Further, The Pro- Talks faction of National Democratic Front of Boroland (NDFB-PTF) on February 28 did not participate in a tripartite meeting in New Delhi, sticking to its stand of not participating in peace talks unless these are held at the highest political level, reports The Telegraph. “We will stick to our demand for Bodoland state and to our decision of not taking part in the dialogue unless it is held at the highest political level under the chairmanship of the Union home minister,” the outfit’s information and publicity secretary, S. Sanjarang, said. He said after being dissatisfied with the January 31 meeting, they had written to Union Home Minister Sushil Kumar Shinde on February 11, demanding expedition of talks at the highest political level and a direct invitation from him (Shinde) to hold the dialogue under his chairmanship. “But to our great dismay there was no official communication from the office of the home minister on his presence in today’s tripartite meeting. Therefore, we did not take part in the meeting,” he said.

The Assam Tribune reports that taking the next step towards fulfilment of the demands made by the pro-talk faction of ULFA (ULFA-PTF), the Centre is likely to start the process of inter-ministerial deliberations to work out a package. The Centre’s latest move was conveyed to the team of pro-talk leaders at the tripartite meeting held in New Delhi on March 7. At the meeting, Union Home Secretary, R.K. Singh reviewed the progress so far made in talks with ULFA. After detailed discussion, it was decided to follow up on a few specific steps on some issues, said official sources. The outfit is demanding amendment of the Constitution to safeguard the identity and culture of the indigenous people, greater control over the State’s natural resources and more autonomy.

The Central Government is hoping the peace talks with Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) will attain a new level of credibility in April with the return of the outfit’s general secretary, Golap Baruah alias Anup Chetia, reports The Telegraph on March 19. The key ULFA leader is in “protective custody” in Rajshahi jail in Bangladesh, pending a decision on his petition in the Bangladesh Supreme Court. He has sought asylum in Bangladesh or in a third country. When the court takes up the case, possibly next month, a decision would be tensely awaited in both countries. Though Dhaka is likely to turn down the request, it is hoped that the initiative will come from Chetia himself. Anup Chetia was arrested in Bangladesh on December 21, 1997.

Bodoland People’s Progressive Front (BPPF) on May 21 urged the Central Government to hold peace talks with all the factions of the NDFB on the issue of their long standing demand for creation of separate state of Bodoland by creating a congenial atmosphere in the region, reports The Sentinel. BPPF expressed concern over the rise in incidents of extortion and threats to people by militant groups along the India-Bhutan border areas in Kokrajhar and Chirang Districts adds The Telegraph. “People are even asked to leave the area if they are unable to pay the extortion amount. It is a matter of great concern. The government should take appropriate steps against the militant groups,” he said.

The CM, said, “Violence will not solve any problem. It will rather compound matters. Only through non-violent and democratic, peaceful means all problems can be resolved amicably across the table. The doors for negotiations are always open for those who abjure violence”. "The home ministry is yet to fix the dates for the talks that will be held separately with each group," a source said. Earlier, on August 15, Chief Minister Tarun Gogoi announced that the Central government would hold tripartite discussions with agitating ethnic groups in Assam that are demanding separate states, reports The Shillong Times. Gogoi, however, reiterated his call to all the communities in the State to live together in the State like a ‘big joint family’. “It is unfortunate to see the movements turning violent in some parts. I would to like to reiterate that violence is not the answer to the problems,” Gogoi said, adds The Telegraph. Further, several Bodo groups and the All Koch Rajbongshi Students’ Union (AKRSU) on August 16 temporarily suspended their agitation for separate states to be carved out of Assam following a formal assurance of tripartite talks from the Central and State Government, reports The Telegraph. The Bodo groups, however, warned that they would resume their agitation if the government does not hold talks by the end of this month. The Bodo groups included the Peoples’ Joint Action Committee for Bodoland Movement (PJACBM), the ruling Bodoland Peoples Front (BPF), the Bodo National Conference (BNC) and the Pro-Talks faction of National Democratic Front of Bodoland (NDFB-PTF). However, the All Bodo Students Union (ABSU), which has announced a series of agitations from August 20, has not given any statement on whether it will go ahead with its stir. The union has been very strident and is taken very seriously by the Centre along with the Pro-Talks faction of National Democratic Front of Boroland (NDFB-PTF). Negotiations will be held separately with the different Bodo groups, NDFB, Bodo National Conference (BNC), ABSU and All Koch-Rajbongshi Students’ Union (AKRSU). Both the groups termed this as a positive response from the government. "The talks started on a positive note. We understand that the government cannot give us a separate state immediately. Joint secretary of the Union Home Ministry (MHA) Shambhu Singh told us that we need to first focus on our demand for tribal status and then the other demand for a separate state. He explained that once we have the tribal status, our rights will be protected when the separate state is created in future. According to Times of India, BPF leader and Rajya Sabha Member of Parliament, Biswajit Daimary said after the meeting, "The government told us that it wants to address the problems in the functioning of the present autonomous council as an immediate measure so that when the separate state is formed, we do not have any problems. The Centre suggested that if departments like home and finance are transferred from the state government to the BTC, it would become a truly functional and complete autonomous set-up."

The Ranjan Daimary faction of the National Democratic Front of Boroland (NDFB-RD), which signed a ceasefire agreement with the Centre and the State Government on November 29, will finalize its agenda for talks shortly, reports The Assam Tribune. Meanwhile, Ranjan Daimary is trying to persuade the ‘Chairman’ of the Songbijit faction of the NDFB (NDFB-IKS) to join the peace process. The NDFB-RD a Chairman’ admitted that he had recently got in touch with IK Songbijit and tried to persuade him to join the peace process. Replying to a question as to why Songbijit, who was made ‘commander-in-chief’ of the NDFB-RD by Daimary, broke away to form a new outfit, he said, “I was in jail when the division took place. Songbijit might have been frustrated with the delay on the part of the Government in responding to our unilateral ceasefire. As Songbijit is in Myanmar, the possibility of him coming under pressure from Paresh Baruah, commander-in-chief of the ULFA-I [Independent faction of United Liberation Front of Assam] and SS Khaplang, chief of the NSCN-K [Khaplang faction of NSCN] also cannot be ruled out.”
