The Shillong Times reports that the Hynniewtrep National Liberation Council (HNLC) has called a 12-hour bandh (shut down strike) along with a poll boycott in the Khasi and Jaintia Hills on April 9, the day Lok Sabha (Lower House of Indian parliament) elections are due in Meghalaya. It has also renewed the demand for imposition of the Inner Line Permit (ILP) system in Meghalaya and called for a plebiscite to decide if Hynniewtrep (the Khasis) wants to stay in India or not. “The HNLC appeals to the people of Hynniewtrep to boycott the drama of elections enacted by the Government of India, as the outfit would observe a total shutdown of the entire Khasi and Jaintia Hills on April 9 starting from 5am to 5pm,” 'publicity secretary' of HNLC Saiñkupar Nongtraw said on April 6. The decision to call a bandh on the polling day was taken in an emergency meeting of Central Executive Committee of HNLC held on April 1. The group, which has its presence in few pockets of Garo Hills, cited the failure of the government in addressing the demands of the Garo people as the reason for the boycott. “Garos have long been seeking a separate state of Garoland but the government has not taken any steps to fulfil the aspirations of the people. Hynniewtrep National Liberation Council (HNLC) called for a three-day bandh (shut down strike) starting from 6 pm of August 13 to 6 pm of August 15 in protest against the National Green Tribunal (NGT) ban on rate hole mining in Meghalaya and the customary boycott of the Independence Day celebrations. In a statement issued on August 10, HNLC ‘publicity secretary’ Sainkupar Nongtraw said the shutdown will be called in the entire Khasi and Jaintia Hills region. He said that the shutdown on August 13 and 14 will be against the NGT ban while the bandh on August 15 will be a sign of protest against the policy of the Indian Government in forcing the signing of the Instrument of Accession and Annexed Agreement on August 17, 1948 ‘at gunpoint’.

Reacting to the Independence Day (August 15) boycott called by militant outfit ASAK, ANVC-B, on August 12, stated that it was improper to call a bandh (shut down strike) on August 15 , reports The Shillong Times. ANVC-B stated that “Genuine organisations would never boycott Independence Day to highlight their grievances and demands unless they are backed by ‘smart people’ who aim to disrupt the peace and integrity of the State”. ANVC-B stated that the call to boycott Independence Day in Garo Hills was an anti-national act which is of serious concern and said that it was not surprising that ASAK was following the Garo National Liberation Army (GNLA) trend.

Meanwhile, the State Government has asked people of the State to denounce the 12-hour bandh call by ANVC-B on September 4 (today), demanding the Central Government’s intervention to restore peace in the troubled region of the Garo Hills. A statement issued in Shillong, on September 3, said that the State Government, taking serious note of the situation in Garo Hills, had called a meeting with the Members of Legislative Assembly (MLAs) of Garo Hills to work out effective steps to bring back normalcy in the militant-infected region. “The Government would like to reiterate its firm commitment to maintain law and order at all costs and to ensure that the security of its citizen is not compromised in any way,” the statement said.
