The Tinsukia District Police registered at least six cases of abduction and extortion against a group formed by surrendered ULFA militants and a gang of insurgents who managed to escape from the outfit’s designated camps. A Police Official said these cadres, armed with sophisticated weapons, had teamed up with a few surrendered militants and was operating in Upper Assam, especially in Tinsukia. At least five ULFA cadres, who managed to escape from the designated camps in Upper Assam, are part of this new group.

Jamira Police along with Hailakandi Superintendent of Police Vivekanda Das were fired upon by militants at Khulinala in south Hailakandi bordering Mizoram in the evening of February 24 and were compelled to return as they had gone to the place to recover the truck of an abducted driver, reports Sentinel. The report adds that truck driver, Makran Ali, an employee of Bulbul Enterprise, was abducted by militants in the night of February 23. Sources said that an amount of INR one million was demanded merely an hour after the abduction. Within an hour after the abduction, an unknown caller reportedly claiming himself as Abdul Salam, ‘chief’ of the United Revolutionary Army of Barak Valley, contacted one Hilal Uddin, a hotelier at Ghatmura, and asked him to inform the owner of Bulbul Enterprise to hand over INR one million for safe release of the truck driver.

A National Democratic Front of Bodoland (NDFB) militant, involved in timber smuggling in Chariduar reserve forest, was killed in an encounter with the Army at Abhoi centre near Batasipur in Sonitpur District along the Assam-Arunachal Pradesh border on March 19, according to Telegraph. Defence Spokesperson Rajesh Kalia said that a group of militants, who were collecting ‘tax’ from timber smugglers, were accosted by the troops. The militants hurled a grenade at the Army team, resulting in splinter injuries to two troopers. He said that another militant might have been injured. Army sources said that with the Security Forces (SFs) choking the source of income of the NDFB militants, the cadres were now collecting money from timber smugglers.

Elsewhere in the Sonitpur District, an NDFB militant, identified as Samar Basumatary (26), was lynched, while, another militant, Dabla Wary (30), was seriously injured when they were attacked by a mob at Pabhoi tea estate in Biswanath Chariali town on March 26. A bayonet was recovered from the possession of the duo. The Police said the two had gone to extort money from a businessman in the tea estate and were caught by the people. The Ranjan Daimary faction of the NDFB had demanded INR 30,000 from that businessman who owns a grocery shop in the estate. A Police official said, “We were informed about the incident by the estate management. By the time we arrived at the garden, one militant was already dead. We rescued the other.”

One ‘commander’ of the ‘27th battalion’ of the United Liberation Front of Asom (ULFA), identified as Mridul Kalita alias Samar Jyoti alias Saurabh, was killed in an encounter with the Security Forces (SFs), at Madeligaon village near Dalongghat under Kalaigaon Police Station in Udalguri District on March 29, reports Sentinel. As the SFs reached the house of one village farmer Chinta Ram Barua, the militant lobbed three grenades upon the troops, which immediately exploded on the spot, in an attempt to escape. But the retaliation made by the SFs resulted in the killing of the militant on the spot. One 9-mm pistol along with two magazines and 12 rounds of live ammunition, a cash of INR 204000, 95 subscriber identity module cards along with seven cellular phones, several unaddressed extortion notes and some incriminating documents were recovered from the possession of the slain militant.

A Policeman was killed and another seriously injured in an encounter with United Liberation Front of Asom (ULFA) militants at Kochgaon Tinthengia in Dibrugarh District on April 11, reports Telegraph. The slain Policeman was Sisuram Das of 19 India Reserve Battalion (IRB). No militant was killed in the encounter. Additional Director-General Of Police (special branch) Khagen Sarma said that the Police team launched an operation in the area on the basis of information provided by three arrested ULFA cadres that a group of about five cadres, led by Ratul Bora, was camping in the area. The trio were arrested while trying to extort money from a brick kiln in the area.

Police sources said the persons in the captivity of the NDFB at present include an Indian Forest Service (IFS) Officer and one 12-year-old boy abducted from Sonitpur District. The outfit has demanded amounts ranging from INR 10 million to 50 million for the release of the abducted persons and the family members of some of them have already started negotiating with the abductors. Giving an account of the abductions by the NDFB in recent times, Police sources said that one Ram Prasad Raunia was abducted from Belsor weekly market on April 22 and on the same day, a teenaged boy, Rama Das was abducted from Hugrajuli. On April 23, the militants abducted three persons, Rubul Nath, Shiv Kumar Singh and Amar Kalita, from Ramnathpur village, while on May 2 one Haridas Roy was abducted from Majbat. Intelligence sources said that the attack by ULFA militants showed that the outfit was in the process of recovering lost ground in the Tinsukia District. The attack was said to be the fallout of the garden authorities’ refusal to pay INR one million demanded by the outfit in January, 2010. According to intelligence inputs, some groups of ULFA cadres have either entered the District with arms and explosives or are taking shelter in the inter-state border areas of Assam and Arunachal Pradesh. The sources also said Arindam Saharia alias Bijoy Kalita — who was arrested in Siliguri of West Bengal, along with former commanding officer of the outfit’s ‘28 battalion’ Mrinal Hazarika and later granted bail rejoined the outfit and had been leading the cadres to re-establish bases in Upper Assam, particularly in Tinsukia District.

Sentinel reports that Manik Chandra Baishya, senior engineer of the technical branch of the State Agriculture Directorate, Khanapara of Guwahati city, was abducted and killed for money on June 17. The Police arrested three persons, including the driver of Baishya, on the charge of committing the crime on June 18. The arrested include Baishya’s driver Ganesh Bharali, Ramendra Bharali and Dinesh Das. The Police confirmed that the United Liberation Front of Asom (ULFA) had demanded money from Baishya, but said that only investigation would reveal if the outfit was involved in the killing of the engineer. “A few days ago, the ULFA had served a demand note on Baishya for payment of Rs. 50 lakh. After getting several calls from the outfit, Baishya agreed to pay Rs. 15 lakh, including Rs 5 lakh as the first installment,” said the sources. While admitting that there were cases of ULFA and National Democratic Front of Bodoland (NDFB) demanding money from some people in the city, Inspector-General of Police (IGP) Pallab Bhattacharyya said that the investigation was on and that the Police was checking the call records of the arrested persons.
