The Shillong Times reports on February 19 that the Hynñiewtrep National Liberation Council (HNLC) has called a 36-hour bandh (shut down strike) on Meghalaya assembly election day, i.e. February 23 to protest against the Indian political system. The outfit demanded that the Government of India should immediately repatriate all the "foreigners" who had gifted the 'status of refugees' since 1971-72 from the Hynñiewtrep soil (Meghalaya) to their respective homeland (Bangladesh),"because it is the responsibility of the government of India who were given settlement legally or illegally against the will of local populace of Hynñiewtrep. The HNLC also demanded for the Immediate withdrawal of all the armed forces as well as the political machineries from "Hynñiewtrep Homeland" (Meghalaya).

The Shillong Times reports that taking strong note of the 36-hour bandh (shut down strike) called by the Hynniewtrep National Liberation Council (HNLC) to boycott the Assembly polls in the State, the Government has beefed up security to ensure peaceful elections. Addressing a press conference on February 21 following a meeting with political parties, officiating Chief Secretary, Barkos Warjri said that altogether 91 companies of Central Paramilitary Forces have been deployed in the State to maintain law and order and 44 companies were deployed in the militant-hit Garo Hills region. Out of the 2485 polling booths in the State, only 1213 were identified as ‘normal’ and of the 900 polling stations declared as ‘sensitive’, 355 are ‘hyper sensitive’ due to prevalent militant activities. Another 545 are hyper sensitive polling stations due to other reasons. While dwelling on the security arrangements made for the polling day, Warjri said the Government will have one section of central armed police force stationed in all the polling stations which are affected by militancy while only half section of the central forces will be placed in polling stations which do not face the same threat.

The Shillong Times reports on May 2 that in a first of its kind, the Garo national Liberation Army (GNLA) came upfront and issued notifications in some part of Shallang in West Khasi Hills as well as a tollgate at Songsak in East Garo Hills District, calling a bandh (shut down strike) of 15 days at Shallang from May 1 to 15. The notification ordered all shops to remain closed and all trucks to stay off the road at Shallang. A reliable source informed that earlier the GNLA had issued demand notes to shopkeepers, tollgates and coal traders. However no payment was made which irked the outfit. Coal traders and shopkeepers complained that the huge ransom of INR 1.5 to 2 million was beyond their capacity and hence they refused to pay. In one of the notification, it was boldly declared that if any one opposed the bandh they would be shot dead.

The Informed Conscious And Responsible Existence (ICARE) - a Shillong-based Non Governmental organization (NGO) has called for a public gathering at Police Bazar in Shillong in East Khasi Hills District on October 21 (today) in defiance of the 'bandh' (shut down strike) called by the Hynniewtrep National Liberation Council (HNLC), reports The Times of India. The HNLC had called the bandh to protest President Pranab Mukherjee's two-day visit to the state capital. ICARE, referring to the ongoing ILP agitations by NGOs and the 36-hour bandh call by the proscribed Khasi outfit said such frequent and prolonged bandhs, aside from being illegal, are "anti-people and anti-poor". It said, such actions will have an adverse effect on an underdeveloped State like Meghalaya.

12-hour bandh (General strike) called by Hynniewtrep National Liberation Council (HNLC) on December 23 failed to create much impact as most of the shops in main centres like Khyndailad (Police Bazaar), Laitumkhrah and other parts of the Shillong city remained open, reports The Shillong Times. People defied the bandh as hundreds of people came out for their normal activities and last minute Christmas shopping. HNLC called for the 12 hour bandh demanding immediate and unconditional release of the pro- Inner-Line-Permit (ILP) activists arrested by Police in connection with several arsons and murder related case that took place during the three-month agitations.
