. Due to a spurt in militant activities unleashed by the Garo national Liberation Army (GNLA) in Garo Hills, the region has become more vulnerable as compared to other Districts of the State and almost half of the polling stations in the State (1222 out of 2485) have been categorized as either sensitive or hyper sensitive.

East Garo Hills District administration has increased the presence of security personnel following the recovery of GNLA pamphlets from a roadside in Williamnagar in East Garo Hills District on February 16. East Garo Hills Deputy Commissioner, Vijay Mantri, on February 17 said, two additional companies of central paramilitary forces are already in Williamnagar to ensure that there is no disturbance by the GNLA during the election. There are as many as 69 hyper sensitive polling stations in the District and out of this around 40 per cent are under Williamnagar. Songsak and Rongjeng are the other vulnerable areas.

The Shillong Times reports on February 19 that the Hynñiewtrep National Liberation Council (HNLC) has called a 36-hour bandh (shut down strike) on Meghalaya assembly election day, i.e. February 23 to protest against the Indian political system. The outfit demanded that the Government of India should immediately repatriate all the "foreigners" who had gifted the 'status of refugees' since 1971-72 from the Hynñiewtrep soil (Meghalaya) to their respective homeland (Bangladesh),"because it is the responsibility of the government of India who were given settlement legally or illegally against the will of local populace of Hynñiewtrep. The HNLC also demanded for the Immediate withdrawal of all the armed forces as well as the political machineries from "Hynñiewtrep Homeland" (Meghalaya).

The Shillong Times reports that taking strong note of the 36-hour bandh (shut down strike) called by the Hynniewtrep National Liberation Council (HNLC) to boycott the Assembly polls in the State, the Government has beefed up security to ensure peaceful elections. Addressing a press conference on February 21 following a meeting with political parties, officiating Chief Secretary, Barkos Warjri said that altogether 91 companies of Central Paramilitary Forces have been deployed in the State to maintain law and order and 44 companies were deployed in the militant-hit Garo Hills region. Out of the 2485 polling booths in the State, only 1213 were identified as ‘normal’ and of the 900 polling stations declared as ‘sensitive’, 355 are ‘hyper sensitive’ due to prevalent militant activities. Another 545 are hyper sensitive polling stations due to other reasons. While dwelling on the security arrangements made for the polling day, Warjri said the Government will have one section of central armed police force stationed in all the polling stations which are affected by militancy while only half section of the central forces will be placed in polling stations which do not face the same threat.
