According to media reports, the third round of tripartite talks held on January 19 between a five-member delegation of the United Peoples Democratic Solidarity (UPDS), the officials of Ministry of Home Affairs (MHA) and Assam Government in New Delhi remained inconclusive, in the wake of Assam Government seeking three months’ time to table the report of the State Cabinet Sub-Committee. On May 25, a tripartite cease-fire agreement was signed between the National Democratic Front of Bodoland (NDFB), Union Government and the Government of Assam in New Delhi. The agreement will be valid for a year beginning June 1, 2005. As per its provisions, the security force personnel will suspend operations against the outfit and the NDFB cadres will neither carry arms nor move in uniform. The outfit is also barred from providing assistance to any other militant outfit. The NDFB cadres are expected to move into the designated camps after the outfit submits a list of its cadres and weapons in its possession to the Assam Police.

The proscribed United Liberation Front of Asom (ULFA) is reported to have asked for the release of four of its leaders before commencement of talks with the Union Government. The ULFA ‘commander-in-chief’, Paresh Barua, told Assam Tribune that ten members of its ‘central committee’ would have to be "present" to discuss the latest invitation for talks. Barua, identifying himself as "PB", claimed that only six ‘central committee’ members are currently "free": ULFA ‘chairman’ Arabinda Rajkhowa, Chitraban Hazarika, Sasadhar Choudhury, Raju Baruah, Jiban Moran and himself. The rest, he stated, have to be "released unconditionally" to enable the committee to sit together and discuss the talks offer. Barua also said that a letter "sent through the internet" is not enough. "The original has not come as yet," he said, referring to the Union Government’s talks’ invitation to the ULFA which was given to noted Assamese writer Indira Goswami in New Delhi. Goswami has reportedly forwarded the letter to Barua through e-mail. The ULFA chief said that the outfit is ready to talk to the Union Government at "any venue including Assam."

"We cannot just sit tight with the hope of getting a positive response from the government for holding peace talks. We will intensify our armed struggle", he said. He further added, "There was a lot of urgency shown by the government to get a formal letter from us for holding talks. But once we delivered the letter, the authorities have shown no urgency and that probably reflects their doubtful and insincere attitude in holding negotiations with us."

The Assam Government on September 16 urged the Union Government to offer a cease-fire with the outlawed United Liberation Front of Asom (ULFA) to pave the way for peace talks. Assam Chief Minister Tarun Gogoi said he would formally request the Union Government to announce a truce with the group to create a good atmosphere for holding talks, according to New Indian Express. "I would definitely be recommending to the central government to offer a ceasefire with the ULFA to take the peace initiatives forward. At the same time, the ULFA should also reciprocate the offer and announce a truce," Gogoi said.

On September 22, the Union Defence Minister Pranab Mukherjee told the media at 21 Mountain Division Headquarters of the Army at Rangiya in Assam that ground rules had to be framed before any kind of peace negotiation between the United Liberation Front of Asom (ULFA) and Union Government. He further said that Army operations against the ULFA would not be suspended till the ground rules were formed and both sides signed a bilateral cease-fire. Briefing the press after the dialogue, which was held over two sessions, Press Secretary to the Prime Minister, Sanjaya Baru, said that the Prime Minister was very optimistic about the whole process and was ready to discuss any issue raised by the PCG. Prime Minister Manmohan Singh reportedly told during the meeting, "The time has come to shed violence. Let us work together to begin a glorious chapter for the people of Assam. I am willing to listen to whatever concerns that you may raise." He also added, "I am a servant of our Constitution. You must recognize the limitations of a complex polity." The PCG spokesperson Arup Barbora said, "The first round of talks has ended in a positive manner. The Government of India is taking all steps to bring long-lasting and permanent peace to Assam. The Centre is very much optimistic that the ULFA too will respond in a positive way and come to a political settlement with the Government of India."

According to Times of India, the Dima Halim Daogah (DHD) has announced a cease-fire with the United People’s Democratic Solidarity (UPDS) in the Karbi Anglong and North Cachar Hills districts of Assam during Christmas festivities beginning from December 13. DHD’s military wing chief Pranab Nunisa in an interview said that the outfit has extended a hand of friendship to the Karbi outfit in view of the forthcoming festive season.
