A combined team of Tengnoupal District Police arrested two persons from Moreh Ward No 7 along with assorted arms and ammunition in a search operation in in Tengnoupal District of Manipur on January 25, reports E-Pao. Superintendent of Police (SP) of Tengnoupal District Police, Th Vikramjit, said that the search operation was conducted by a combined team of Tengnoupal District Police at the residence of one Thangminlun Haokip of Moreh Ward No 7, Chavangphai village, and during the operation, two pistols with two magazines, one single barrel gun, one 0.22 rifle, one live ammunition of AK-47, 7.65 ammunition-18 in number, 20 empty cases of 7.65 mm ammunition, 34 live ammunition of 12 bore gun and 4 mobile phones were recovered from the house. Manglimat Lhungdim (25) from Mollum village in Churachandpur, who was currently residing at Moreh Ward No 7 and house owner, Thangminlun Haokip (31) were also arrested from the spot and handed over to Moreh Police Station along with the seized arms and ammunition.

The AR personnel also recovered a huge consignment of contraband items worth INR 640,000 from Tengnoupal in Manipur. Confirming the news, the AR on its Twitter handle said the KYKL woman cadre was apprehended from the Upokpi Market Shed area of Bishnupur. The AR personnel later handed over the militant cadre to the Police at Patsoi Police Station in Imphal for further investigation. The LTT was formed in 2018, and since its formation in August 2018, has been involved in various militant as well as criminal and illegal activities including abduction, extortion and illegal tax collection. The militant outfit is reportedly active only in a few Districts of Manipur, including Jiribam, Noney, Pherzawl and Tamenglong Districts. The LTT is a non-signatory of Suspension of Operation (SoO) which is a breakaway faction of the United Tribal Liberation Army (UTLA), an armed wing of Kuki National Organisation (KNO).

Jacob Thadou (age 46) and one of his associates, identified as Anthony Khammailen Mate (age 20), were arrested by a team of Police commandos in Kakching District, reports Nagaland Post. Thangboi Haokip is also the convener of the United People’s Front (UPF), the umbrella body of some Kuki based armed groups which UKLF is a constituent. The Police also seized arms and ammunition including one AK-47 rifle with three magazines loaded with 40 live rounds and one and four live rounds. One Vivo mobile handset, two seals marked (chief/chairman Phaijang Village Authority, Chakpikarong Block, Chandel District and one four-wheeler were also recovered from them, the Police said. They were arrested in connection with an incident of extortion in Sugnu Police station area on July 2. UKLF is under Suspension of Operation (SoO) truce with the government.

Imphal West District Police prevented an Improvised Explosive Device (IED) attack on Security Force (SF) personnel with the arrest of one active cadre of People's Revolutionary Party of Kangleipak (PREPAK) and his wife from a rented house located at Langjing area in Imphal West District of Manipur on September 15, reports EPao. Briefing media at Imphal West District Police conference hall, Superintendent of Police (SP), Imphal West, Dr S Ibomcha paraded the arrested persons along with the seized explosive items. The arrested person was identified as Moirangthem Mohen alias Manao alias Pari (42), resident of Sagolband Tera Sayang Leirak, presently staying at Makoi Langjing Ching Maning, was the ‘self-styled captain’ of the banned underground outfit PREPAK. Acting on the disclosure of Mohen, the Police team recovered and seized one IED fitted with detonator from his rented house. Mohen further disclosed that he is working directly under the command of ‘self-styled Chairman cum general secretary’ of PREPAK Ningombam Premkumar alias Prem alias Tamocha alias Aheiba Angom and as per the instruction of Ningombam Premkumar, he had placed the hand grenade at the office of the KBS Agro Industries, Eeshing for monetary demand. Aheiba Angom also handed over a set of IED bomb with the instruction to attack Security Forces (SFs) and he (Mohen) had already attempted to trigger bomb blasts a few days back somewhere in Langjing area. The SP further stated that during enquiry it came to light that Maisnam (N) Moirangthem (O) Sarda Devi (26) w/o Mohen was aware of the presence of IED and hand grenade in their rented room and was part of the conspiracy. Hence she was also arrested by a team of women Police personnel. The recovered items also include one unexploded hand grenade, IED bomb, battery, digital camera, one remote with battery, Aadhaar card etc.

The outfit's ‘information and publicity secretary’, Lh Stephen said that the reported arrest of ‘self-styled C-in-C’ of the alleged KNF, a non-suspension of operation (non-SoO) group, by Delhi Police's Special Cell has no connection with KNF whatsoever. He said that KNF is the oldest Kuki militant outfit and is currently under tripartite talks with the Governments under the banner of United People's Front (UPF) while adding that it had signed an extension of SoO recently with the Governments. He clarified that ‘self-styled C-in-C’ Mangkholam Kigen alias David is not the ‘C-in-C’ of KNF as reported in some media. He also said that as per KNF's finding, Mangkholam is a ‘self-styled C-in-C’ of the KNF non-SoO group, which has nothing to do with the original KNF and it has no mandate of the people. Speaking at a press conference, Superintendent of Police (SP), Dr S Ibomcha Singh informed that based on the reliable information about the presence of some active cadres of PREPAK-pro in and around Lairikyengbam Makha Leikai to commit pre-judicial activities like hurling of bombs and planting Improvised Explosive Devices (IEDs) at private business centre, shops, etc., the commando teams conducted Cordon and Search Operation (CASO) at some suspected houses during which one active PREPAK-pro cadre identified as Naoroibam Joyshankar Singh alias Loyumba alias Khougang (37) son of N Inaocha of Lairikyengbam Makha Leikai was arrested from his house at 5 am. Joyshankar joined PREPAK-pro in 2009 through one Herojit from Salanthong and got basic military training for three months at Ngayensong, Myanmar under Army No 39914 of 39th batch, the SP said and informed that the accused is a ‘self-styled Lance Corporal’ and worked under the command of the outfit's ‘self-styled captain’ Jiten and ‘chairman’ Subhash alias Palheiba alias Muni. The recoveries included one set of IED fitted in a tin fish can, a Chinese hand grenade, one air gun rifle, four PEK cakes, three electronic circuits, one remote control device, three detonators, 10 batteries of 3.7 volt, three batteries of 4.5 volt, two batteries of 9 volt and soldering equipment use in assembling IED. On preliminary questioning, the captive stated that he had threatened one Naoroibam Boge of Lairikyengbam Makha Leikai by lobbing two Chinese grenades and triggered explosion in the paddy field near his house on Tuesday (September 21) around -12:30 am. He was also involved in IED attacks at the CM's Bungalow Gate on August 10, 2013 and at Route 39 restaurant at Mantripukhri on August 17, 2013, the SP said.

The militants were also involved in kidnapping, extortion of money from general public and looting the vehicles plying along the Imphal Dimapur road. One 9mm Pistol loaded with a magazine with five 9mm ammunition and another one .32 pistol, and a loaded magazine was recovered from the militants during the search operation.

The KCP militant was allegedly involved in planting an Improvised Explosive Device (IED) in Khurai area in Imphal East District. The identities of PLA and KCP militants are yet to be ascertained, however, both were handed over to Thoubal and Porompat Police Stations respectively for further investigation.
