The protest programmes will be taken up in the seven Districts of Tinsukia, Dibrugarh, Sivasagar, Jorhat, Golaghat, North Lakhimpur and Dhemaji. The programme includes two-hour road blockade in the Districts on May 3 (today) and a railway blockade in all the Districts on May 11 to pressurize the Government to fulfill our demand. We are also organizing two big rallies in Dibrugarh and Tinsukia on May 15 and 20 respectively.

The All Tea Tribes Students' Association (ATTSA) on March 6 imposed an indefinite economic blockade against Nagaland at Naginijan area in Jorhat District to protest against Naga encroachment on Assam land and the atrocities carried out by them against the Assamese people living along the bordering areas of the State, reports The Times of India. The organization further demanded that a border outpost be set up at Naginijan area to check the illegal activities of the Nagas and to stop the illegal tax collection done by Naga militant formations from the households and tea gardens in the State.

Assam Tea Tribes Students’ Association (ATTSA) extended its indefinite economic blockade of Nagaland on March 9 by blocking the Mariani-Mokokchung road in Jorhat District. The road connects Jorhat District to Mokokchung, Tuensang and Zunebhoto Districts in Nagaland. Earlier, ATTSA on March 6 had blocked the kutcha road from Mogroi to Chairman Basti (in Nagaland along the border) and the adjacent kutcha road from Sotai (part of Naginijan) to Akumen Basti (in Nagaland along the border) following the attack on laborers by Naga miscreants in Naganijan. The kutcha roads are used by people from Nagaland to come down to the tea estate area for marketing.

12-hour Assam strike which began at 5 am on July 12 called by the Adivasi Ceasefire Co-ordination Organisation to put pressure on the Government to fulfil their various demands, including conferring Scheduled Tribes (ST) status to the community, evoked mixed response in the Bodo belt and the lower Assam Districts, reports The Telegraph. The strike came in the wake of the organisation’s leaders canvassing in New Delhi to participate in the peace talks with the officials of the Ministry of Home Affairs (MHA) to work out solutions to their demands. A 10-member delegation of the organisation, led by Adivasi Cobra Militant of Assam ‘commander-in-chief’ Kanhu Murmu and chief convener of the organisation met Sambhu Singh, joint secretary for home affairs of northeastern region, in New Delhi on July 11 and discussed the community issues, including granting of ST status to the community. The Samiti submitted a memorandum to Governor J.B. Patnaik, through the local administration, that voiced their opposition to the alleged move to bifurcate Assam and sought the removal of villages with over 51 per cent non-Bodo population from the Bodoland Territorial Areas District (BTAD). It also wanted withdrawal of Sixth Schedule status accorded to the BTAD because it is located in the plains and not in the hills as “mandated” in the Constitution. Khorsan Ali, vice-president of the Samiti, said they had no option but to hit the streets because the non-Bodos had been deprived of all basic Government facilities, were victims of extortion and slowly but steadily Assamese was being replaced by Bodo language. “Under the prevailing circumstances, it is difficult to live in BTAD areas. Therefore, we should be excluded from it,” he said.

In Jogighopa area in Bongaigaon, Police first lathicharged a mob, which tried to impose bandh forcefully, and unable to control the situation, rubber bullets and tear gas shells were fired to bring the situation under control. Four persons were injured in the incident. Similar incidents were reported from Hatipota area under Chapar Police Station and Gauripur of Dhubri District and from Sivasagar District. Hindustan Times adds that indefinite curfew was also imposed in 26 villages of Ambagan in Nagaon District after a clash between bandh supporters and local people who opposed the shutdown. Bandh supporters injured Ambagan Block Congress president Nepal Sarkar and Zila Parishad member Dipak Biswas in an attack. Police picked 652 persons in bandh related violence in Assam, adds The Hindu.

"The three people killed in Majuli on Thursday were not ULFA cadre but innocent civilians," said a statement by Aranya Asom, of the ULFA-ATF’s ‘publicity wing’. The statement said the Nov 19 shutdown would be in effect in Dhemaji, Dibrugarh, Lakhimpur, Golaghat, Jorhat, Sibsagar and Tinsukia Districts. Jorhat Superintendent of Police (SP), Sanjukta Parasor told The Telegraph that the SIM of the satellite phone recovered from the encounter site revealed that the slain cadre and his associate Das were in close touch with ULFA’s top leadership in Myanmar. They operated in, around Majuli, and along the Brahmaputra. “We were able to decipher the code used by the militants operating along the Brahmaputra to contact the Myanmar camp,” the SP said. She said the police seized the satellite phone from an Ulfa linkman from the Majuli-Lakhimpur border in August.
